Afternoon of May 21: National Assembly dismissed General To Lam from the position of Minister of Public Security

On the afternoon of May 21, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong presented a proposal to adjust the agenda of the 7th session of the 15th National Assembly, adding the content of dismissing General To Lam from the position of Minister of Public Security , who was introduced by the Central Committee for the National Assembly to elect as President.


This afternoon (May 21), the National Assembly considered approving the dismissal of Minister of Public Security To Lam.

Secretary General of the National Assembly Bui Van Cuong presented a proposal to adjust the program of the 7th Session.

The report stated that, based on the opinions of competent authorities and legal regulations, considering the proposal to the Prime Minister , the National Assembly Standing Committee submitted to the delegates for consideration and approval of adjustments to the meeting agenda, adding the content of dismissing the Minister of Public Security from office.

This content will be carried out together with the personnel content to elect the President in the meeting on the afternoon of May 21 and the morning of May 22.

Immediately afterwards, the National Assembly voted in favor of adjusting the agenda of the 7th session, with 468/469 delegates participating in the vote in favor (accounting for 96.1% of the total number of National Assembly delegates).

According to the agenda of the 7th Session, from 4:30 p.m. this afternoon (May 21), the National Assembly will carry out the process of electing the President.

At the 9th Conference of the 13th Central Committee held last week, there was a high consensus to introduce General To Lam, Politburo member and Minister of Public Security, to be elected by the 15th National Assembly to hold the position of President.

General To Lam was born on July 10, 1957; his hometown is Nghia Tru commune, Van Giang district, Hung Yen province. Professional qualifications: Professor, Doctor of Law.

He was a member of the Politburo of the 12th and 13th terms; a member of the Party Central Committee of the 11th, 12th and 13th terms; and a National Assembly delegate of the 14th and 15th terms.

Mr. To Lam is currently a member of the Politburo, member of the Government Party Committee, Secretary of the Central Public Security Party Committee, Minister of Public Security; Deputy Head of the Central Steering Committee on Anti-Corruption; Deputy Head of the Central Internal Political Protection Subcommittee; Member of the National Defense and Security Council, Member of the Central Steering Committee for Judicial Reform.

Regarding his working process, after graduating from the People's Security Academy, Mr. To Lam became an officer of the Political Protection Department I (Ministry of Public Security). After that, he held many positions in units of the Ministry of Public Security and held many important positions in the Ministry of Public Security throughout his working process.

Mr. To Lam grew up as an officer of the Political Security Department I, Ministry of Public Security. Mr. To Lam has held the following positions: Head of Department, Deputy Director, Director of the Political Security Department I - General Department of Security; Deputy Director, Deputy Director in charge and then Director of the General Security Department I - Ministry of Public Security.

From August 2010 to April 2016, Mr. To Lam was Deputy Minister of Public Security; from April 2016 to present, Mr. To Lam has held the position of Minister of Public Security.
