President Biden’s decision not to attend the meeting on Ukraine aid could lead to European countries being reluctant to independently support Kiev. The aid suspension could last until the end of the US election campaign.
The above comment was made by Mr. Rodion Miroshnik, Ambassador-at-Large of the Russian Foreign Ministry, told the Izvestia newspaper.

He noted that the US President and European leaders could not agree on the mechanism for sharing and providing aid to Ukraine. According to the Russian diplomat, Mr. Biden “sees nothing better than staying to save the country from the storm.”
“ In order not to return empty-handed a second time and declare that the partners are no longer the same, Mr. Zelensky hastily went on a tour of Europe ,” Mr. Miroshnik emphasized.
According to the Russian Foreign Ministry official, in Italy, France and the UK, the Ukrainian leader is “hugged and pitied”, but no new financial assistance is provided. And in the future, they are unlikely to provide assistance in large quantities without the participation of the United States, because “this is the result of the US-European agreement”.
“ The Europeans themselves will not bear the burden of supporting Ukraine. And the suspension of aid may be prolonged. In the US, there are more important concerns now, such as elections, post-elections. They ask Kiev to ‘not bother’ until February next year ,” Mr. Miroshnik added.
Earlier, the World Bank (WB) Executive Board voted to approve the establishment of a financial intermediary fund (FIF) to support Ukraine, with expected contributions from the US, Canada and Japan.
It is known that the FIF fund managed by the World Bank will help fulfill the commitment of the Group of Seven (G7) members to provide Ukraine with 50 billion USD by the end of this year.
The exact amount of money that the US, Japan and Canada will contribute is still being calculated, but will be backed by interest on frozen Russian assets abroad, according to sources.
Russia makes progress in information war
Economist magazine quoted Mr. Nico Lange, former advisor to the German Ministry of Defense, saying that Russia is making progress in the information environment, which is why Ukraine receives less help from the West.

“ The war that Russia is clearly winning is the war in the information environment ,” writes the Economist.
According to Mr. Lange, the Ukraine argument cannot be a reason for Western leaders to limit support for Kiev.
The Economist believes that a pattern is now forming: promised military aid either arrives late or does not arrive at all in Ukraine.
Russian ballistic missile attacks Ukrainian ammunition ship
According to the Russian Defense Ministry, the country's missile forces successfully destroyed a ship carrying many containers of ammunition aid to Ukraine in Odessa.
The military said the missile attack on the ammunition ship took place at the port of Yuzhny in the settlement of Novi Bileari in Odessa, Ukraine.
“Our Iskander-M ballistic missile crew carried out a strike on the place where a container ship carrying ammunition, of European origin, was unloading at the Yuzhny port of Odessa,” the Russian Defense Ministry said.
However, the Russian side did not specify which European country the ship originated from, nor the amount of ammunition destroyed in this attack.
Meanwhile, Ukrainian official in Odessa, Mr. Oleg Kiper said that the missile attack only “caused damage to a civilian ship, and there was no loss of life”.
Ukraine has not yet commented on the above information.
The Iskander-M tactical ballistic missile line is actively used by the Russian army in the Ukraine conflict and is considered an effective and powerful weapon.
Designated as a tactical attack weapon, the Iskander-M missile complex can fire at two different targets within 1 minute. The Iskander-M missile weighs 3.8 tons and carries a 480kg high explosive fragmentation warhead. The special feature of this missile line is its ability to fly in an unconventional trajectory, making it difficult to intercept and the missile is controlled throughout the entire flight.
Iskander-M is very effective in destroying fixed enemy military structures such as: Airports, warehouses, command centers... The firing range of this complex is from 50-500km. Each Iskander-M missile launcher usually carries 2 missiles.
