According to Circular No. 18/2025/TT-BQP of the Minister of National Defense , in addition to ensuring sufficient criteria and standards for promotion to a higher rank, one of the other requirements is that the officer's current rank must be one level lower than the highest rank ceiling of the position or title he or she is holding...

Criteria and standards for considering early promotion are specified in Article 6 of Circular No. 18/2025/TT-BQP. Specifically as follows:

1. Officers are considered for early promotion when:

a) Meets all criteria and standards for promotion beyond the rank level, but the current rank is one level lower than the highest rank ceiling of the current position or title (awarded one of the forms of commendation specified in Clause 1, Article 5 of this Circular ); considered for early promotion after the officer has a decision on commendation.

b) Those with current military ranks one level or higher lower than the highest military rank ceiling of the current position or title and awarded one of the following forms of commendation shall be considered for promotion no more than 24 months in advance: Independence Medal, Second Class, Third Class; Military Exploit Medal, Second Class, Third Class; Labor Medal, Second Class, Third Class; Fatherland Protection Medal, Second Class, Third Class; Military Exploit Medal, Second Class, Third Class (excluding commendations based on seniority or contribution); Courage Medal.

c) Having a current military rank lower than the highest military rank ceiling of the position or title being held, and in the years during which the current military rank is held, the tasks are completed well or better, and falls into one of the following cases where the promotion is considered before the deadline, not more than 12 months:

- Recognized as Professor, Associate Professor; Doctor working in the right field (only considered for promotion before term once).

- Awarded one of the following achievements: National Emulation Fighter; Army Emulation Fighter; First prize, Second prize, Third prize or Gold, Silver, Bronze medal in national competitions and sports; First prize in competitions and sports at the Ministry, Central sector level; Medal or First prize, Second prize, Third prize in International Military Sports; Officer participating in United Nations peacekeeping operations who is awarded by competent authorities in the form of a certificate of merit or higher; Project leader, initiative winning First prize, Second prize, Third prize of the "Creative Youth in the Army" award; Project leader winning First prize, Second prize, Third prize of the Creative Labor Award in the Vietnam People's Army Trade Union; Army Women's Award; Typical advanced model of the entire army in implementing the campaign "Promoting tradition, dedicating talent, worthy of Uncle Ho's soldiers "; National Outstanding Young Face; Army Outstanding Young Face.

Cases considered before the deadline not exceeding 12 months

Clause 2, Article 6 above stipulates: In addition to the cases specified in Clause 1 of this Article, officers holding command or management positions who fall into one of the following cases shall be considered for promotion in rank no more than 12 months ahead of schedule:

a) Officers holding command positions in combat readiness training units; campaign intelligence units; strategic intelligence agencies and units; weapons and ammunition depots, vehicle and machinery depots, special equipment depots, strategic fuel depots for combat readiness and national reserves for national defense; weapons and combat equipment repair and maintenance units; heads and deputy heads of departments on ships, officers in combat crews of radar, missiles, anti-aircraft artillery, submarines; officers directly participating in scientific and technological research and development in the fields of strategic technology, basic technology, core technology and research, design, manufacture, production, repair, conversion, improvement, modernization of weapons and technical equipment of strategic significance, who have fulfilled their tasks well or better in the years of holding the current military rank and:

- Current military rank is 02 (two) or more ranks lower than the highest military rank ceiling of the current position. During the term of holding a position, if promoted ahead of schedule, in the following term, 01 (one) year will be awarded the title of basic emulation fighter.

- Current military rank is 01 (one) level lower than the highest military rank ceiling of the current position, during the term of office, at least 01 (one) year was awarded the title of basic emulation fighter.

b) Officers holding the command position of an agency belonging to a unit specified in Point a, Clause 2 of this Article, in each year of holding the current military rank, have completed their tasks well or better and:

- Current military rank is 03 (three) or more ranks lower than the highest rank ceiling of the current position; 02 (two) ranks lower, during the term, there is at least 01 (one) year awarded the title of basic emulation fighter; 01 (one) rank lower, during the term, there is at least 02 (two) years awarded the title of basic emulation fighter (from Second Lieutenant to Lieutenant, there is 01 (one) year awarded the title of basic emulation fighter).

c) Officers holding command positions in agencies and units not belonging to the units specified in Points a and b, Clause 2 of this Article, who have completed their tasks well or better during the years of holding the current military rank and:

- Current military rank is 04 (four) or more ranks lower than the highest rank ceiling of the current position; 03 (three) ranks lower, during the term, there is at least 01 (one) year awarded the title of basic emulation fighter; 02 (two) ranks lower, during the term, there is at least 02 (two) years awarded the title of basic emulation fighter; 01 (one) rank lower: Promotion to the rank of Colonel officer has 03 (three) years awarded the title of basic emulation fighter, promotion to the rank of Captain, Senior Lieutenant has 02 (two) years awarded the title of basic emulation fighter, promotion to the rank of Second Lieutenant to Lieutenant has 01 (one) year awarded the title of basic emulation fighter.

Some other cases

3. In addition to the cases specified in Clause 1 of this Article, officers who do not hold command or management positions and have completed their duties well or better in the years of holding their current military rank, if they fall into one of the following cases, will be considered for promotion to military rank no more than 12 months ahead of schedule:

- Current military rank is 04 or more ranks lower than the highest rank ceiling of the current position; 03 (three) ranks lower in the term of office, at least 01 (one) year of being awarded the title of basic emulation fighter; 02 (two) ranks lower in the term of office, at least 02 (two) years of being awarded the title of basic emulation fighter; 01 (one) rank lower: Promotion to the rank of Colonel officer, 03 (three) years of being awarded the title of basic emulation fighter, promotion to the rank of Captain, Senior Lieutenant, 02 (two) years of being awarded the title of basic emulation fighter, promotion to the rank of Second Lieutenant to Lieutenant, 01 (one) year of being awarded the title of basic emulation fighter.

4. In case an officer achieves many achievements during his/her term, only one achievement will be applied to consider early promotion (the remaining achievements will not be retained); if they have not been applied for consideration, they will be retained to consider early promotion to the next rank.

5. Special cases not specified in Clause 1, Clause 2, Clause 3 of this Article shall be considered and decided by competent authorities.

On March 22, 2025, the Minister of National Defense signed and issued Circular No. 18/2025/TT-BQP regulating the conferment of military ranks on graduates of officer training in active service; promotion of officers of the rank of colonel and lieutenant ahead of schedule and salary increase for officers ahead of schedule. This Circular takes effect from the date of signing, i.e. March 22, 2025.

This Circular applies to relevant agencies, units and individuals when conferring military ranks on graduates of officer training in active service; promoting officers of the rank of colonel and lieutenant ahead of schedule; and raising salaries of officers of the rank of Lieutenant General, Major General, colonel and lieutenant ahead of schedule.
