The reason for the above situation is that the authorities of some localities have not fully fulfilled their responsibilities in ensuring traffic order and safety, including ensuring traffic safety for school-age children; the propaganda and education of traffic laws for school-age children have not received due attention; the coordination between families, schools and society is not close, the responsibility of each subject has not been fully promoted; the handling of negative information on cyberspace still has many shortcomings, there is still much substandard content, promoting violations, especially racing, weaving, weaving... which greatly affects school-age children, but has not been handled promptly; there are still many shortcomings in traffic organization in some school areas that have not been overcome; the management of the quality of some types of vehicles and the transportation and pick-up and drop-off of students is still not strict. The above situation requires more drastic implementation of fundamental solutions to prevent and reduce traffic accidents related to school-age children, to build a culture of voluntary compliance with traffic laws among school-age children, the future generation of the country's owners; therefore. Accordingly, the Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies and Chairmen of People's Committees of provinces and centrally run cities to identify the work of ensuring traffic order and safety for school-age children as a very important task, one of the top priorities in the overall work of ensuring traffic order and safety, both urgent in the short term and of long-term strategic significance, which needs to be implemented resolutely, persistently, regularly and continuously to protect and build a future generation of citizens with a civilized traffic culture, contributing to the sustainable development of the country.

For the Ministry of Education and Training, direct the review of programs, contents, forms of education and teaching on traffic order and safety for students at all levels and schools to supplement, complete, and ensure that it is commensurate with the importance of building a traffic culture for the future generations of the country. Direct and guide the entire education sector to promote its role and responsibility in ensuring traffic order and safety for students. Clearly define the responsibilities of state management agencies on education, schools, classes, and each teacher in ensuring traffic order and safety for students, make ensuring traffic order and safety for students one of the criteria for annual emulation assessment for state management agencies on education, educational institutions, cadres, employees, teachers, and evaluate and classify student conduct in each semester and school year. Strengthen patrolling and control work, promptly detect and handle violations of traffic order and safety, especially violations that pose a risk of causing accidents for students; for cases of student violations, send notices to the school for appropriate handling and educational measures; strictly handle cases of parents who pick up and drop off their children who violate traffic order and safety on routes near school areas; resolutely do not allow unsafe vehicles to be used to transport and pick up students. Each locality, based on the actual situation, must have a specific plan every year to control this topic. For traffic accidents involving students, it is necessary to promptly investigate and handle them according to the provisions of law; consolidate records to handle acts of handing over vehicles or allowing unqualified people to drive vehicles causing accidents; Identify specific causes of accidents and recommend preventive solutions. Regularly review cyberspace, detect and strictly handle violations related to promoting violations, racing, weaving, and other behaviors that negatively affect young people. The Ministry of Information and Communications directs central and local news agencies and press and grassroots information systems to strengthen propaganda to raise awareness, consciousness, and skills in safe traffic participation of students. Direct each district and commune in the annual work plan to set a goal of striving to prevent traffic accidents for students in the area and have specific implementation solutions. Direct departments, branches, sectors, and organizations to coordinate with information agencies, press, and media to strongly and continuously carry out propaganda, dissemination, and education on traffic order and safety for students and their parents; mobilize each family not to give vehicles to students who are not qualified to drive (not old enough, do not have a driving license according to regulations); replicate the model of "Traffic safety school gate", volunteer youth teams, "Red flag teams" at school gates during rush hours, creating a habit of complying with traffic laws at school gates for students and parents. Direct the review of traffic organization in school areas, reorganize unreasonable points, potential traffic safety risks, especially cases right next to national highways, routes with many vehicles traveling during the time frames when students go to and leave school; Complete the traffic infrastructure system in school areas according to the correct regulations and standards, suitable for traffic organization, focusing on the arrangement of sidewalks, walkways, bicycle paths and parking lots; prioritize the arrangement of infrastructure and equipment to ensure traffic order and safety such as school area signs, traffic lights, crosswalks, speed bumps, and speed reduction paint suitable for school areas. Urgently fix "black spots" on roads with schools according to the management hierarchy.
