On April 21, the People's Committee of Khanh Hoa province announced that it had just officially issued regulations on extra teaching and learning in the province, effective from May 1. This regulation aims to strengthen management and improve the quality of educational activities.

In addition, the regulation also creates a strict legal corridor to manage extra teaching and learning activities, avoiding abuse that puts pressure on students and parents.

Under the new regulations, extra classes can only be organized when students voluntarily request them and have their parents’ consent. Schools, organizations and individuals are not allowed to force students to participate in extra classes in any form.

The regulation clearly states that it is strictly forbidden to reduce the content of the main curriculum to include it in extra classes. This is an issue that has caused much public outrage in many localities.

Cases where extra teaching is not allowed and the organization of extra teaching inside and outside of school must comply with Circular No. 29/2024 of the Ministry of Education and Training regulating extra teaching and learning.

The Provincial People's Committee will be responsible for comprehensively managing tutoring activities in the area, directing inspections, checks and handling violations. The Department of Education and Training is assigned to preside over and coordinate with relevant units in implementation.

The Decision also clearly defines management responsibilities for the People's Committees of districts, towns, cities, and the People's Committees of communes, wards, and towns, along with the Department of Education and Training at all levels.

In case of difficulties or problems during implementation, organizations and individuals can report to the Provincial People's Committee through the Department of Education and Training for consideration, resolution and adjustment in accordance with reality.
