Experts emphasize prioritizing master's training to form specialized human resources, contributing to sustainable urban development and management.
The above information was shared at the international workshop "Training high-quality human resources to serve the smart urban development strategy: international experience, cooperation potential, implementation solutions", organized by the Department of Information and Communications of Ho Chi Minh City in coordination with the Francophone University Organization (AUF) on the afternoon of November 4.
Demand for high quality human resources
Reporting on the consulting results for the project “Supporting the consolidation of the smart urban development strategy in Ho Chi Minh City (FONIVILLI)”, Professor Gayo Diallo (University of Bordeaux, France), stated that building a smart city requires specialized officials. “They must have basic knowledge of smart cities, have an understanding of society and urban infrastructure to come up with appropriate solutions. To have this force, we need to train lecturers who are capable of guiding officials to implement the goals of smart cities”, Professor Diallo said.
Since 2017, Ho Chi Minh City has implemented the Project "Building Ho Chi Minh City into a smart city in the period of 2017-2020, with a vision to 2025" (according to Decision No. 6179/QD-UBND of the Chairman of the Ho Chi Minh City People's Committee) with one of the priority areas being human resources. Mr. Vo Van Hoan, Member of the City Party Committee, Vice Chairman of the Ho Chi Minh City People's Committee, said that the city needs new production human resources (digital technology human resources) to achieve the goals according to Resolution No. 31-NQ/TW of the Politburo on the direction and tasks of developing Ho Chi Minh City to 2030, with a vision to 2045.
Also at the workshop, Mr. Lam Dinh Thang, Director of the Department of Information and Communications of Ho Chi Minh City, said that Ho Chi Minh City has issued a policy to attract experts in the field of digital transformation and information technology. However, Mr. Thang emphasized: "Ho Chi Minh City lacks a team of in-depth consultants in high-tech issues such as artificial intelligence, microchips, big data... while there are many general consultants."
How to build a training program?
Professor Robert Laurini (University of Lyon, France) shared that master's training programs in the field of smart cities need to cover a wide range of topics. "Smart cities are related to many aspects such as the environment, state administration... so the program must be comprehensive so that students can grasp the necessary knowledge and skills. Therefore, topics often included in the training program include urban planning and design; technology and innovation; sustainability and environmental management; public administration and policy; social and economic development," Professor Robert Laurini further analyzed.
According to the professors, in addition to the training program, universities also need to pay attention to the source of qualified lecturers, as well as create a specialized research unit with researchers in various fields to ensure the updating of their training programs. In addition, universities should cooperate with foreign university partners so that universities can achieve their training goals.
“Universities can invite foreign experts to provide short-term training. Or they can send students to partner schools for short-term training or to transfer to doctoral level,” said Professor Gayo Diallo.
Also at the workshop, Professor Laurini and Professor Diallo presented a proposal from the University of Côte d'Azur (Nice province, France) on cooperation in training human resources for building smart cities. Accordingly, the University of Côte d'Azur can support the design of a master's training program in Ho Chi Minh City, enroll students for the "Smart Cities" master's program at the school, receive doctoral students and accept invitations to cooperate in co-supervising doctoral theses.
