Which localities does the Customs Branch of Region V manage?

After the arrangement and reorganization, Bac Ninh Provincial Customs Department became the Regional Customs Branch V, managing the state area of ​​Customs in 5 provinces: Bac Ninh, Bac Giang, Tuyen Quang, Thai Nguyen, Bac Kan.

Specifically, based on Decree No. 29/2025/ND-CP dated February 24, 2025 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Finance, on February 26, 2025, the Ministry of Finance issued Decision No. 382/QD-BTC stipulating the functions, tasks, powers and organizational structure of the Customs Department under the Ministry of Finance, effective from March 1, 2025.

Accordingly, the Customs Department is organized and operates at 3 levels: Customs Department; Regional Customs Branch and Border Gate/Outside Border Gate Customs. The Customs Department inherits the functions, tasks and powers of the former General Department of Customs.

Customs Department announces decisions on personnel work.

For the regional Customs Branch level, reorganize the current 35 provincial and municipal customs departments into 20 regional Customs Branches (numbered from I to XX). Of which, Regional Customs Branch V manages the state of Customs in the provinces: Bac Ninh, Bac Giang, Tuyen Quang, Thai Nguyen, Bac Kan (headquartered in Bac Ninh). Position and function, inherit from the provincial and municipal Customs Department.

The Regional Customs Sub-Department is under the Customs Department, has the function of state management of customs and organizes the enforcement of customs laws and other relevant legal provisions in the area of ​​operation of the Regional Customs Sub-Department according to regulations.

Regional Customs Branches have legal status, seals, and are allowed to open accounts at the State Treasury in accordance with the law. Duties and powers: Regional Customs Branches inherit the duties and powers of the current provincial and municipal Customs Departments. Organizational structure: Regional Customs Branches have an average of no more than 8 Offices, Divisions, and Teams per Regional Customs Branch.

For the Border Gate/Outside Border Gate Customs, reorganize the current Customs Branches into Border Gate/Outside Border Gate Customs. Regarding the position and function of the Border Gate/Outside Border Gate Customs, it inherits the position and function of the current Customs Branch. The Border Gate/Outside Border Gate Customs has legal status, a seal, and is allowed to open an account at the State Treasury according to the provisions of law. The duties and powers of the Border Gate/Outside Border Gate Customs inherit the duties and powers of the current Customs Branch. The total number of Border Gate/Outside Border Gate Customs units shall not exceed 165 units.

After rearranging and reorganizing the General Department of Customs into the Customs Department, it is expected to reduce about 485/902 focal points, equivalent to 53.77%.

Based on the regulations of the Government and the Ministry of Finance, the Customs Department is urgently completing and submitting to competent authorities to promulgate regulations on the functions, tasks, powers and organizational structure of Customs agencies at all levels under the organizational structure of the Customs Department.

During this time, customs procedures for exported and imported goods; means of transport exiting, entering and transiting the country will still be carried out according to the codes and locations for customs procedures previously announced (now the Customs at the border gate/outside the border gate) and according to the provisions of the Customs Law and related legal documents to ensure no interruption in work and normal customs clearance of exported and imported goods.

On March 7, 2025, in Hanoi, the Customs Department (Ministry of Finance) held a conference to announce the decision regulating the functions, tasks, powers, and organizational structure of the Customs Department and its internal organizations; announcing decisions on personnel work of the Customs Department. Deputy Minister of Finance Nguyen Duc Chi attended and delivered a speech at the conference.

The conference announced Decision No. 55/QD-CHQ on the transfer and appointment of Mr. Pham Chi Thanh, Director of Bac Ninh Customs Department, to hold the position of Director of Regional Customs Branch V.
