The Government Office has just issued Notice No. 246/TB – VPCP on the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on the Project on investment policy for the high-speed railway on the North-South axis held on May 22.
In Notice No. 246, the Deputy Prime Minister assessed that the Project on investment in high-speed railway on the North-South axis is of special importance for socio-economic development through reducing logistics costs, enhancing competitiveness, increasing economic efficiency, creating spillover effects on urban development, industrialization, modernization and promoting tourism development...
Deputy Prime Minister Tran Hong Ha highly appreciated the Ministry of Transport for promptly, seriously, and receptively accepting opinions from ministries, branches, international organizations, experts, scientists, professional social organizations, and instructions from the Government Standing Committee and Government leaders. At the same time, it conducted a survey of international experience to elaborately and thoroughly develop and complete the Project, closely following Conclusion No. 49-KL/TW dated February 28, 2023 of the Politburo, Resolutions of the Party Central Committee, Resolution No. 103/2023/QH15 dated November 9, 2023 of the National Assembly, basically meeting the requirements for submission to competent authorities for consideration.
In order for the Project to continue to be completed to ensure quality, feasibility, practical and scientific basis, and create high consensus when submitting to competent authorities for consideration and decision, the Deputy Prime Minister requested the Ministry of Transport to continue to review, absorb, and thoroughly explain the contents of interest to ministries, branches, localities, international organizations, experts, scientists, public opinion, and the Deputy Prime Minister's direction at the meeting. Specifically, regarding the selection of design speed, the Deputy Prime Minister noted the need to analyze, evaluate, and clarify further the comparative advantages between high-speed railways and other modes of transport such as: aviation, expressways, current railways, maritime, inland waterways, etc.
Focus on evaluating the economic efficiency between design speeds (250km/h for both passenger and freight transport; 350km/h for passenger transport; 350km/h for passenger and freight transport when needed) taking into account the train operation organization plan, the arrangement of distance between stations, the use of vehicles (locomotives, carriages), and fare policies.
Regarding capital sources and investment phases, the Ministry of Transport needs to clarify the effectiveness of the investment plan for the entire route compared to the investment in each section as in Conclusion No. 49-KL/TW; the investment phase by year, feasibility, capital structure and capital mobilization plan (public investment capital, ODA loans, government bond issuance guarantees, investment socialization, land resource mobilization through exploiting land funds for urban development under the TOD model...), the impact on public debt and the macro economy each year; human resource development plan and railway industry; business plan, exploitation and repayment of capital investment in vehicles of enterprises...
Regarding the selection of stations and railway connection options to the center of Hanoi and Ho Chi Minh City, the Ministry of Transport clarifies the role, technical requirements, compliance with relevant planning, opinions of localities and feasibility of arranging a hub station (station of the North-South high-speed railway) in Ho Chi Minh City and Ho Chi Minh City to ensure sufficient conditions for development into a modern depot station, meeting the requirements on scale, area and research on sharing depot stations for urban railway lines.
The Ministry of Transport continues to work with Hanoi and Ho Chi Minh City in the process of completing the Project, reporting to the Prime Minister for consideration and decision, in which it is necessary to ensure the integration of urban railway lines and passenger transport plans into the central core area, serving the people and development of the two cities most effectively, safely and conveniently.
For existing railway stations in the central areas of Hanoi and Ho Chi Minh City, they must be planned to develop urban railway traffic, preserve and conserve architectural works, and not be adjusted or converted to other functions.
For other stations, the Ministry of Transport continues to supplement, analyze and explain more clearly the arguments and criteria for determining the locations of stations (suitable for train schedules, speed levels and vehicle types); in which it is important to clarify the relationship between the locations of stations and the urban development planning scheme of the TOD model and the compensation mechanism for site clearance and land exploitation of localities with railway stations.
“The Ministry of Transport is assigned to urgently complete the dossier and submit it to the Government Standing Committee before May 31, 2024; the Government Office is assigned to report to the Prime Minister to chair a meeting of the Government Standing Committee to give opinions on the content of the project as a basis for implementing the next steps,” the Deputy Prime Minister stated.
