At the discussion, FPT Group Chairman Truong Gia Binh shared that Vietnamese authorities at all levels have changed their mindset, from management to creation, from process control to results. Sharing with foreign enterprises, Mr. Binh said that Vietnam has identified science and technology as an important driving force to meet the double-digit growth target in the coming years. This goal will be realized through areas such as artificial intelligence (AI), digital transformation, semiconductors and education.
According to FPT Chairman, Vietnam is in a favorable position in the field of science and technology, which is currently only comparable to India in the world. Proof of this is that Nvidia recently chose Vietnam as an investment location as a homeland, a second home. At the same time, Mr. Binh said that Vietnam also owns 1 million IT engineers and a good education system in this field. Thanks to its existing high-tech strengths and comprehensive support from the Government with national strategic orientations, Mr. Binh emphasized that Vietnam has the potential to become an attractive investment destination for foreign enterprises.

Representatives of large corporations such as Google, Schneider Electric, AP Moller Capital said that Vietnam has an important position and great potential to become a technology center of the ASEAN region and the world; corporations have chosen Vietnam because they see great opportunities, not only in science and technology development, but also in infrastructure development, logistics, healthcare... Corporations hope that Vietnam will continue to improve its institutions, hard and soft infrastructure, have preferential policies, especially taxes, fees, land, as well as more open regulations on foreign capital ownership ratio...
The aspirations of large corporations and enterprises have been emphasized in Resolution 57 of the Politburo on breakthroughs in science, technology, innovation and digital transformation, which was recently signed and issued by General Secretary To Lam on December 22, 2024. The Resolution stated that science, technology, innovation and digital transformation are decisive factors in the development of countries; they are prerequisites and the best opportunities for our country to develop richly and powerfully in the new era - the era of national development.

According to Resolution 57, it is necessary to strengthen the comprehensive leadership of the Party, promote the combined strength of the entire political system, and the active participation of entrepreneurs, businesses and the People in the development of science, technology, innovation and national digital transformation. This is determined to be a profound and comprehensive revolution in all fields; implemented resolutely, persistently, synchronously, consistently and long-term with breakthrough and revolutionary solutions. People and businesses are the center, the main subjects, resources and driving forces; scientists are the key factor; the State plays a leading, promoting and creating the most favorable conditions for the development of science, technology, innovation and national digital transformation.
The Resolution emphasizes that institutions, human resources, infrastructure, data and strategic technology are the key and core contents, in which institutions are the prerequisite, need to be completed and go one step ahead. Innovate the thinking of building laws to ensure management requirements and encourage innovation, eliminating the mindset of "if you can't manage it, then ban it". Focus on ensuring high-quality human resources for the development of science, technology, innovation and national digital transformation; have special mechanisms and policies on talent. Develop infrastructure, especially digital infrastructure and digital technology on the principle of "modernity, synchronization, security, safety, efficiency, avoiding waste"; enrich and exploit the maximum potential of data, turn data into the main means of production, promote the rapid development of big databases, data industry, data economy...

At the National Conference on Breakthroughs in Science, Technology, Innovation and Digital Transformation, the Politburo decided to establish the Central Steering Committee on Science, Technology, Innovation and Digital Transformation, headed by General Secretary To Lam.
Speaking at the conference, which was broadcast live to villages and communes, General Secretary To Lam emphasized: "Resolution 57 does not replace previous resolutions, but can be considered a "Resolution to liberate scientific thinking", "Resolution to implement Resolutions", "Resolution of action" with very specific goals, innovating thinking and working methods, aiming to realize policies, remove barriers, liberate capacity to promote breakthroughs in science and technology development, innovation and digital transformation, creating a foundation for strong development of the country in the new period", the General Secretary stated.
In the action program to implement Resolution 57, the Government has set out 41 groups of targets, including 35 specific groups of targets by 2030 and 6 specific groups of targets by 2045. Along with that are 7 groups of tasks with 140 specific tasks. First of all, it is to raise awareness, make breakthroughs in innovative thinking, determine strong political determination, resolutely lead and direct, create new momentum, new spirit in the whole society in developing science and technology, innovation and digital transformation.
The Prime Minister emphasized that breakthroughs in science, technology, innovation, and digital transformation are the “only way” to achieve the goal of developing the country quickly and sustainably in the coming time. There are three things that must be done quickly and effectively: open institutions, smooth infrastructure, and smart people. The Prime Minister stated: thinking must be clear, action must be drastic, determination must be high, efforts must be great, and whatever you do, you must finish it.
Notably, according to the Prime Minister, it is necessary to urgently and resolutely perfect institutions and eliminate all ideas, concepts and barriers that are hindering development. Institutions must become a competitive advantage in the development of science and technology, innovation and digital transformation. According to the Prime Minister, this is a group of particularly important tasks to fully, promptly and effectively institutionalize the Party and State's policies and guidelines in the development of science and technology, innovation and digital transformation.

