Chairman of Hanoi People's Committee Tran Sy Thanh has sent a document to the People's Committees of districts, towns and cities on the plan to arrange commune-level administrative units of the City to collect people's opinions and organize meetings of People's Councils at all levels.
Currently, Hanoi has 526 communes and wards. According to the plan to rearrange commune-level administrative units of the City to collect people's opinions, Hanoi is expected to have 126 communes and wards after the rearrangement.
Hoan Kiem District currently has 18 wards including: Chuong Duong, Cua Dong, Cua Nam, Dong Xuan, Hang Bac, Hang Bai, Hang Bo, Hang Bong, Hang Buom, Hang Dao, Hang Gai, Hang Ma, Hang Trong, Ly Thai To, Phan Chu Trinh, Phuc Tan, Tran Hung Dao, Trang Tien.
It is expected to have 2 wards left, including Hoan Kiem and Cua Nam.
Ba Dinh District has 13 wards including Quan Thanh, Truc Bach, Dien Bien , Doi Can, Cong Vi, Lieu Giai, Vinh Phuc, Ngoc Ha, Thanh Cong, Giang Vo, Ngoc Khanh, Kim Ma, Phuc Xa.
Expected to be arranged into 3 wards including Ba Dinh, Ngoc Ha and Giang Vo.
Dong Da District has 17 wards including Van Mieu - Quoc Tu Giam, Phuong Lien - Trung Tu, Kham Thien, Kim Lien, Khuong Thuong, Thinh Quang, Lang Ha, O Cho Dua, Quang Trung, Trung Liet, Cat Linh, Hang Bot, Nam Dong, Phuong Mai, Tho Quan, Van Chuong, Lang Thuong.
It is expected to be arranged into 5 wards including Dong Da, Lang, O Cho Dua, Kim Lien and Van Mieu - Quoc Tu Giam.
Hai Ba Trung District has 15 wards including Bach Dang, Bach Khoa, Bach Mai, Dong Nhan, Dong Tam, Le Dai Hanh, Minh Khai, Nguyen Du, Pham Dinh Ho, Pho Hue , Quynh Mai, Thanh Luong, Thanh Nhan, Truong Dinh, Vinh Tuy.
Expected to be arranged into 3 wards including Hai Ba Trung, Bach Mai and Vinh Tuy.
Cau Giay District has 8 wards including Mai Dich, Dich Vong, Dich Vong Hau, Trung Hoa, Yen Hoa, Nghia Do, Nghia Tan and Quan Hoa.
Expected to be arranged into 3 wards including Cau Giay, Nghia Do and Yen Hoa.
Thanh Xuan District currently has 11 wards: Khuong Mai, Ha Dinh, Thuong Dinh, Khuong Dinh, Thanh Xuan Bac, Thanh Xuan Nam, Nhan Chinh, Khuong Trung, Phuong Liet, Kim Giang, Thanh Xuan Trung.
It is expected that after the rearrangement, there will be 3 wards left: Thanh Xuan, Khuong Dinh, Phuong Liet.
Tay Ho District currently has 8 wards, including: Buoi, Thuy Khe, Yen Phu, Tu Lien, Nhat Tan, Quang An, Xuan La, Phu Thuong
It is expected that after the arrangement, there will be 3 wards left: Tay Ho, Hong Ha, Phu Thuong.
Long Bien District has 13 wards including Thuong Thanh, Duc Giang, Viet Hung, Giang Bien, Ngoc Thuy, Ngoc Lam, Gia Thuy, Bo De, Long Bien, Cu Khoi, Phuc Dong, Thach Ban, Phuc Loi.
Expected to be arranged into 4 wards including Viet Hung, Bo De, Long Bien and Phuc Loi.
Hoang Mai District has 14 wards including Dinh Cong, Hoang Liet, Tuong Mai, Hoang Mai, Yen So, Vinh Hung, Linh Nam, Dai Kim, Thinh Liet, Hoang Van Thu, Tan Mai, Thanh Tri, Tran Phu, Mai Dong.
Expected to be arranged into 7 wards including Dinh Cong, Hoang Liet, Tuong Mai, Hoang Mai, Yen So, Vinh Hung and Linh Nam.
