Holding the results of the birth registration procedure in hand, Mr. Nguyen Van Hung in this ward excitedly said that when he came to do the procedure, it was almost 4:00 p.m. According to regulations, he would have to receive an appointment letter and the results would be returned to him the next day. However, after checking, his documents were complete, so in less than 20 minutes, he received the results.
On August 5, Ms. Hoang Thi Thuy in Sao Do Ward went to the “one-stop shop” Department of Chi Linh City to complete the procedures for changing, correcting, supplementing household registration, and re-identifying ethnicity. According to regulations, this procedure takes 6 days to process, but on August 8, Ms. Thuy received the results at home via the public postal service. Receiving the results early and not having to travel made Ms. Thuy very satisfied.
At the reception and administrative procedure settlement counter of the Finance - Planning Department of Chi Linh City, Mr. Nguyen Viet Trung from Cong Hoa Ward came to carry out the business registration procedure. Thanks to the city's "one-stop" department that digitized his documents in the previous transaction, his transaction was completed within 15 minutes. Mr. Trung said: "It's very convenient. The second time I came to transact, I only needed to read my citizen identification number to the receiving officer, my documents were already integrated and processed quickly. I did not have to provide documents such as citizen identification, land use right certificate, helping to reduce time and paperwork to process."
People and businesses benefit
Recently, Chi Linh City has paid special attention to administrative procedure reform, especially reviewing and simplifying administrative procedures.
Every year, the city requires agencies, units and localities to proactively develop plans, review, reduce and simplify records, procedures and time for handling administrative procedures under their authority. Optimize the process of handling administrative procedures based on the application of information technology. Increase the digitization of records and record results to create data for other transactions of organizations and individuals.
Mr. Nguyen Duc Hai, Deputy Head of the Department of Internal Affairs of Chi Linh City, said that the city's authorities at all levels have been focusing on supporting people and businesses to shorten the time to handle administrative procedures and reduce unnecessary documents and files. The city has directed specialized departments to promote online public transactions so that people and businesses do not have to waste time going to the "one-stop" department; do not have to present documents because the results of the documents have been digitized.
Specialized departments under the City People's Committee and the Commune People's Committee have arranged and assigned civil servants to receive and process administrative procedure records to ensure the fastest return of results to the people. People's Committees at all levels have also arranged for union members and youths to participate in the "one-stop" department to help and support people in declaring administrative procedures; guide people to create accounts and submit documents online when needed. Actively apply many methods and deploy many models to shorten the time to return results, increase the time to receive and process administrative procedures for people.
From 2023 to present, Chi Linh City has reviewed, reduced, and simplified 2 administrative procedures in the field of culture and information; proposed, reduced, and amended the components of 7 administrative procedures; reviewed and evaluated nearly 40 administrative procedures, including 8 internal administrative procedures under the jurisdiction of the city. 100% of administrative procedures are publicly listed at the "one-stop" department at the city and commune levels. The whole city has nearly 20 initiatives and models on administrative reform and administrative procedures that have been accepted... Currently, the "one-stop" department at the city and commune levels has shortened the processing time of 109 administrative procedures in the group of essential procedures by 50 - 70%.
From the beginning of the year to August 10, the entire city of Chi Linh received nearly 40,000 administrative procedure files, of which 99.40% of the files were processed before the deadline. The number of digitized files received reached 99.60%; the number of digitized files reached 99.50%. During the process of receiving and processing files, the entire city did not make any mistakes and did not receive any negative feedback from organizations or individuals. Chi Linh city is one of the units with the highest rate of files returning results before the deadline in the province.