Another group of tasks is to increase infrastructure investment for science, technology, innovation and digital transformation, which is a fundamental strategy. In which, infrastructure plays a core role in creating momentum for the country's breakthrough. Investment needs to be carried out synchronously, with strong linkages between industries and fields. Prioritize infrastructure development with the motto "digital infrastructure must always be one step ahead" to meet the increasing needs of the digital economy and digital society.
The Prime Minister stated that it is necessary to develop and make use of high-quality human resources and talents to meet the requirements of science, technology and innovation development. The Prime Minister pointed out that along with increasing investment in infrastructure and perfecting institutions, mechanisms and policies, developing and making use of high-quality human resources is the key factor, the "master key" that opens the door to success.

According to Mr. Dung, the General Secretary and the leaders of the Party and State look directly at reality to see the bottlenecks in the development of science and technology. Professor Dung said, now is the flat world, an opportunity for us to have leading technologies to serve the country's development. So how to take advantage of and deploy them? That is the story of the institutions, regulations, and legal corridors of the Party and State going ahead, to "open wide" the door for scientists and businesses to participate with the State. All components of society can contribute, including overseas Vietnamese and foreigners; not only contributing financially, but also contributing in terms of scientific and technological applications and solutions. "If we can do that, the country will develop faster," Mr. Dung emphasized.
Dr. Pham Trong Nghia, a member of the National Assembly's Social Affairs Committee, also emphasized that the acceptance of risk and experimentation in science and technology projects mentioned in Resolution 57 is a breakthrough compared to the traditional approach of being cautious and less accepting of risks. This shows a change in management thinking, from focusing only on safety and stability to promoting creativity and innovation. Thereby, it will create a favorable environment for new ideas to be tested and developed, which is necessary to keep up with the pace of change in global technology.
General Secretary To Lam emphasized that we should avoid situations where the resolution is well-spoken but difficult to implement into specific policies and institutions, leading to hope turning into disappointment, rolling out the red carpet but stepping on nails underneath, unable to walk. We are determined not to overlap or obstruct each other, "your rights, mine, local personal interests".
The resolution also emphasizes strengthening cooperation between public and private organizations, as well as expanding international cooperation in research and development. This is an important step to optimize resources and promote the rapid development of technology projects. International cooperation also opens up opportunities for Vietnam to access advanced technologies and learn from the experiences of developed countries.
According to Mr. Nghia, the Politburo also set a goal of developing high-quality human resources, especially in the fields of high technology and innovation. This is a key factor to ensure the success of the science and technology development strategy. Investing in education and training will help Vietnam build a workforce with skills and the ability to adapt to rapid changes in the global labor market.
Just 7 days after the National Conference on Breakthroughs in Science, Technology, Innovation and Digital Transformation, General Secretary To Lam - Head of the Steering Committee chaired the first meeting of the Central Steering Committee on Breakthroughs in Science, Technology, Innovation and Digital Transformation. The General Secretary shared that he received many suggestions from agencies and businesses related to science and technology issues. Therefore, work must be carried out quickly so as not to hinder development. "If we wait until after Tet, along with the implementation of the summary of Resolution 18, we will not start doing anything. I myself am very impatient, especially the three issues of institutions, infrastructure and human resources. These are core issues that must be prioritized. If there is no breakthrough in these three issues by 2025, the goal by 2030 will not be achieved. Therefore, 2025 is very meaningful, we must have a unified perception like that," General Secretary To Lam stated.
The General Secretary requested that the members of the Steering Committee act substantively, avoiding formalities; need to coordinate closely, without overlapping to synchronize in direction. Avoid the situation where the resolution says well, but it is very difficult to put it into specific policies and institutions, leading to hope turning into disappointment, rolling out the red carpet to invite but stepping on the nail underneath, unable to walk. General Secretary To Lam requested that the Government should innovate its budget allocation plan for science, technology, innovation and national digital transformation, and propose allocating at least 3% of the budget to carry out this task. The General Secretary emphasized that it could be increased to 2% of GDP in the next 5 years, or even 5% of GDP for the science and technology sector to truly "raise the bar" for development purposes.
The General Secretary stated that the Prime Minister needs to direct the competent authorities to have appropriate forms to launch emulation movements to develop science and technology, innovation, and digital transformation in the entire political and social system. Research and propose financial management plans in the field of science and technology research. The General Secretary cited examples of scientists who spend 50% of their time on payments, even having to "lie" to legalize invoices and documents, leaving no time for research.
The General Secretary also noted the need to reorganize science and technology organizations, focus on key investments in developing strong research organizations, and have a plan to build a team of high-quality scientists and science and technology talents. There is a mechanism to gather and attract this team to mobilize strength and contribute to development. In particular, the General Secretary said that the Government needs to coordinate with the National Assembly to ensure the completion of amendments to a number of laws, especially the original laws, such as the Law on Science and Technology and the Law on Budget, so as not to be blocked, because if it is blocked, everything is blocked. Notably, with the long-standing issue of budget and finance for science and technology, General Secretary To Lam requested that the Government should innovate the budget allocation plan for science, technology development, innovation and national digital transformation, proposing to allocate at least 3% of the budget to carry out this task.
