The Government Office issued Notice No. 157/TB-VPCP dated April 5, 2025, concluding the conclusion of Prime Minister Pham Minh Chinh - Head of the Steering Committee at the First Meeting of the Steering Committee for important national railway projects and works.

The development of the railway system plays a key role in socio-economic development.

The announcement stated: Resolution of the 13th National Party Congress, Conclusion No. 49-KL/TW dated February 28, 2023 of the Politburo and transport development plans have affirmed that railways are one of the transport sectors that need priority investment. This is a mode of transport with many advantages, harmonizing between modes of transport (air, waterway, maritime and road), transporting large volumes, fast, low cost, safe, protecting the environment with the ability to connect widely and cross-country... Therefore, the development of the railway system plays a key role in socio-economic development, connecting regions and promoting international integration, especially the North-South high-speed railway lines, urban railways, railways connecting to seaports, industrial parks, large cities and international railways.

With the huge investment scale of the railway system in the coming time, including: high-speed railway project on the North - South axis; Lao Cai - Hanoi - Hai Phong railway, urban railways in Hanoi, Ho Chi Minh City, and routes Lang Son - Hanoi, Hai Phong - Ha Long - Mong Cai .... This is an opportunity for us to master technology, develop railway industrial production. The goal is to develop the railway industry by 2030-2045 (mastering the production of carriages, locomotives and ecosystems related to the railway industry ...). The solutions that need to be focused on are as follows: (i) First of all, focus on training and developing human resources; (ii) Forming large corporations and enterprises, including both state-owned and private enterprises; (iii) Mobilizing all resources (including using state budget capital, mobilizing from loans, ODA capital, issuing bonds, exploiting land funds in the form of TOD...); (iv) Developing a set of technical standards and regulations for Vietnam; (v) Fully supplementing specific and special policy mechanisms for Projects (such as supplementing the mechanism of bidding, mobilizing resources...); (vi) There must be a general engineer with qualifications, capacity and experience to direct the projects.

Each member of the Steering Committee according to Decision No. 609/QD-TTg dated March 15, 2025 must clearly identify the awareness: must be extremely urgent, serious, straightforward with a high sense of responsibility to coordinate, implement effectively, with quality, and ensure progress. The Steering Committee must have a common understanding of the importance and political tasks, especially the determination to resolutely implement the railway projects that have been approved by the National Assembly and competent authorities for investment. In the immediate future, priority should be given to the preparation of feasibility study reports for the projects (high-speed railway on the North-South axis, Lao Cai - Hanoi - Hai Phong railway); assign localities to be investors in site clearance projects; localities need to prioritize resource allocation, closely coordinate with the Ministry of Construction and investors to complete according to plan; continue to review financial mechanisms, diversify capital sources (budget, ODA, PPP), and at the same time strictly manage to avoid loss and waste.

Regarding the guiding ideology, we must be highly determined, make great efforts, and act decisively; focus on key points, complete each task; learn from experience while doing, not be perfectionist, not hasty; deploy the Lao Cai - Hanoi - Hai Phong route first and study expansion to deploy the high-speed railway on the North - South axis, extending to Ca Mau cape, the Lang Son - Hanoi, Mong Cai - Ha Long - Hai Phong routes. Specifically, Regarding mechanisms and policies; drafting legal documents , the Ministry of Construction shall preside over and coordinate with the Ministry of Justice to review specific and special mechanisms and policies that have been authorized by the National Assembly to promptly supplement all mechanisms (such as bidding, resource mobilization, technology development, railway industry, etc.) to report to competent authorities (National Assembly, National Assembly Standing Committee, Government) for decision in May 2025. Draft a Submission and report to the Government to issue a Resolution to report to the National Assembly to include in one of the joint Resolutions of the session or a joint Resolution with a number of Resolutions of the National Assembly issued as proposed by the Government (completed before April 10, 2025).

The Ministry of Construction urgently collects opinions from ministries and agencies to complete and submit to the Government for promulgation the following Government Resolutions: (i) Implementing Resolution No. 172/2024/QH15, (ii) Resolution No. 187/2025/QH15 of the National Assembly; to be completed by April 10, 2025 at the latest.

At the same time, the Ministry of Construction shall preside over and coordinate with the People's Committees of Hanoi and Ho Chi Minh City to develop and submit to the Government a draft Resolution to implement Resolution No. 188/2025/QH15; to be completed before April 15, 2025.

