AP quoted Spanish police as saying that Mr. Vidal-Quadras, 78 years old, was shot in the face in the center of the capital city at about 13:30 (local time) on November 9.
EFE reported that a gunman on a motorbike approached him and shot him at close range. The gunman then fled the scene and police have not yet found him.
Mr Vidal-Quadras himself was conscious when he was taken to hospital. His condition is now stable.
Police are investigating the shooting.
Vox party president Santiago Abascal said Mr Vidal-Quadras was now out of danger. Popular party president Alberto Núñez Feijóo condemned the shooting and wished him a speedy recovery.
Born in Barcelona, he was a Member of the European Parliament from 1999 to 2014 and served as Vice-President of the European Parliament from 2004 to 2007.
MP Vidal-Quadras was the former president of Spain's Popular Party, which is also the leading party in Catalonia. He later left the party and founded the far-right party Vox.
In 2014, he left the Vox party after failing to run for a seat in the European Parliament.