Ha Dong District has 15 wards including Bien Giang, Dong Mai, Duong Noi, Ha Cau, Kien Hung, La Khe, Mo Lao, Phu La, Phu Lam, Phu Luong, Phuc La, Quang Trung, Van Phuc, Van Quan, Yen Nghia.
Expected to be arranged into 5 wards including Ha Dong, Duong Noi, Yen Nghia, Kien Hung and Phu Luong.
Bac Tu Liem District has 13 wards including: Co Nhue 1, Co Nhue 2, Dong Ngac, Duc Thang, Lien Mac, Minh Khai, Phu Dien, Phuc Dien, Tay Tuu, Thuong Cat, Thuy Phuong, Xuan Dinh, Xuan Tao.
It is expected that after the arrangement, there will be 5 wards left, including: Bac Tu Liem 1 (Tay Tuu ward); Bac Tu Liem 2 (Phu Dien ward); Bac Tu Liem 3 (Xuan Dinh ward); Bac Tu Liem 4 (Dong Ngac ward); Bac Tu Liem 5 (Thuong Cat ward).
Nam Tu Liem District currently has 10 wards, including: Cau Dien, My Dinh 1, My Dinh 2, Phu Do, Me Tri, Trung Van, Dai Mo, Tay Mo, Phuong Canh, Xuan Phuong.
Expected to be arranged into 4 new wards: Tu Liem, Tay Mo, Dai Mo and Xuan Phuong.
Plan for administrative unit arrangement of districts and towns
Dong Anh district currently has 24 commune-level administrative units, including Dong Anh town and 23 communes (Bac Hong, Co Loa, Dai Mach, Dong Hoi, Duc Tu, Hai Boi, Kim Chung, Kim No, Lien Ha, Mai Lam, Nam Hong, Nguyen Khe, Tam Xa, Thuy Lam, Tien Duong, Uy No, Van Ha, Van Noi, Viet Hung, Vinh Ngoc, Vong La, Xuan Canh, Xuan Non).
Expected to be arranged into 5 communes: Dong Anh, Thu Lam, Phuc Thinh, Thien Loc, Vinh Thanh.
Soc Son district currently has 26 commune-level administrative units, including Soc Son town (district capital) and 25 communes (Bac Phu, Bac Son, Dong Xuan, Duc Hoa, Hien Ninh, Hong Ky, Kim Lu, Mai Dinh, Minh Phu, Minh Tri, Nam Son, Phu Cuong, Phu Linh, Phu Lo, Phu Minh, Quang Tien, Tan Dan, Tan Hung, Tan Minh, Thanh Xuan, Tien Duoc, Trung Gia, Viet Long, Xuan Giang, Xuan Thu).
Expected to be arranged into 5 new communes including: Soc Son, Noi Bai, Kim Anh, Da Phuc, Trung Gia.
Me Linh district currently has 17 commune-level units including Chi Dong, Quang Minh and 15 communes: Chu Phan, Dai Thinh, Hoang Kim, Kim Hoa, Lien Mac, Me Linh, Tam Dong, Thach Da, Thanh Lam, Tien Phong, Tien Thang, Tien Thinh, Trang Viet, Tu Lap, Van Khe.
Expected to be arranged into 4 communes including Me Linh, Quang Minh, Yen Lang, Tien Thang.
Chuong My district currently has 30 commune-level administrative units including 2 towns of Chuc Son and Xuan Mai and 28 communes: Dai Yen, Dong Phuong Yen, Dong Son, Dong Lac, Hoa Phu, Hoang Dieu, Hoang Van Thu, Hong Phu, Hop Dong, Huu Van, Lam Dien, My Luong, Nam Phuong Tien, Ngoc Hoa, Phu Nghia, Phung Chau, Quang Bi, Tan Tien, Tien Phuong, Tot Dong, Thanh Binh, Thuy Xuan Tien, Thuy Huong, Thuong Vuc, Tran Phu, Trung Hoa, Truong Yen, Van Vo.
