Vietnam has great potential and advantages in many aspects to develop cultural industries, contributing to creating new momentum for the country's development, in line with the trend of the times.

Cultural industries are developing strongly.

On August 29, Prime Minister Pham Minh Chinh signed and issued Directive No. 30/CT-TTg on the development of Vietnam's cultural industries.

The Prime Minister's Directive clearly states that, in the world, cultural industries are developing strongly and are identified as important and sustainable factors to attract resources, create competitive advantages, contribute positively to socio-economic development, and position the national brand.

Vietnam has great potential and advantages in many aspects to develop cultural industries, contributing to creating new momentum for the country's development, in line with the trend of the times.

However, the development of cultural industries in our country still faces many difficulties and limitations such as: Lack of legal documents clearly defining the role of state management, responsibilities and powers of relevant entities in a number of fields. Mechanisms and policies have not kept up with reality, and the implementation process in a number of industries and fields has not been effective.

The coordination mechanism is still lacking in synchronization; key products and services have not been identified. Illegal copying of creative products and violations of copyright laws have not been prevented promptly and thoroughly...

To promote the development of cultural industry, it is necessary to focus on and accelerate the process of applying and exploiting scientific and technological achievements, engineering skills, business skills, creativity, promoting cultural capital and intellectual property rights to create products and services with cultural and economic values, meeting the needs of people for consumption and cultural enjoyment, contributing to the sustainable development of the country.

Developing cultural industries must ensure maximum and effective exploitation of potential and advantages; diversity and multi-sector and multi-field linkage; sharp thinking, decisive and effective action, knowing how to select the best and create development breakthroughs.

At the same time, it must meet the following factors: Creativity, identity, uniqueness, professionalism, healthiness, competitiveness, and sustainability on the basis of nationality, science, and mass; gradually build a national brand, participate in the global value chain; and comply with the laws of the market economy, domestic and international laws.

In the new period, in order for Vietnam's cultural industries to develop rapidly and sustainably, commensurate with their potential and advantages, and bring about great economic added value, contributing significantly to promoting and popularizing the good and unique values ​​of national culture and traditions, the Prime Minister requested ministries, branches and localities to focus on implementing a number of tasks and solutions.

Specifically, ministries, ministerial-level agencies, and government agencies must thoroughly grasp and further raise awareness of the position, role, importance, and value of cultural industries for the development of the socio-economy and the promotion of Vietnamese culture; promote the responsibility of leaders of Party committees and authorities in directing the development of cultural industries. Continue to proactively implement the Strategy in a focused and key direction.

At the same time, proactively review and advise competent authorities to amend, promulgate or promulgate under their authority necessary legal documents, mechanisms and policies to support, encourage and promote the development of cultural industries in the coming period.

Prioritize policies on: Investment incentives, public-private partnerships, public asset management, taxes, credit access, increased application of science and technology, establishment of a database system, promotion of administrative procedure reform associated with digital transformation, review and simplification of business conditions to promote the role and resources of the business community, experts, and creative human resources.

The Ministry of Culture, Sports and Tourism shall preside over and coordinate with ministries, branches, agencies and localities to promote regular propaganda work and raise awareness of the position and role of cultural industries in socio-economic development.

Proactively and coordinately develop investment plans and support in each phase for a number of cultural industry sectors that need to be prioritized for development; including developing plans and piloting them until 2030 for a number of sectors in which Vietnam has strengths, such as: Cinema, performing arts, design, cultural tourism, etc. Preside over and coordinate with the Ministry of Planning and Investment and relevant ministries and agencies to develop a framework of statistical indicators on cultural industries, and report to competent authorities in the second quarter of 2025.

The Ministry of Culture, Sports and Tourism shall preside over and coordinate with ministries, branches, agencies and localities to build a database and form a digital map of cultural industries, report to competent authorities in the third quarter of 2025; build typical cultural industry products and services associated with regions, areas and localities; research, propose and connect to form a fund to encourage creativity and develop cultural industries on the principle of ensuring no duplication or overlap with other funds related to cultural development, if any.

Preside over and coordinate with ministries, branches, agencies and localities to annually organize national innovation announcement events for cultural industry products and services; organize activities to honor and award individuals, organizations and businesses with many contributions to the development of cultural industries.

Preside over and regularly coordinate with relevant ministries, branches and agencies to build a cooperation and association mechanism between organizations representing copyrights, related rights, authors, owners, performers, producers of sound and video recordings, broadcasting organizations... on the basis of transparency, ensuring harmony of interests between parties; build a software system for searching, checking and comparing to help detect and combat copyright and related rights violations in cyberspace and the digital environment.

The Ministry of Information and Communications shall preside over and coordinate with ministries, branches, agencies and localities to proactively review, supplement and propose additional mechanisms and policies to support the development of software products and electronic games in cyberspace (in the field of entertainment games) with strong Vietnamese identity and in line with the world's development trends. Promote the use of Vietnamese digital platforms in creating cultural industrial products.

Promote digital transformation, create online data systems for cultural industries. Promote training and develop high-quality human resources in the fields of publishing, radio and television, software and electronic games in cyberspace (in the field of entertainment games).

Orient and direct press agencies to continue to strengthen information, propaganda and publication of books introducing cultural industries (printed publications and electronic publications).

The Ministry of Industry and Trade presides over and coordinates with ministries, branches, agencies and localities to urgently deploy cultural industrial products and services associated with the implementation of the Campaign "Vietnamese people prioritize using Vietnamese goods" synchronously throughout the country.

Develop and implement plans to support and promote the development of handicrafts, fashion, and design. Coordinate and advise on the development of mechanisms and policies to support research and production of cultural industrial products and services with export potential.

The Prime Minister requested the People's Committees of provinces and centrally run cities to promulgate or propose mechanisms and policies to promote and develop cultural industries in their localities.

Proactively balance and allocate budget and resources to prioritize the development of cultural industrial products and services that are strengths and competitive; at the same time, create all favorable conditions for enterprises, organizations and individuals to invest in cultural industries; including promoting administrative procedure reform, decentralization and delegation of power along with reasonable resource allocation and enhancing law enforcement capacity, creating a healthy and equal competitive environment.

Promote regional and local linkages in exploiting and trading cultural industrial products and services. Develop the market towards gradually forming a community of consumers of cultural industrial products and services domestically and internationally.

Proactively develop plans for spatial planning, land allocation, and support for creative spaces and cultural industry centers in localities in each phase. Localities, especially some cities in the "UNESCO Creative Cities Network", proactively develop and implement plans to support creativity, promote the exploitation and supply of cultural industry products and services in the localities.

Strengthen communication, promotion and propaganda activities regularly to create positive and strong changes in awareness of cultural industries.

From now until early 2026, complete the construction, organization and maintenance of the specialized content page on cultural industry on the electronic information portal of the provincial People's Committee and related agencies and units./.
