On August 19, Mr. Nay Phi La, Director of Dak Lak Department of Health, said that the unit had a document directing and handling the information published by Dan Tri newspaper related to the fact that employees and officials working at Cu M'gar District Medical Center had to deduct 1.5 billion VND in anti-epidemic allowances and divide it among the leaders and other employees of this unit.
Dak Lak Department of Health assigned the Inspectorate to coordinate in organizing inspections and examinations of the payment of preferential allowances according to profession for civil servants at Cu M'gar District Medical Center and public health service units under the Department of Health; at the same time, deploy verification of information and content reported by the press.

Thereby, synthesizing, reporting, and recommending the Director of Dak Lak Department of Health to consider the responsibility of the units that caused the violations (if any) to handle them according to authority.
For Cu M'gar District Medical Center, Dak Lak Department of Health recommends implementing rectification and review of correct and full implementation of policies on salary and allowances for civil servants and employees to ensure compliance with current regulations.
Regarding the payment of policies and regimes, it is required to strictly implement the direction of the Director of Dak Lak Department of Health in the official dispatch on "Regulating the work of ensuring correct and full payment of state policies and regimes for cadres, civil servants and employees in accordance with regulations".

Regarding the preferential allowance regime, the Department of Health requires units to comply with the regulations in the decrees and issued instructions.
Cu M'gar District Medical Center is responsible for reporting the results of the implementation of the payment of preferential allowances for civil servants according to the provisions of Decree No. 05 (Decree No. 05/2023/ND-CP of the Government: Amending and supplementing a number of articles of Decree No. 56/2011/ND-CP dated July 4, 2011 of the Government regulating preferential allowances according to profession for civil servants and public employees working at public health facilities) and explaining related contents (if any).
Reports to be sent to Dak Lak Department of Health before August 22.
As Dan Tri reported, some medical staff working at Cu M'gar District Medical Center were upset because after receiving preferential allowances according to Decree 05, receiving 100% of their salary (from January 1, 2022 to December 31, 2023), they had to deduct 10% of the amount received and divide it among the director and other employees of this center.
Specifically, medical staff paid back 10%, equivalent to 1.5 billion VND, and Cu M'gar District Medical Center then divided it among 88 people.
Mr. Bui Nam On, Director of Cu M'gar District Medical Center, admitted that there were medical staff of the unit who deducted 10% of the anti-epidemic allowance according to Decree 05 to pay back to those who were not entitled to the unit's benefits.
The director affirmed that the deduction of % is completely voluntary to create solidarity in the unit and was discussed and agreed upon at the Conference of staff and workers of Cu M'gar District Medical Center held in July 2023.
The reason for having to pay money to redistribute to many other people, the leader of Cu M'gar District Medical Center said, is that some people who participated in the fight against Covid-19 worked very hard but were not beneficiaries, on the contrary, some people who did not work but enjoyed the policy regime is not really fair.
In Official Dispatch 358 dated January 31 of Dak Lak Department of Health on "Regulating the work of ensuring correct and full payment of state policies and regimes for cadres, civil servants and employees in accordance with regulations" it clearly states:
Any unit that allows incorrect or insufficient spending, or allocates funds without a clear legal basis for paying state policies to cadres, civil servants, public employees and workers, the head of that unit must be held responsible before the law.
Organizations under the Department of Health coordinate, conduct verification, detect and clarify if there are signs of violations in the payment of preferential policies of the State to cadres, civil servants and employees not in accordance with regulations.
Report promptly to take timely measures to prevent and handle.
