The government aims to allocate at least 3% of its total annual budget to the development of science , technology, innovation, and digital transformation by 2030.
The government has just issued a resolution promulgating the action program to implement Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation.
Accordingly, one of the specific targets set for 2030 is to allocate at least 3% of the total annual budget expenditure to the development of science, technology, innovation, and national digital transformation, with a gradual increase as needed. The Ministry of Finance is assigned to oversee and evaluate this objective.

The program comprises seven specific task groups, accompanied by appendices detailing targets and a list of tasks assigned to ministries, agencies, and localities. Among these are many targets demonstrating the government's determination to allocate more state budget to the development of science, technology, innovation, and national digital transformation. For example, by 2030, spending on research and development (R&D) will reach 2% of GDP. This target is assigned to the Ministry of Science and Technology for monitoring and evaluation.
With specific tasks, the Government is committed to urgently and decisively perfecting institutions; eliminating all ideas, concepts, and barriers hindering development; and turning institutions into a competitive advantage in the development of science, technology, innovation, and digital transformation.
To accomplish the above tasks, the Government will direct the development and promulgation of regulations on reforming the financial mechanisms for implementing scientific, technological, innovation, and digital transformation tasks.
At the same time, simplify as much as possible the documentation, management procedures, and settlement processes for scientific research, technology development, and digital transformation activities; grant autonomy in the use of scientific research and technology development funds; and implement intellectual property protection policies linked to a mechanism for sharing benefits from research and application results.
