Many important results achieved in 10 years of implementing Directive No. 40-CT/TW dated November 22, 2014 of the Central Party Secretariat on strengthening the Party's leadership over social policy credit work (Directive No. 40-CT/TW) are and will become the fulcrum for local Party committees and authorities to continue to focus on leadership and direction to bring sustainable development of policy credit activities.
With the attention and support of the Party Committee, government, mass organizations and banks, many economic models of the people of Ha Lai commune (Ha Trung) are increasingly effective.
Highlights
In order for the spirit and content of Directive No. 40-CT/TW to truly spread and bring about positive results, every year, the Provincial People's Committee allocates capital from the local budget to Thanh Hoa Social Policy Bank. 100% of districts, towns and cities transfer capital from the local budget to Thanh Hoa Social Policy Bank for lending to poor households and policy beneficiaries. By the end of June 2024, capital from the local budget transferred to the Social Policy Bank reached over 633 billion VND, an increase of 507 billion VND compared to the beginning of 2014. This capital is allocated promptly to disburse loans for production and business development. Localities have created favorable conditions for the Social Policy Bank to perform its tasks well, especially in terms of location and time for working sessions at commune transaction points.
With the "compass" being Directive No. 40-CT/TW, Thanh Hoa Social Policy Bank and localities and units have fully and promptly implemented effective social policy credit programs in accordance with regulations. Preferential credit capital has contributed to effectively implementing the goals and tasks of sustainable poverty reduction, new rural development, stabilizing people's lives, preventing and repelling the evil of "black credit"... In the past 10 years, Thanh Hoa Provincial Social Policy Bank has effectively implemented credit programs, disbursing capital to the right subjects. By the end of June 2024, the total outstanding debt of policy credit programs reached more than 14,382 billion VND, Thanh Hoa province's outstanding policy credit ranked 2nd nationwide, with an average annual growth rate of about 7.9%. Overdue debt has decreased to 0.07%, especially 339/558 communes have no overdue debt. Policy credit capital has been transferred to 100% of communes, wards and towns in the province.
With the achieved results, Thanh Hoa province is considered one of the leading localities in effectively implementing Directive No. 40-CT/TW on "Strengthening the Party's leadership over social policy credit". The above results affirm that policy credit has truly entered life and is a "bright spot" in poverty reduction policy. Not only achieving credit efficiency, through the implementation of Directive No. 40-CT/TW, many lessons on leadership, direction, good practices, and creativity in capital mobilization have also been drawn. In particular, the close leadership of the Party is an important lesson and decisive to the success of policy credit activities.
Stable and sustainable development
In addition to the achieved results, the implementation of Directive No. 40-CT/TW in the province still has some shortcomings and limitations that need to be overcome. That is, the leadership, direction, organization of inspection and supervision of the implementation of Directive No. 40-CT/TW in some localities and units are not regular, continuous and effective. The awareness of some grassroots Party committees on social policy credit is not adequate, and this is not considered the task of Party committees and authorities in leading and directing social policy credit activities. Some local Party committees and authorities have not really paid attention to timely arranging resources from the local budget and other legally mobilized sources to supplement social policy credit capital in the area. The integration of programs, projects, socio-economic development plans, technology transfer activities, vocational training with social policy credit activities is not synchronous and effective. Some places of work coordinate to guide and support people in using capital from agencies and socio-political organizations, which is still limited, leading to a part of the poor using loans ineffectively.

Mr. Le Huu Quyen, Director of the Thanh Hoa Provincial Bank for Social Policies, said: Directive No. 40-CT/TW has really come into effect, strongly affecting the operation of policy credit capital, helping to increase both the scale and quality of credit. The effectiveness of policy credit up to this point is not only economic value, but more importantly, the social issues that have been resolved and the life value of a large number of poor and disadvantaged people are gradually being improved and enhanced. At the same time, it creates a premise for people to understand and trust in the leadership of the Party and the State. Promoting the achieved results and making efforts to overcome existing shortcomings and difficulties, aiming to ensure that policy credit develops in a stable and sustainable direction, the Thanh Hoa Provincial Bank for Social Policies continues to coordinate with departments, branches, sectors, the Vietnam Fatherland Front, and socio-political organizations to effectively advise Party committees and authorities at all levels to effectively implement preferential credit policies for the poor and policy beneficiaries. Strengthening and improving the quality of savings and loan groups, the operation of transaction points in communes, wards, and towns; at the same time, raising people's awareness in using credit capital and being responsible for repaying loans. Actively implementing the mobilization, management, and effective use of capital; improving governance capacity, internal inspection and control work; strengthening inspection and supervision so that policy credit capital is used for the right purposes, maximizing efficiency. Along with that, it is necessary to carry out well the communication work on credit policies, especially new policies to all levels, sectors, and classes of people to know and implement and monitor. In the spirit of the direction from Directive No. 40-CT/TW, the People's Credit Fund at all levels in the province expects that credit policies will not only meet 100% of the demand, but also be sufficient and fast so that people will not be "left behind" in the province's socio-economic development journey due to slow access to credit.
In order for policy credit to develop in a stable and sustainable direction, in addition to the role of the VBSP, localities need to continue to enhance the role and responsibility of Party committees and authorities at all levels in leading and directing policy credit activities. At the same time, continue to balance and prioritize the allocation of local budgets entrusted to the VBSP at all levels in the province to supplement loan capital. The Vietnam Fatherland Front and socio-political organizations continue to deeply identify and effectively implement Directive No. 40-CT/TW to contribute to innovating the content and methods of operation of their organizations, actively paying attention to deeply and closely following the lives of union members, members and people to provide timely advice and support for preferential loans for economic development investment.
During his lifetime, President Ho Chi Minh once advised: "The policy of the Party and the Government is to take utmost care of the people's lives", to "make the poor have enough to eat, those who have enough to eat become quite rich, those who are quite rich become richer, and move towards making everyone, every family well-off...". For that reason, Directive No. 40-CT/TW was born as a concretization of Uncle Ho's advice. Then, promoting the achieved results, drawing lessons from 10 years of implementing Directive No. 40-CT/TW, Thanh Hoa province will continue to promote the implementation of the directive's content, aiming to make policy credit truly an important "pillar" for sustainable development.
