On the morning of November 8, the National Assembly heard a report on the investment policy for the National Target Program on Drug Prevention and Control until 2030.
On behalf of the Government, presenting the report, Deputy Prime Minister Le Thanh Long said that the National Target Program on Drug Prevention and Control until 2030 aims to fight and prevent drug-related crimes early, from afar, from production sites, on key routes and border areas, at sea and in the air.

To implement the program, the Government proposed a total capital of more than VND 22.4 trillion. Of which, the central budget capital is more than VND 17.7 trillion (accounting for 78.96%); the local budget capital is more than VND 4.6 trillion (accounting for 20.82%); other legally mobilized capital is expected to be VND 50 billion (accounting for 0.22%).
Among the targets to be achieved by 2030, the indicator on reducing drug supply is noteworthy.
Accordingly, every year, the number of drug crimes detected and arrested in border areas, sea routes, air routes, and express delivery increases by over 3%; The number of transnational organized drug crimes detected and arrested increases by over 3%; The number of cybercrimes detected and destroyed increases by over 5%; Complicated drug hotspots, risk points, and drug retailers strive to be detected and destroyed 100%.

From the perspective of inspection, Chairwoman of the Social Committee Nguyen Thuy Anh said that the Committee found that the total capital to implement the Program in 2025 and the 2026-2030 period is much less than other national target programs.
However, in the context of huge development investment and social security expenditures in the 2026-2030 period, such a capital allocation plan is appropriate.
To ensure timely and effective funding, the Social Committee requests that the agency in charge of developing the program clarify regulations on principles, criteria, and norms for allocating central budget capital and the corresponding ratio of local budgets to implement the Program.
