The Government issued Decree No. 141/2024/ND-CP detailing a number of articles of the Law on Prevention and Control of Human Immunodeficiency Virus (HIV/AIDS).
In particular, the Decree specifically regulates psychological therapy for drug users. Personnel performing psychological therapy for drug users must have a certificate of completion of training in psychological therapy for drug users issued by a training facility; have a location that ensures privacy; have tables, chairs and specialized documents to perform psychological therapy. Individual and group intervention techniques in psychological therapy for drug users are implemented according to professional guidance of the Ministry of Health.
New regulations on management of evidence warehouses, documents and objects
On October 30, 2024, the Government issued Decree 142/2024/ND-CP regulating the management of evidence warehouses, documents and objects.
The Decree clearly states that the management of evidence warehouses, documents and objects must comply with the provisions of law and this Decree. Receiving, importing and exporting evidence, documents and objects must be carried out according to the orders or decisions of competent agencies and persons. Evidence, documents and objects must be classified and preserved to ensure safety. Evidence warehouses, documents and objects must be protected 24/7.
Adjusting the Planning of Bac Giang province for the period 2021-2030, with a vision to 2050
Deputy Prime Minister Tran Hong Ha signed Decision No. 1279/QD-TTg dated October 28, 2024 approving the adjustment of the Bac Giang Provincial Planning for the 2021-2030 period, with a vision to 2050.
Regarding territorial space development, Decision No. 1279/QD-TTg supplements the plan for arranging administrative units at district and commune levels for the period 2023 - 2030.
Accordingly, by 2025, district and commune-level administrative units will be arranged to have both standards of natural area and population size below 70% of the regulations; district-level administrative units will have standards of natural area below 20% and population size below 200% of the regulations; commune-level administrative units will have standards of natural area below 20% and population size below 300% of the regulations...

Plan to implement the North Central and Central Coastal Region Planning with a vision to 2050
Deputy Prime Minister Tran Hong Ha signed Decision No. 1281/QD-TTg dated October 29, 2024 promulgating the Plan for implementing the Planning of the North Central and Central Coastal Regions for the 2021-2030 period, with a vision to 2050. One of the key tasks of the Plan is to promote economic restructuring of the region in association with growth model innovation. In particular, focusing on developing a number of advantageous fundamental industries, green industries, processing industries and a number of new industries; focusing on developing tourism to truly become a spearhead economic sector so that the region becomes a key tourism area of the whole country.
Establishment of Hanoi High-Tech Biotechnology Park
Deputy Prime Minister Bui Thanh Son signed Decision No. 1054/QD-TTg dated September 29, 2024 to establish the Hanoi High-Tech Biotechnology Park.
The High-Tech Park is under the Hanoi People's Committee with the name Hanoi High-Tech Biological Park; with an area of 199.03 hectares, located in the wards of Tay Tuu, Lien Mac, Minh Khai, Thuy Phuong and Co Nhue 2, Bac Tu Liem district, Hanoi city.
Hanoi Bio-Tech Park has the function of carrying out high-tech activities in line with the world's high-tech development trend and Vietnam's high-tech development policies and orientations, with priority given to the field of biotechnology.
Adding 3 sectors and fields to convert public service units into joint stock companies, with the State holding over 50% of charter capital.
Deputy Prime Minister Ho Duc Phoc has just signed Decision No. 17/2024/QD-TTg amending and supplementing a number of articles of Decision No. 26/2021/QD-TTg dated August 12, 2021 of the Prime Minister on the list of industries and fields implementing the transformation of public service units into joint stock companies.
Decision 17/2024/QD-TTg amends and supplements Clause 1, Article 2 of Decision No. 26/2021/QD-TTg stipulating the "List of sectors and fields of public service units to be converted into joint stock companies, with the State holding more than 50% of charter capital".
Specifically, according to the provisions of Decision No. 26/2021/QD-TTg, the list of sectors and fields in which public service units are converted into joint stock companies, with the State holding more than 50% of the charter capital, includes: Exploitation, production, and supply of clean water; urban and rural drainage.
In addition to the above sectors and fields, Decision No. 17/2024/QD-TTg adds the following sectors and fields of public service units to be transformed into joint stock companies, with the State holding more than 50% of charter capital:
- Technical safety inspection;
- Construction inspection;
- Technical inspection of road motor vehicles and inland waterway vehicles (except for the field of ship and marine construction inspection).
Recognition of Safe Zone communes and Safe Zone regions in 3 provinces
Deputy Prime Minister Nguyen Hoa Binh signed the Prime Minister's Decision to recognize safe zone communes and safe zone areas in 3 provinces. Specifically, 46 safe zone communes and 5 safe zone areas in Ben Tre province were recognized; 17 safe zone communes and 1 safe zone area in Tra Vinh province were recognized; and 1 safe zone commune was recognized in Quang Tri province.
Providing plant seeds to support Yen Bai province
Deputy Prime Minister Ho Duc Phoc signed Decision 1319/QD-TTg dated November 1, 2024 directing the Ministry of Agriculture and Rural Development to provide 137.25 tons of rice seeds from the national reserve free of charge to support Yen Bai province in restoring production due to the impact of storm No. 3.
