National strategy on application and development of blockchain technology to 2030

According to the National Strategy on application and development of blockchain technology, with a vision to 2030, Vietnam will become a leading country in the region, with an international position in research, application and exploitation of blockchain technology; with sufficient capacity to master and apply blockchain technology.

Deputy Prime Minister Ho Duc Phoc has just signed Decision No. 1236/QD-TTg promulgating the National Strategy on application and development of blockchain technology to 2025, with a vision to 2030 (Strategy).

The specific objectives of the Strategy to 2025 are to establish a foundation for blockchain technology development: Establishing a Vietnamese blockchain infrastructure that ensures compliance with legal regulations on security, network information security, network security and personal data protection to serve the activities of developing, deploying, operating and maintaining blockchain applications; supporting interoperability, integration and sharing between blockchains; supporting state management of blockchain application and development activities.

Promote research and development of blockchain technology applications at 03 national innovation centers; build and upgrade 10 research and training facilities to develop a human resource development strategy for blockchain technology; blockchain technology is included in the training program framework at universities, colleges, vocational schools, and research facilities.

Promote and enhance the application of blockchain technology: Select and establish at least 01 blockchain center/special zone/testing area to form a national blockchain network; prioritize deployment at units that have experience in deploying local blockchain networks.

Forming the "Blockchain+" ecosystem through the application of blockchain technology in industries and fields such as finance - banking, transportation - transportation, healthcare, education and training, trade, logistics, post - delivery, industrial production, energy, tourism, agriculture, public service provision and other fields.

By 2030, the goal is to consolidate and expand the National Blockchain Infrastructure to provide services both domestically and internationally; issue standards on blockchain application and development in Vietnam.

Vietnam is among the leading countries in the region and the world in blockchain research, application and development. It has built 20 prestigious blockchain brands in terms of platforms, products and services based on blockchain technology in the region.

Maintain the operation of at least 03 blockchain technology testing centers/zones in major cities to form a national blockchain network.

Has a representative in the Top 10 Blockchain Training and Research Institutions Ranking in Asia.

To achieve the above goals, the Strategy proposes 5 actions including: Perfecting the legal environment; Developing infrastructure, forming a Blockchain industrial ecosystem; Developing human resources for the Blockchain field; Promoting Blockchain development and application; Promoting research, innovation and international cooperation.

Blockchain is a technology that stores and transmits information using blocks that are linked together and expand over time. Each block contains information about the time of creation and is linked to previous blocks. It is designed to resist data interference because information in the blockchain cannot be changed and can only be added with the consensus of all nodes in the system. Even if a part of the blockchain system collapses, other computers and nodes will continue to operate to protect the information. The most famous application of blockchain is finance, cryptocurrency, but this technology is also bringing great economic potential in the entertainment, agriculture, logistics, education, healthcare, manufacturing industries...