Urgently develop a Decree guiding the preparation of the overall technical design (FEED) and instructions allowing investors to simultaneously prepare, appraise, and approve the Research and Development Report, construction design after the basic design, bidding documents, and request documents; to be completed in June 2025.

Urgently develop a Decree following simplified procedures and processes regulating criteria for selecting state-owned organizations and enterprises assigned with tasks or Vietnamese organizations and enterprises ordered to provide railway industrial goods and services; to be completed by May 2025.

Urgently research and develop criteria and standards for the Prime Minister's Decision regulating the list of railway industrial services and goods assigned to state-owned organizations and enterprises or ordered by Vietnamese organizations and enterprises (including private enterprises); to be completed by June 2025.

The Prime Minister requested the Ministry of Agriculture and Environment to develop a Decree regulating the temporary use and return of forests to carry out temporary construction works serving the Project. To be completed in June 2025.

The Ministry of Science and Technology develops a Decree regulating the development of railway science and technology and detailed regulations on research, application, and technology transfer. To be completed by June 2025.

Building a Railway Industry Development Project

On railway industry development and human resource training: The Prime Minister requested the Ministry of Industry and Trade to preside over and coordinate with the Ministry of Construction and relevant ministries and agencies to develop a project on railway industry development, submit it to the Government for promulgation, and complete it by June 2025.

The Ministry of Construction shall develop a human resource development project and submit it to the Government for promulgation; complete it in June 2025; coordinate with Vietnam Railways Corporation, relevant agencies, schools, units, and localities to clearly identify the needs, forms, and plans for training human resources to serve the management, operation, and exploitation of Projects...

The Ministry of Finance directs and organizes the preparation of the Project on restructuring Vietnam Railways Corporation (in the direction of the Group model) to participate in the implementation of projects right from the investment preparation stage, the implementation process and the reception, management, exploitation, operation and maintenance of infrastructure after the projects are completed; to be completed in June 2025.

The Ministry of Education and Training shall preside over and coordinate with ministries and agencies to review the planning of universities, colleges and junior colleges to ensure that they meet domestic training needs to serve investment, management, exploitation, operation and development of the railway industry.

The Ministry of Construction shall preside over and coordinate with the Ministry of Finance and relevant ministries, agencies and entities to review policies to mobilize large corporations and groups to participate in investing in and developing the railway system.

The Ministry of Construction shall preside over and coordinate with ministries and research agencies to consider assigning Viettel Group and VNPT to take charge of receiving, developing, and mastering information system technology, signaling, and control systems of railway projects.

Increase charter capital of Vietnam Railway Corporation

Regarding the proposal and recommendation of Vietnam Railways Corporation : In principle, the Prime Minister agrees with the proposal of Vietnam Railways Corporation on increasing the charter capital of Vietnam Railways Corporation; assigns Deputy Prime Minister Ho Duc Phoc to direct the Ministry of Finance to guide Vietnam Railways Corporation to follow the procedures and legal regulations to submit to competent authorities for consideration and decision.

Vietnam Railway Corporation proactively presides over and coordinates with capable partners to prepare the Railway Industrial Complex Project Document to serve railway projects according to procedures and regulations to submit to competent authorities for consideration and decision.

For site clearance work: Based on the preliminary dossier on the scope of site clearance in the Pre-Feasibility Study Report of the Lao Cai - Hanoi - Hai Phong Project and the North-South high-speed railway project, the localities where the project passes through, Vietnam Electricity Group urgently makes detailed plans, proactively allocates local budget capital to carry out compensation, support and resettlement work to serve the site clearance of the Projects; the localities effectively exploit the land fund in the vicinity of the railway stations.

The Prime Minister requested localities and Vietnam Electricity Group to report monthly progress of site clearance to the Steering Committee through the Standing Body of the Steering Committee.

The Prime Minister also gave instructions on a number of projects. Specifically:

Lao Cai - Hanoi - Hai Phong railway project

The Prime Minister requested the Ministry of Finance to submit to the Prime Minister the establishment of a State Appraisal Council in April 2025 to conduct appraisal along with the preparation of the Project's Technical Research Report, meeting the construction commencement schedule in December 2025.

