In Thanh Hoa, along with many solutions to improve the quality of economic management that have been strongly directed, the implementation of the Provincial Competitiveness Index (DDCI) from 2021 to present has clearly demonstrated the province's determination to create the most favorable environment for production, business and investment development.
Overcoming the "headwind"!
2023 was once considered by economic experts to be the most difficult time for production and business activities in the past 30 years. The impact of the economic recession after the COVID-19 pandemic has directly affected all investment activities as well as demand for goods. In that context, Thanh Hoa's gross regional domestic product (GRDP) growth still reached 7.01%, ranking 3rd in the group of provinces and cities with the largest GRDP scale in the country; budget revenue reached more than 40,000 billion VND; mobilized development investment capital reached more than 130,000 billion VND. Some sectors achieved high growth rates such as industry - construction reached 8.67%; services 7.19%, tourism increased by 20.9% over the same period... playing the role of "conductor" in the impressive growth achievements of Thanh Hoa province.

In particular, investment attraction activities "registered" 83 more direct investment projects; including 14 foreign direct investment (FDI) projects with a total registered investment capital of VND 29,057 billion and USD 209.9 million, many times higher than previous years.
The above achievements are the result of many drastic management solutions from the province to the grassroots level to promptly and focusedly implement tasks and solutions to support socio-economic development; especially the work of promoting administrative procedure reform, strongly improving the investment and business environment, removing difficulties, and creating the most favorable conditions for business development.

In 2023, Thanh Hoa is the 4th province in the country to have the Provincial Planning for the period 2021-2030, with a vision to 2045 approved by the Prime Minister and the 3rd province in the country to have the General Urban Planning of Thanh Hoa and Thanh Hoa Province approved by the Prime Minister to 2040. With a long-term vision, the plans have oriented development, arranged space and allocated resources for socio-economic activities in sync with national planning, ensuring connectivity, exploitation and effective use of the existing infrastructure system between sectors and inter-district regions and localities in the province.

Continuing the recovery momentum of 2023, in the first months of 2024, the province's economy continued to have a positive start with double-digit GRDP growth, ranking 3rd in the country and having the highest growth rate since 2020. Notably, in the first 4 months of the year, the whole province attracted 38 projects (including 10 FDI projects), 2 times higher than the same period, with a total registered capital of about 3,666 billion VND and 177 million USD. A number of key industries and fields; in which the role of the production and business force clearly demonstrated continued to affirm themselves as the growth engines of the economy, such as: Industrial production, export, State budget collection, investment capital mobilization, etc.
The results achieved in 2023 and the first months of the year clearly demonstrated the determination and drastic leadership and direction of the Provincial Party Committee, People's Council and People's Committee of Thanh Hoa province with the spirit of focusing on the grassroots and being close to the grassroots; especially the drastic and effective implementation of goals and tasks, in the effort to create a favorable environment to create momentum and accelerate towards the socio-economic goals of the 2020-2025 term.

In particular, since 2021, Thanh Hoa province has implemented the assessment of the competitiveness index of provincial departments, branches and sectors and the People's Committees of districts of Thanh Hoa province (DDCI Thanh Hoa) for the period 2021-2025. Not only is it an important solution to improve the investment and business environment, DDCI Thanh Hoa is also a message demonstrating the province's receptiveness and concern for the business community, with the desire to build a sustainable development of Thanh Hoa's business community on the basis of creating an open, transparent and equal investment and business environment.

After 2 years of implementation, Thanh Hoa DDCI has initially brought about positive spillover effects, promoted reform thinking, strengthened confidence in the increasingly improving business environment, and contributed positively to the province's socio-economic development. This was demonstrated when the 2nd year DDCI assessment recorded positive results such as increased median scores, improved scores in both departments, branches, and district-level People's Committees compared to the previous year.
Typically, the median score of the DDCI of the department and sector in 2022 is 66.8 points, 7.5 points higher and 20/21 units have increased scores compared to 2021. The median score of the district, town and city block is 67.19 points, 3.63 points higher and 14/27 units have improved scores compared to 2021. These are significant increases, showing that the management capacity of departments, sectors and district-level People's Committees, according to the assessment of the provincial business community, has improved compared to the previous year. In particular, there are departments, sectors and localities that "accelerated" when increasing their scores by 2 digits such as: Department of Information and Communications (+22.72 points), Provincial Social Insurance (+16.16 points) and Department of Education and Training (+10.52 points); Quang Xuong, Vinh Loc and Ba Thuoc districts increased by 23-24 points compared to last year.
Along with that, the "heat" from the rankings in DDCI has created a competitive motivation, making each department, agency, branch, and locality proactive in their management, leadership, direction, and support plans for enterprises to achieve better results in terms of scores and rankings in the following years.

Create "heat", prolong the spirit of reform
2023 is the third year that Thanh Hoa has implemented the DDCI assessment. According to the Vietnam Federation of Commerce and Industry - Thanh Hoa - Ninh Binh Branch (VCCI Thanh Hoa - Ninh Binh), the Thanh Hoa DDCI index continues to be implemented on the basis of collecting, synthesizing, and researching the satisfaction level and evaluation opinions of organizations and business establishments in the province on aspects related to economic management, accompanying and supporting production and business activities carried out by provincial departments, branches, and sectors and district-level People's Committees of Thanh Hoa province. Through the statistical results, a comprehensive picture of the business environment in various fields and at district-level localities from the perspective of individuals and business organizations will be clearly shown. From there, research and propose solutions to achieve the project's objectives, aiming to improve the province's overall investment and business environment.
Mr. Nguyen Hoai Nam, Deputy Director of VCCI Thanh Hoa - Ninh Binh, shared: “This year, we have applied a variety of survey forms such as postal mail, online surveys, and direct interviews; however, we focus more on direct interviews to get more accurate assessments and feelings from businesses. Along with that, entering the third year, associations and organizations representing businesses at the provincial and district levels have accompanied and actively participated in mobilizing members to participate in the survey. Along with extensive communication work, businesses, cooperatives, and business households are also more active and responsible for their answers and feelings. With the number of businesses, cooperatives, and business households participating in the survey nearly doubling compared to 2022, (about 7,000 businesses, cooperatives, and business households), it will help provide a more diverse, objective, and representative perspective."

The results announced here will certainly have changes and disturbances in scores and rankings compared to previous years. However, DDCI is not just scores and rankings, but also numbers that clearly reflect the implementation of tasks of agencies, units and localities; the advantages and disadvantages in performing public duties; at the same time, it shows the responsibility and awareness of agencies, units and localities in improving the investment and business environment, enhancing the competitiveness of the province. From there, it will create a competitive movement to improve the quality of economic management among provincial departments, branches and sectors and district People's Committees; promote the spirit of proactive administrative reform, especially reform of administrative procedures related to investors and enterprises. This is also an opportunity to support the assessed units to identify reform focuses, select and implement timely and appropriate solutions to improve the economic management efficiency of their units, contributing to improving the general business investment environment of the province.
When it comes to rankings, there will be units at the top and bottom. This is the perception and objective assessment of businesses and business households about the quality of the units they directly interact with, ensuring absolute confidentiality and no interference or impact. Only then can we arouse and motivate the spirit and motivation of competition and efforts to improve the quality of accompanying businesses.