The remaining 6 communes are expected to be rearranged, including: Chuong My, Chuong My 2 (Phu Nghia), Chuong My 3 (Xuan Mai), Chuong My 4 (Tran Phu), Chuong My 5 (Hoa Phu), and Chuong My 6 (Quang Bi).
My Duc district currently has 20 communes and towns, including Dong Tam, Thuong Lam, Phuc Lam, Tuy Lai, My Xuyen, An My, Hong Son, Le Thanh, Xuy Xa, Phung Xa, Hop Tien, Dai Nghia, Hop Thanh, An Phu, Dai Hung, Phu Luu Te, Huong Son, An Tien, Hung Tien, Van Tin.
Expected to be arranged into 4 communes: Phuc Son, Hong Son, My Duc, Huong Son.
Ba Vi district currently has 29 communes and towns: Tay Dang town, Cam Thuong commune, Dong Quang commune, Chu Minh commune, Phu Chau commune, Phu Hong commune, Phu Cuong commune, Co Do commune, Thuan My commune, Son Da commune, Tong Bat commune, Phu Son commune, Thai Hoa commune, Phong Van commune, Phu Dong commune, Van Thang commune, Dong Thai commune, Vat Lai commune, Cam Linh commune, Ba Trai commune, Tan Linh commune, Ba Vi commune, Minh Quang commune, Khanh Thuong commune, Van Hoa commune, Yen Bai commune, Thuy An commune, Tien Phong commune, Minh Chau commune.
It is expected that the remaining 8 communes will be arranged, including: Ba Vi 1 (Quang Oai); Ba Vi 2 (Vat Lai); Ba Vi 3 (Co Do); Ba Vi 4 (Cam Da); Ba Vi 5 (Suoi Hai); Ba Vi 6 (Ba Vi); Ba Vi 7 (Yen Bai); Ba Vi 8 is Minh Chau commune.
Hoai Duc district currently has 20 commune-level administrative units, including Tram Troi town and 19 communes (An Khanh, An Thuong, Cat Que, Dac So, Di Trach, Dong La, Duc Giang, Duc Thuong, Duong Lieu, Kim Chung, La Phu, Lai Yen, Minh Khai, Son Dong, Song Phuong, Tien Yen, Van Canh, Van Con, Yen So).
It is expected that after the arrangement, there will be 4 new communes including: Hoai Duc, Duong Hoa, Son Dong, An Khanh.
Quoc Oai district currently has 16 commune-level administrative units, including Quoc Oai town and 15 communes (Can Huu, Cong Hoa, Dong Quang, Dong Xuan, Dong Yen, Hoa Thach, Hung Dao, Liep Nghia, Ngoc Liep, Ngoc My, Phu Cat, Phu Man, Phuong Son, Sai Son, Tuyet Nghia).
It is expected that after the arrangement, there will be 4 new communes including: Quoc Oai, Kieu Phu, Phu Cat and Hung Dao.
Thanh Oai district currently has 20 commune-level administrative units, including Kim Bai town and 19 communes (Bich Hoa, Binh Minh, Cao Vien, Cao Xuan Duong, Cu Khe, Dan Hoa, Do Dong, Hong Duong, Kim An, Kim Thu, Lien Chau, My Hung, Phuong Trung, Tam Hung, Tan Uoc, Thanh Cao, Thanh Mai, Thanh Thuy, Thanh Van).
It is expected that after the arrangement, there will be 4 new communes: Binh Minh, Tam Hung, Thanh Oai, Dan Hoa.
Phuc Tho district currently has 18 commune-level administrative units, including Phuc Tho town and 17 communes: (Hat Mon, Hiep Thuan, Lien Hiep, Long Thuong, Nam Ha, Ngoc Tao, Phuc Hoa, Phung Thuong, Sen Phuong, Tam Hiep, Tam Thuan, Thanh Da, Tich Loc, Trach My Loc, Van Phuc, Vong Xuyen, Xuan Dinh).
It is expected that after the arrangement, there will be 3 new communes: Phuc Loc, Phuc Tho, Hat Mon.