The Prime Minister agreed with the proposal of the Ministry of Construction to start the construction package of the new Lao Cai station infrastructure and start construction of resettlement areas of the Project in 2025.

The Ministry of Foreign Affairs and the Ministry of Finance, based on the Project's Pre-Feasibility Study Report, will work with the Chinese side to negotiate a Framework Agreement on the contents related to the Lao Cai - Hanoi - Hai Phong Railway Project in May 2025, and sign a Loan Agreement in November 2025 immediately after approving the Feasibility Study Report.

The Prime Minister assigned Deputy Prime Minister Ho Duc Phoc to direct the Ministry of Finance and the Ministry of Foreign Affairs to draft and send a letter from the Deputy Prime Minister requesting the Deputy Prime Minister of the State Council of China in charge of the field to support China's preferential loans for this Project.

Hanoi - Lang Son, Hai Phong - Ha Long - Mong Cai railway lines

The Prime Minister requested the Ministry of Construction to prepare documents to soon synchronously deploy the Hanoi - Lang Son and Hai Phong - Ha Long - Mong Cai railway routes.

High-speed railway project on the North-South axis

The Ministry of Construction submitted to the Government additional mechanisms on Bidding Designation for projects in April 2025; the Government submitted to the National Assembly Standing Committee and the National Assembly in May 2025.

The Ministry of Construction focuses on completing procedures to strive to start the project by the end of 2026. The Ministry of Construction reviews and studies to submit to competent authorities policies and mechanisms to speed up the project implementation progress.

The Ministry of Justice shall promptly provide comments for the Ministry of Construction to issue a Decree on overall design following the simplified procedures and order as directed by Deputy Prime Minister Tran Hong Ha in Official Dispatch No. 2572/VPCP-CN dated March 28, 2025; at the same time, ministries and branches shall promptly provide comments after the Ministry of Construction requests comments on the draft Decree for promulgation in April 2025.

Hanoi and Ho Chi Minh City urban railway projects

The Prime Minister requested the People's Committees of Hanoi and Ho Chi Minh City to urgently implement Resolution No. 188/2025/QH15: take the lead in developing detailed plans and work progress to implement policies and mechanisms applicable to the two cities and issue separate plans for each city under the local authority; to be completed in May 2025.

The Prime Minister requested the People's Committees of Hanoi and Ho Chi Minh City to review the implementation plans of the routes and clearly identify capital mobilization plans for each project. At the same time, the two cities must be responsible for developing the national railway industry; promptly report the implementation status of urban railway projects in their localities to the Standing Office of the Steering Committee for updating the general report.

The Ministry of Finance completes procedures and reports to the Prime Minister for consideration and approval of the proposed project of Line 3, Hanoi Station - Yen So (Hoang Mai) section at the request of the Hanoi People's Committee.

The Ministry of Finance will soon give its opinion on stopping the use of ODA capital and foreign preferential loans for the Ho Chi Minh City urban railway project, Line 2, Ben Thanh - Tham Luong section, and adjusting the capital source for the project.

The Prime Minister requested the Ministry of Construction (the standing agency of the Steering Committee) to preside over and coordinate with the Government Office to monitor, urge and guide localities, agencies and units to implement the above assigned tasks; promptly report to the Prime Minister and Deputy Prime Ministers for direction and to remove difficulties and obstacles. The Government Office coordinates with the Ministry of Construction to arrange a schedule for monthly Steering Committee meetings.

Bac Giang Provincial People's Committee is the competent authority implementing the Van Ha Bridge Construction Project.

The Government Office has just issued Official Dispatch No. 2879/VPCP - CN dated April 5, 2025 conveying the direction of Deputy Prime Minister Tran Hong Ha on assigning the competent authority to implement the Van Ha Bridge Construction Investment Project.

Accordingly, the Deputy Prime Minister agreed to assign the People's Committee of Bac Giang province as the competent authority to implement the Van Ha bridge construction investment project, connecting Van Ha commune, Viet Yen town, Bac Giang province with Hoa Long ward, Bac Ninh city, Bac Ninh province.

The Deputy Prime Minister requested the People's Committee of Bac Giang province to coordinate with the People's Committee of Bac Ninh province and take responsibility for allocating funds and organizing the implementation of the Project to ensure efficiency, compliance with legal regulations, and to prevent corruption, loss, and waste./.
