On the morning of May 9, in Hanoi, the Vietnam Federation of Commerce and Industry (VCCI) held a ceremony to announce the Provincial Competitiveness Index (PCI) and Provincial Green Index (PGI) reports in 2023. Ninh Binh province ranked 19th with 67.83 points, up 25 places compared to 2022; up 39 places compared to 2021, the 3rd highest after 18 years of implementing PCI index assessment.
According to the report, the provinces with the highest positions in the PGI 2023 rankings are Quang Ninh province, Da Nang city, Dong Nai province, Hung Yen and Ho Chi Minh city.
Ninh Binh province ranked 19th, up 25 places compared to 2022. In particular, the component indexes have specific scores as follows: market entry index reached 7.43 points; land access reached 7.23 points; transparency reached 6.16 points; time costs reached 8.37 points; informal costs reached 7.28 points; fair competition reached 5.12 points; dynamism and pioneering nature of the government reached 6.93 points; business support policies reached 6.18 points; labor training reached 6.35 points; legal institutions and security and order reached 7.57 points.
The PCI-PGI 2023 report was developed from feedback from 10,676 enterprises, including 9,127 domestic private enterprises and 1,549 foreign-invested enterprises (FIEs) operating in Vietnam.
The challenging economic environment is also reflected in this year’s report, with a low percentage of businesses planning to expand operations in the near future, and businesses reporting difficulties in accessing credit, finding customers, market fluctuations, shortages of skilled human resources, and administrative procedures. Businesses are also facing complex natural disasters and climate change, causing serious consequences.
External factors increase difficulties for business operations such as geopolitical tensions continuing to occur in many parts of the world, inflation remaining high in many countries, global trade, consumption and investment declining, protectionist barriers and trade defense increasing...
The PCI 2023 Index Ranking Report is expected to provide a lot of information for State agencies at all levels to use in policy drafting, state administration and management; for relevant organizations interested in this important topic; be a driving force for localities to change more strongly towards sustainability; be important reference information for investors in the investment decision-making process, orienting to have more green and more environmentally friendly projects.