Gia Lam district currently has 17 commune-level administrative units, including 2 towns: Trau Quy, Yen Vien and 15 communes: Bat Trang, Co Bi, Duong Quang, Duong Xa, Da Ton, Dang Xa, Kieu Ky, Kim Duc, Le Chi, Ninh Hiep, Phu Dong, Phu Son, Thien Duc, Yen Thuong, Yen Vien.
It is expected that after the arrangement, there will be 4 new communes: Phu Dong, Thuan An, Gia Lam and Bat Trang.
Thach That district currently has 20 commune-level administrative units, including Lien Quan town and 19 communes (Binh Yen, Cam Yen, Can Kiem, Dai Dong, Dong Truc, Ha Bang, Huong Ngai, Kim Quan, Lai Thuong, Lam Son, Phu Kim, Phung Xa, Quang Trung, Tan Xa, Thach Hoa, Thach Xa, Tien Xuan, Yen Binh, Yen Trung).
It is expected that after the arrangement, there will be 5 new communes: Thach That, Tay Phuong, Ha Bang, Hoa Lac, Yen Xuan.
Phu Xuyen district currently has 23 commune-level administrative units, including 2 towns: Phu Xuyen, Phu Minh and 21 communes (Bach Ha, Chau Can, Chuyen My, Dai Xuyen, Hoang Long, Hong Minh, Hong Thai, Khai Thai, Minh Tan, Nam Phong, Nam Tien, Phu Tuc, Phu Yen, Phuc Tien, Phuong Duc, Quang Ha, Quang Lang, Tan Dan, Tri Thuy, Van Hoang, Van Tu).
It is expected that after the arrangement, there will be 4 new communes: Phu Xuyen, Phuong Duc, Chuyen My, Dai Xuyen.

Thanh Tri district currently has 16 commune-level administrative units, including Van Dien town and 15 communes (Dai Ang, Dong My, Duyen Ha, Huu Hoa, Lien Ninh, Ngoc Hoi, Ngu Hiep, Ta Thanh Oai, Tam Hiep, Tan Trieu, Thanh Liet, Tu Hiep, Van Phuc, Vinh Quynh, Yen My).
It is expected that after the arrangement, there will be 5 new communes: Thanh Tri, Nam Phu, Ngoc Hoi, Dai Thanh and Tan Trieu.
Dan Phuong district currently has 16 commune-level administrative units, including Phung town and 15 communes (Dan Phuong, Dong Thap, Ha Mo, Hong Ha, Lien Ha, Lien Hong, Lien Trung, Phuong Dinh, Song Phuong, Tan Hoi, Tan Lap, Tho An, Tho Xuan, Thuong Mo, Trung Chau).
It is expected that after the arrangement, there will be 3 new communes remaining, including: 3 communes: Dan Phuong, O Dieu and Phuong Dinh - Trung Chau.
Ung Hoa district currently has 29 administrative units including Van Dinh town and 28 communes: Cao Thanh, Dai Cuong, Dai Hung, Doi Binh, Dong Lo, Dong Tien, Dong Tan, Hoa Son, Hoa Lam, Hoa Nam, Hoa Phu, Hoa Xa, Hong Quang, Kim Duong, Lien Bat, Luu Hoang, Minh Duc, Phu Luu, Phuong Tu, Quang Phu Cau, Son Cong, Tao Duong Van, Tram Long, Trung Tu, Truong Thinh, Van Thai, Vien An, Vien Noi.
It is expected that after the arrangement, there will be 4 new communes including: Van Dinh, Ung Thien, Hoa Xa and Ung Hoa.
Son Tay town currently has 13 commune-level administrative units, including 7 wards (Ngo Quyen, Phu Thinh, Son Loc, Trung Hung, Trung Son Tram, Vien Son, Xuan Khanh) and 6 communes (Co Dong, Duong Lam, Kim Son, Son Dong, Thanh My, Xuan Son).
It is expected that after the arrangement, there will be 3 new commune-level administrative units remaining: Son Tay, Tung Thien, and Doai Phuong.
The Hanoi People's Committee has requested the People's Committees of districts, towns and cities to urgently implement the progress according to the City's direction; in the process of implementation, if there are any difficulties or problems, the units should promptly report to the City People's Committee (through the Department of Home Affairs) for consultation with the City People's Committee for consideration and direction.
