Jordan 1-3 Qatar.
In the 2023 Asian Cup final, the Qatar national team defeated Jordan 3-1. Notably, all three goals for the home team came from penalties. Ma Ning's decisions sparked considerable controversy.
Fathi Al Arbati believes that Ma Ning only made one correct decision. According to Al Arbati, in the first penalty kick, Akram Afif's right foot accidentally kicked defender Abdallah Nasib's leg.
Regarding the second penalty, the former Jordanian referee believes that Ma Ning made the correct decision. Mahmoud Al Mardi fouled Qatari player Ismaeel Mohammad.
Referee Ma Ning will officiate the 2023 Asian Cup final.
Regarding the third penalty, referee Al Arbati disagreed with the decision. He asserted that Akram Afif deliberately lunged at the goalkeeper. At the moment of contact, goalkeeper Yazeed Abulaila was in a stable position, while the attacking player collided with his opponent.
Fathi Al Arbati is a renowned referee in Asia, having officiated numerous matches in tournaments across the Arab world, Asia, and worldwide . He refereed the 2005 Youth World Cup and the 2006 World Cup in Germany.
Former Saudi Arabian referee Omer Al Mehhnnah shared the same opinion as referee Fathi Al Arbati regarding the third incident. Al Mehhnnah stated: " The decision was incorrect. Striker Akram Afif collided with the goalkeeper after playing the ball ."
However, Al Mehhnnah assessed the first two situations as reasonable decisions by referee Ma Ning. The former referee explained: " The first penalty was correct. The referee was in a good position to observe. The second penalty was also correct after the VAR referee intervened due to a foul on an opponent ."
All three of Qatar's penalties were converted by Akram Afif. His hat-trick in the final helped him surpass Aymen Hussein to win the Golden Boot at the 2023 Asian Cup, with 8 goals. This marked Qatar's second consecutive victory in Asia's premier football tournament.
