From the Party's conceptual foundation and orientation, it can be said that a learning society is a society that respects history, nurtures and promotes core cultural values. General Secretary To Lam's article is not only a guideline for the combination of lifelong learning and preserving and conserving national culture, but also opens up a strategic vision: taking education as a bridge between tradition and the future.
The keepers of national cultural identity
In life, there are many typical examples of lifelong learning, creating a solid foundation to preserve and promote cultural identity, while fostering patriotism and national pride.
As the author of the famous dance work “Dance of Solidarity”, former Politburo member and former Vice President of the National Assembly Tong Thi Phong, after her great contributions to the country, continues to work tirelessly on researching, preserving and spreading traditional cultural values. With a deep love for traditional art, she has painstakingly compiled a set of documents with detailed instructions for each movement in “Dance of Solidarity”. The work not only helps to make teaching more systematic and accessible, but also contributes significantly to preserving and promoting national cultural identity in the midst of the vibrant flow of modern society.

Or the story of the experiential classes of artisan Nguyen Tan Phat in Duong Lam Ancient Village, Son Tay Town, Hanoi, is also a testament to lifelong learning and heritage preservation. The classes of this talented artist not only preserve traditional crafts such as making figurines, woodblock prints, lacquerware, and pottery, but also promote the development of local tourism.
Tourists participating not only learn the craft but also deeply understand the unique culture of the ancient village, thereby contributing to building sustainable cultural values and the image of Vietnamese craft villages to the world.
Another notable example of lifelong learning associated with cultural preservation is at the University of Foreign Languages, Vietnam National University, Hanoi. In addition to fulfilling its training objectives, the school recently established the Faculty of Vietnamese and Southeast Asian Languages and Cultures, aiming to introduce and promote the Vietnamese language, culture, country and people to international friends through language.
According to Dr. Nguyen Xuan Long, Principal of the University of Foreign Languages, Vietnam National University, Hanoi, the subjects of this major include not only Vietnamese people but also foreigners and overseas Vietnamese.

Students not only expand their knowledge of Vietnamese language and culture, Vietnamese teaching methods, but also have the opportunity to participate in practical activities such as the Vietnamese Tet program, visit historical and cultural relics at the Vietnam Ethnic Culture and Tourism Village and other famous places. These experiences help students improve their communication skills, gain a deeper understanding of Vietnamese culture, country and people, and contribute to preserving and promoting the traditional cultural identity of Vietnam to the world.
It is known that in the coming time, the Ministry of Culture, Sports and Tourism will continue to implement synchronous policies and solutions to promote lifelong learning, improve people's knowledge and preserve national culture.
First of all, it is necessary to strengthen propaganda, especially in agencies and organizations, about the role of lifelong learning in preserving culture; at the same time, it is recommended that the Government invest heavily in educational infrastructure, especially in remote areas, develop online learning platforms on culture, history and traditional arts, and expand the "Mobile Library Vehicle" program to serve the community.
The Ministry of Culture, Sports and Tourism promotes the digitization of cultural documents, the construction of digital museums, virtual reality exhibitions and online learning platforms, helping to preserve and expand access to culture, especially for the younger generation.
Comrade Le Hai Binh, Permanent Deputy Minister of Culture, Sports and Tourism, emphasized: “Synchronous solutions will create a sustainable cultural ecosystem, preserve heritage and expand learning opportunities for all subjects, especially the young generation”.

Materializing the spirit of lifelong learning
In the coming time, the National Assembly will amend and promulgate laws to create favorable mechanisms and policies for the dissemination of knowledge, raising awareness as well as encouraging the participation of all classes of people in the work of preserving and promoting national identity.
Associate Professor, Dr. Nguyen Dac Vinh, member of the Party Central Committee, Chairman of the National Assembly's Committee on Culture and Society, shared: “Recently, after summarizing 10 years of implementing Resolution No. 29-NQ/TW, the Politburo issued Conclusion No. 91-KL/TW, emphasizing the task of focusing on reviewing, amending, supplementing, and perfecting mechanisms, policies, and laws on education and training, removing bottlenecks, including the need to soon develop a Law on Teachers, a Law on Lifelong Learning, etc. The Committee on Culture and Society is urgently coordinating with the Ministry of Education and Training to absorb and perfect the draft Law on Teachers to submit to the National Assembly for consideration and approval at the 9th Session (May 2025)”.
The Ministry of Education and Training is actively developing the Lifelong Learning Law Project. The Committee for Culture and Society will proactively organize delegations to survey the practical situation, work with ministries, branches, localities and experts to coordinate policy development, especially major contents on continuing to perfect the education system in the direction of openness, flexibility, connectivity, creating lifelong learning opportunities for all citizens and implementing training according to the needs of the labor market.

After the Draft Law is added to the National Assembly's law and ordinance-making program, the Committee will closely coordinate to review it in accordance with the provisions of the law. At the same time, the Committee will continue to review and propose amendments and supplements to relevant laws such as the Law on Education, the Law on Higher Education, the Law on Vocational Education, etc. to concretize the spirit of lifelong learning, ensuring consistency and unity.
Comrade Le Hai Binh, Alternate Member of the Party Central Committee, Permanent Deputy Minister of Culture, Sports and Tourism, affirmed: “The cultural sector is implementing many synchronous solutions, in which propaganda through the press and social networks plays an important role. Integrating cultural education into schools, communities, and encouraging the spirit of self-study in families are key strategies.”
However, the work of preserving and promoting culture is not only the task of the cultural sector but also requires the cooperation of the whole society. In addition to the support of the State, organizations and enterprises can participate in sponsoring educational projects, supporting artisans to pass on traditional crafts and organizing programs to promote cultural heritage to the younger generation.
Digitizing cultural materials and deploying online learning platforms are important directions, helping the younger generation flexibly access knowledge. Training models combining theory and practice in craft villages and cultural centers need to be promoted.

On the other hand, cultural preservation needs to be linked with sustainable tourism development. The model of cultural and experiential tourism combined with lifelong learning helps visitors and communities understand heritage, while creating opportunities for practical learning through events such as cultural festivals, traditional craft festivals or food fairs.
Lifelong learning not only improves people's knowledge but also preserves the national spirit and develops the socio-economy, creating momentum for the country's sustainable development. To realize this vision, it requires the coordination of the entire political system, the initiative of each individual and strong support from technology.
As General Secretary To Lam said, building a learning society is the responsibility of the entire Party and the entire people. Each person needs to actively learn, spread the spirit of learning and protect core cultural values, thereby building a solid foundation for Vietnam to rise up in the era of integration while still preserving the national soul.
