Special leave
This content is in Article 7 of the Draft Circular regulating the leave regime of officers , professional soldiers, workers and defense officials. Specifically as follows:
In addition to annual leave, soldiers, workers and defense officials are entitled to special leave, not exceeding 10 days each time, if they fall into one of the following cases:
1. Marriage of the person himself or her biological or legally adopted child.
2. The family encounters sudden difficulties due to the wife or husband; biological or legally adopted children; father, mother, or legal guardian of the individual, of the wife or husband, being seriously ill, having an accident, being sacrificed, passing away, or suffering serious property damage due to natural disasters, fires, or dangerous epidemics.
Closed on holidays
Article 8 of the above Draft Circular states:
1. Every year, soldiers, workers and defense officials are given holidays and Tet holidays according to the provisions of the Labor Code and the Vietnam People's Army Founding Day - National Defense Day (December 22).
2. For units performing training and combat readiness tasks or due to mission requirements, the leave prescribed in Clause 1 of this Article shall be implemented by regimental-level commanders and equivalent or higher based on the unit's mission situation.
Nursing leave
The nursing leave regime is stipulated in Article 9 of the above Draft Circular. Specifically:
- Soldiers, workers and defense officials are entitled to nursing leave according to the provisions of Circular No. 179/2013/TT-BQP dated September 17, 2013 of the Minister of National Defense stipulating the functions, tasks, organization, management of activities of nursing teams and nursing regime in the Army.

Retirement leave
Article 10 of the above Draft Circular proposes the following retirement preparation regime:
1. Soldiers, workers and defense officials who have a retirement decision and are entitled to pre-retirement leave, if they have working time up to the time of pre-retirement leave:
a) From 15 years of work to less than 20 years of work, 6 months of leave;
b) From 20 years of work to less than 25 years, 9 months of leave;
c) 12 months of leave after 25 years of service.
2. The pre-retirement leave period as prescribed in Clause 1 of this Article shall be paid by soldiers, workers and defense officials and counted as social insurance participation time.
3. Soldiers, workers and defense officials who wish to retire immediately (not taking pre-retirement leave or not taking enough time as prescribed) will receive the salary difference due to not taking pre-retirement leave according to current regulations when transferring out; except for those who are entitled to a one-time allowance due to retiring before the prescribed age.
4. During the pre-retirement leave, if a person is diagnosed with a serious illness, a disease requiring long-term treatment, or a mental illness, the provisions of Circular No. 157/2013/TT-BQP dated August 26, 2013 of the Minister of National Defense on management, treatment, care, and policy settlement for soldiers, workers, defense officials, and people working in key organizations managed by the Army who are diagnosed with a serious illness, a disease requiring long-term treatment, or a mental illness, and implementing guidelines, shall apply.
As reported by the People's Army Newspaper, the Ministry of National Defense is collecting opinions to revise and perfect the content of the new leave regulations for officers, professional soldiers, workers and defense officials.
This is to ensure fairness, consistency and completeness in regimes and policies for salary earners working in the Army; create a legal basis for agencies and units to conveniently grasp, direct and implement, contributing to improving the quality of officers, professional soldiers, workers and defense officials, meeting the requirements of building a revolutionary, disciplined, elite and gradually modern Army.
At the same time, ensure legitimate rights and interests, create conditions for the above subjects to have time to restore their labor force, recover their health, ensure the Army's rear policy, thereby feel secure in studying, working, and making long-term contributions to the Army.
Organizations and individuals can contribute their opinions to the Draft Circular regulating the leave regime of officers, professional soldiers, workers and defense officials for the Ministry of National Defense by sending them to the Ministry of National Defense's Electronic Information Portal, via email: [email protected] . The time for collecting opinions is from April 22, 2025 to May 22, 2025.
The People's Army Newspaper will fully inform the content of the Draft Circular regulating leave regimes for officers, professional soldiers, workers and defense officials.
