The Directive clearly states: In 2023, the work of selecting and calling citizens to join the army will be closely led and directed by the Departments, branches, sectors, Military Service Councils (NVQS) at all levels and local Party Committees and authorities, promoting the combined strength of the entire political system; implementing the Law on Military Service and the Law on People's Public Security to ensure democracy, publicity; following the correct procedures and regulations; focusing on propaganda and education work; implementing according to the method of "locality completes the task, recruits people with certainty"; organizing military service to reach 100% of the target assigned by the Government, quality is improved. Organize military service registration and manage citizens of military service age according to Decree No. 13/2016/ND-CP dated February 19, 2016 of the Government (Regulating the order and procedures for registration and the regime and policies of citizens during the period of registration for military service health examination and check-up); The rate of citizens registering directly is high, the management of citizens of military service age, the Law on Militia and Self-Defense Forces is increasingly systematic and strict, implementing Decree No. 70/2019/ND-CP dated August 23, 2019 of the Government (Regulations on the performance of obligations to join the People's Public Security), Circular No. 59/2021/TT-BQP dated June 11, 2021 of the Minister of National Defense (Regulations and instructions for the implementation of enrollment work in schools in the Army), amended and supplemented by a number of articles in Circular No. 51/2022/TT-BQP dated July 16, 2022 of the Minister of National Defense, gradually achieving good results to meet the tasks of local Military - National Defense in the new situation.
However, the process of directing and organizing implementation in some localities and units is still limited, such as: Propaganda and education on the Law on Military Service, the Law on People's Public Security, the Law on Militia and Self-Defense Forces are not regular; the organization of military service registration, management of citizens of military age, and the Law on Militia and Self-Defense Forces in some areas is not strict; the implementation of the process of organizing review and medical examination for military service is still flawed through military service, there are still compensation and desertion after military service...; Military recruitment has not received due attention to attract students with good and excellent academic achievements to register for preliminary selection and admission to schools in the Army, so the rate of successful candidates is not high, so it is necessary to seriously learn from experience and overcome in the coming time.
To effectively implement the work of preparing the actual capacity for selection, calling citizens to join the army, registering for military service and managing citizens of military age, the Law on Militia and Self-Defense Forces, Military Recruitment in 2024; The Chairman of the Provincial People's Committee directs:
1. The Chairman of the People's Committee of districts and cities shall organize the consolidation and completion of the Military Service Council with the correct composition prescribed in Article 36 of the Law on Military Service 2015 (on the establishment of Military Service Councils at all levels), ensuring sufficient staff capacity in organizing the review of actual strength in accordance with principles, preparing actual strength for selection, calling citizens to join the army, the Law on Militia and Self-Defense Forces 2019, registering for military service in accordance with the correct order and procedures according to Decree No. 13/2016/ND-CP dated February 19, 2016 and Decree No. 70/2019/ND-CP dated August 23, 2019 of the Government, Circular No. 59/2021/TT-BQP dated June 11, 2021 of the Minister of National Defense, completing the Military Recruitment Board with the correct and sufficient composition prescribed; thereby promoting the advisory role for the People's Committees at the same level to effectively organize the selection, call for citizens to join the army, register for military service and manage citizens of military age, the Law on Militia and Self-Defense Forces, and Military Recruitment in 2024 of localities.

2. Every January, the Chairman of the People's Committee at the commune level, the head or legal representative of the agency or organization shall report to the District Military Command the list of male citizens who are 17 years old in the year and male citizens of military service age who have not registered for military service.
3. Every April, based on the results of military service registration, the Chairman of the People's Committee at the commune level, the head of the agency or organization is responsible for registering citizens who are 18 years of age to perform military service; organizing additional registration for citizens of military age to perform military service.
4. The Provincial Military Command has a plan and specific instructions for localities to prepare their strength and organize the selection and review, call citizens to join the army, perform well the work of registering for military service and managing citizens of military service age, the Law on Militia and Self-Defense Forces, and Military Recruitment according to the regulations of the Ministry of National Defense.
