As one of the households whose land and many architectural materials were cleared to hand over the site for the New Rural Residential Area Construction Project, Ms. Nguyen Thi Duy's family in Dong Tam village, An Thinh commune was very happy and proactive in dismantling and handing over the site. For the common good, especially the local government's public and transparent compensation, Ms. Duy strongly supported it.

Ms. Duy shared: "My family will support wherever the project is done and wherever it is liberated. If there are 10 families in Dong Tam village, all 10 households will support this policy. Because our people will benefit from these projects."
There have been more than 200 cases of mobilization and propaganda for relocation at 4 key projects and works being implemented in An Thinh commune with a total land acquisition area of nearly 40 hectares. In order to soon have a clean site, the People's Committee of Van Yen district and the investor, agencies and units of the district and An Thinh commune have resolved all procedures related to site clearance (GPMB), from inventory, determining the origin, making plans, appraising plans to approving and paying money to the people.
Why did the people reach high consensus? Ms. Vu Thi Huyen - Chairwoman of the Vietnam Fatherland Front Committee of An Thinh Commune, Van Yen District said: "The Vietnam Fatherland Front and mass organizations regularly propagate and mobilize people to carry out the movement "Moving fences, donating land" and support projects and works being implemented in the locality. Many problems and difficulties in the implementation process were promptly answered and resolved by the Vietnam Fatherland Front and mass organizations, and land acquisition units. Thereby speeding up the progress and creating conditions for the construction unit to complete the project".
Mr. Tran Nhat Phong - Deputy Executive Director of the Northern Mountainous Provinces Traffic Connection Project, the route connecting Nghia Lo (Yen Bai) with Noi Bai - Lao Cai Expressway said: "Thanks to the active participation of local authorities and the support of the people, the site clearance of the Project passing through Van Yen district has been very favorable, creating conditions for the contractor to ensure construction progress".
The project to upgrade National Highway 37 with Noi Bai - Lao Cai Expressway through Tan Hop Commune is over 2km long with over 135 households located along both sides of the road affected; of which 96 households were affected in terms of housing, structures, fences, and trees. Immediately after the project was implemented, local authorities quickly carried out the tasks according to regulations; including the task of propagating and mobilizing people to support.

Mr. Nguyen Xuan Thang - Goc Gao village, Tan Hop commune, Van Yen district shared: "With the responsibility of a party member and the head of the village, I always set an example, taking the lead in the movements launched by the locality. Then I propagate and mobilize my family members to do the same. When the people see this, they will surely follow. After the road was expanded, it has created favorable conditions for people to travel safely."
Van Yen district is implementing land acquisition for about 20 different projects with a total land acquisition area of more than 300 hectares, involving more than 3,500 households. Due to the large number of projects to be implemented, the large number of households subject to land acquisition, and the projects being implemented at the same time, Van Yen district has prioritized urgent projects to reserve human resources and time to launch the peak of land acquisition with the motto "focus on solving to where, neatly to that point".
The district also pays special attention to informing the commune about the project and compensation policies, then launching a propaganda and inventory campaign so that commune officials have an overview of the project, thereby propagating and mobilizing people more effectively.
Mr. Ha Duc Anh - Chairman of Van Yen District People's Committee said: "Van Yen has issued a Directive of the Standing Committee of the District Party Committee on leading and directing the site clearance work to mobilize the participation of the entire political system in propaganda and mobilization of people. Up to this point, the progress of site clearance work basically meets the requirements of the investors. The district is also urgently removing difficulties, including strengthening dialogue with people, mobilizing maximum human resources and equipment to work overtime to speed up the appraisal of documents related to the land fund. Along with that, strengthening the coordination between Party committees, authorities, organizations, localities with investors and construction units to remove arising difficulties and obstacles, contributing to stabilizing the situation and creating consensus among the people".
The active participation of the entire political system and the close coordination between relevant levels, sectors and units, especially doing a good job of propaganda and mobilizing people in conjunction with promptly resolving interests in the project area, are the keys for Van Yen district to "untie the knot" in site clearance work, speeding up the progress of project implementation in the area.
