Sharing of prisoners at Thanh Hoa Police Detention Camp before amnesty day

These days, nearly 50 prisoners serving their sentences at the Thanh Hoa Provincial Police Detention Center have had their amnesty applications approved and are eagerly waiting for each day, counting each hour to return home to reunite with their families, reintegrate into the community, and start a new life.

Amnesty for prisoners serving prison sentences who have shown good learning, training and reformation is a major policy, demonstrating the lenient and humane policy of our Party and State. This year, on the occasion of the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025), the President issued Decision No. 266 on amnesty in 2025. With the goal of ensuring publicity, transparency, objectivity, democracy, and the right subjects and conditions for amnesty, up to now, Thanh Hoa Provincial Police have seriously implemented amnesty work, following the correct procedures and progress.

The amnesty approval process is publicly posted by the Thanh Hoa Provincial Police Detention Center.

Prisoner Nguyen Thi Lan A. (born in 1996), residing in Nam Ngan Ward, Thanh Hoa City, is one of 49 cases considered for special amnesty on April 30 this year. She emotionally shared: “During my time serving my sentence at the Thanh Hoa Provincial Police Detention Center, I always tried to study and reform to make up for the mistakes I made in the past. Here, we received encouragement, enthusiastic help, and responsibility from the prison officers. Everyone showed their determination to reform well. On this special amnesty occasion, I was fortunate to be included in the list for consideration and proposed for specialamnesty by the President . I feel very happy and excited. If I am granted special amnesty, when I return to the community, I will strive to do honest work, become a useful citizen for my family and society, and not re-offend.”

It is known that prisoner Nguyen Thi Lan A. has a rather special family situation, both parents are old and often sick, her husband has no stable job, and she is currently raising two young children, the eldest is 10 years old and the youngest is 6 years old. Before that, believing her friends, Nguyen Thi Lan A. was lured and joined a fraud ring recruiting collaborators to sell construction design drawings via Facebook, Zalo, etc. The actions of Nguyen Thi Lan A. and her accomplices were quickly discovered and arrested by the police; Nguyen Thi Lan A. was then sentenced to 36 months in prison by the People's Court of Thanh Hoa City. During her detention and rehabilitation at the Thanh Hoa Provincial Police Detention Center, Nguyen Thi Lan A. worked hard to reform, strictly followed all the rules and regulations of the detention facility, and was considered for a special pardon 1 year and 8 months ahead of schedule.

Prisoners considered for amnesty are those who have good learning and reform intentions.

Like Nguyen Thi Lan A, prisoner Ha Van Tr. (born in 2003), in Cao Thinh commune, Ngoc Lac district, Thanh Hoa province, is currently serving a 37-month prison sentence for violating regulations on road traffic. During the rehabilitation process, due to remorse for his crime, Ha Van Tr. has always tried to practice, strive and was considered for special amnesty in 2025. This is a great opportunity for Ha Van Tr. to strive, determined to rebuild his life, try to work hard, reform well to become a useful person for society, and soon integrate into his family and community.

Lieutenant Colonel Nguyen Quang Tuyen - Warden of Thanh Hoa Provincial Police Detention Center, said: “Implementing the President's 2025 amnesty decision, in recent times, Thanh Hoa Provincial Police Detention Center has disseminated, thoroughly grasped, and seriously implemented amnesty decisions to officers, soldiers, and prisoners being detained and reformed at sub-camps; organized public posting of regulations and instructions on amnesty work for prisoners and their families to study and grasp the policies and guidelines of the Party and State, thereby clearly understanding the conditions and criteria for consideration for amnesty in 2025. At the same time, the Detention Center has organized meetings for prisoner groups and teams to compare and contrast the conditions, self-assess, and write amnesty applications. Coordinate with the Professional Records Department to support, verify, and respond to cases of prisoners who are eligible for amnesty. This is one of the very important bases for the Detention Center to review and report objectively, ensuring right target

People who make mistakes when returning to their hometowns really need the sharing and help of the community to rebuild their lives.

According to the proposed list, on April 30, 2025, Thanh Hoa Provincial Police Detention Center has 49 prisoners proposed for special amnesty. These are prisoners who have made a lot of progress, have good reform consciousness and are eligible to serve their prison sentences, have completed additional punishments as well as other conditions according to regulations. Up to this point, Thanh Hoa Provincial Police Detention Center has completed all procedures to review eligible prisoners, the criteria proposed for the Special Amnesty Advisory Council to appraise and submit to the President for decision.

To prepare for the prisoners' reintegration into the community, the Thanh Hoa Provincial Police Detention Center has organized reintegration classes for prisoners proposed for special pardon, thereby equipping prisoners with basic knowledge and skills so that when they are granted special pardon and return to the community, they can eliminate their inferiority complex, work honestly, not re-offend, and strive to become useful citizens for their families and society. For prisoners who do not meet the criteria for special pardon this time, through propaganda and education, they can better understand the lenient and humane policies of our Party and State, thereby helping them feel secure in their rehabilitation, strive to work, study, and comply with the regulations of the detention facility to soon be granted special pardon, return to their families, and reintegrate into society.