5. The Provincial Public Security Department, based on the Law on Military Service, the Law on People's Public Security, Decree No. 70/2019/ND-CP dated August 23, 2019 of the Government (Regulations on the performance of obligations to join the People's Public Security), Joint Circular No. 50/2016/TTLT-BQP-BCA dated April 15, 2016 of the Ministry of National Defense - Ministry of Public Security (Regulations on political standards for selecting citizens to serve in the Vietnam People's Army), is responsible for directing the District Public Security Department to conduct selection and call citizens to perform their obligations to join the People's Public Security in 2024 to achieve the above-assigned targets.
6. The Department of Home Affairs is responsible for coordinating with the People's Committees of districts and cities to direct the selection of the correct and sufficient number of training Commanders of the Commune-level Military Command according to regulations.
7. The Department of Health directs district-level Health Centers to strictly implement the Government's regulations and the Circulars and instructions of the Ministry of Health - Ministry of National Defense on medical work in implementing the Law on Military Service; the Law on People's Public Security, especially the work of preliminary selection, health examination for military service and the performance of the obligation to join the People's Public Security, military service registration, health check-up and re-examination according to regulations; at the same time, well implement the work of Military Recruitment and disease prevention during the process of preliminary selection, health examination for military service and military assignment in 2024.
8. The Provincial Radio and Television Station, Ninh Thuan Newspaper, the Department of Justice (Standing Agency of the Provincial Council for Dissemination and Education of Law) shall coordinate with the Provincial Military Command to spend appropriate time and organize forms of propaganda on the Law on Military Service, the Law on People's Public Security, the Law on Militia and Self-Defense Forces. Registration for military service and management of citizens of military service age, Military recruitment and relevant current legal documents on the mass media.
9. The Department of Culture, Sports and Tourism and the Department of Information and Communications coordinate to organize the arrangement of billboards and posters on main roads of districts and cities, and guide the Department of Culture and Information of districts and cities to strengthen the propaganda work of the Law on Military Service; the Law on People's Public Security, and the Law on Militia and Self-Defense Forces. Military service registration and military recruitment in 2024 focus on propaganda in villages and neighborhoods close to the actual situation of each locality in many rich, diverse, practical and effective forms.
10. The Department of Education and Training directs high schools, provincial boarding high schools for ethnic minorities, provincial continuing education and career guidance centers, etc. to coordinate with the Military Commands of districts and cities to organize announcements and propaganda on military career guidance for students preparing for the final graduation exam in the 2023-2024 school year, and voluntarily register for preliminary admission to Military Officer Schools to create a source of cadres to serve the Army.
11. Agencies, units; the Fatherland Front and socio-political organizations at all levels, within the scope of their functions, are responsible for mobilizing, educating and creating conditions for cadres, civil servants, public employees and workers of agencies and units to comply with and strictly implement the Law on Military Service, the Law on People's Public Security, and the Law on Militia and Self-Defense Forces. Coordinate with competent agencies and localities to prepare the capacity to select, call citizens to join the army, register for military service and manage citizens of military service age, the Law on Militia and Self-Defense Forces, and Military Recruitment to be increasingly strong and widespread to meet the requirements of the task.
12. Based on the content of the Directive, the Chairmen of the People's Committees of districts and cities; Heads of relevant departments, branches, sectors, organizations, agencies and units are requested to develop an implementation plan; if there are any problems during the implementation process, promptly report to the Provincial Military Command (Standing Agency of the Provincial Military Service Council) for synthesis and reporting to the Provincial People's Committee for consideration and resolution.
13. Assign the Commander of the Provincial Military Command and the Director of the Provincial Police to advise the Provincial People's Committee to organize the inspection, supervision, and guidance of the implementation of this Directive and report the results to the Chairman of the Provincial People's Committee./.
