Attending the question-and-answer session at the National Assembly bridge were: General To Lam, Politburo member, Minister of Public Security; Le Minh Khai, Secretary of the Party Central Committee, Deputy Prime Minister; Vo Thi Anh Xuan, Party Central Committee member, Vice President; and representatives of leaders of central ministries and branches.
The question and answer session was connected online with 62 National Assembly delegations in provinces and cities.

Speaking at the opening of the question-and-answer session, National Assembly Chairman Vuong Dinh Hue affirmed: The selection of the group of questions for questioning at this session was carefully considered based on the synthesis of information sources and proposals from the National Assembly delegations, opinions of the National Assembly deputies, and a review of the scope of questioning at the 6th Session and the National Assembly sessions and meetings of the National Assembly Standing Committee since the beginning of the term; at the same time, based on the practical situation, creating conditions for all ministers and heads of sectors to participate in answering questions. The National Assembly Standing Committee has decided to select questions for groups of issues under the state management responsibilities of the Ministry of Finance and the Ministry of Foreign Affairs.

Note that the questioning time is only one day, to ensure maximum effective use of time, the National Assembly Chairman requested that the National Assembly deputies ask clear, concise, and to-the-point questions, and debate frankly, responsibly, and constructively. According to regulations, each National Assembly deputy will conduct questioning for no more than 1 minute; the debate time will not exceed 2 minutes.
The National Assembly Chairman also requested that ministers uphold their sense of responsibility, answer briefly and to the point, clarify the issues raised by National Assembly deputies; propose practical, effective and feasible solutions, ensuring timely and effective overcoming of immediate weaknesses and limitations, while creating substantial, fundamental and long-term changes for each content questioned, contributing to improving the effectiveness and efficiency of administration and management, meeting the requirements and expectations of voters and people nationwide.

The National Assembly Chairman said that during the questioning session, the chair will invite some more Government members to participate in explaining and clarifying the issue. At the end of the questioning session, the National Assembly Standing Committee will issue a Resolution to serve as a basis for implementation and supervision.
In the morning session, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the question and answer session focused on a group of issues under the Ministry of Finance, including: Management and supervision of insurance business activities and service activities in the field of life insurance business; appraisal and licensing of companies providing financial services; implementation of laws on lottery, betting, casino and electronic games with prizes; customs procedures, customs inspection and supervision; prevention and combat of smuggling and illegal transportation of goods across the border; price management and price determination of goods and services in the list of goods and services priced by the State.

Raising questions at the meeting, delegate Le Thanh Hoan (National Assembly Delegation of Thanh Hoa Province) said that the current revenue of the lottery market is about 153,000 billion VND, of which about 50% is used to pay prizes, and about 45,000 billion VND is paid to the state budget. According to the delegate, the issuance cost is relatively high.
Delegate Le Thanh Hoan asked Minister of Finance Ho Duc Phoc to provide more specific information about the costs of printing and issuing lottery tickets, and at the same time propose solutions to reduce the costs of issuing lottery tickets to increase revenue for the state budget in the coming time.

The question and answer session was lively, responsible, frank and constructive, the questions of the National Assembly deputies closely followed the content of the questions. The National Assembly Standing Committee highly appreciated the Minister of Finance for preparing the content well, focusing on answering the issues of concern of the National Assembly deputies, explaining quite fully the remaining problems and limitations; and acknowledged the Minister's efforts in proposing solutions to overcome the existing problems and shortcomings within the scope of responsibility.

In the afternoon, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, National Assembly deputies raised questions on a group of issues in the field of diplomacy, focusing on the following contents: Protection of Vietnamese citizens abroad; violations of the law by Vietnamese citizens abroad and foreigners in Vietnam; protection of the rights and legitimate interests of Vietnamese fishermen.
The current status of implementing bilateral and multilateral agreements and solutions to promote the implementation of economic, trade and investment cooperation agreements; support for expanding export markets and supporting Vietnamese enterprises to avoid fraud.
Activities to promote and advertise Vietnam tourism to the world and visa exemption for citizens of other countries entering Vietnam to develop tourism. Management, arrangement, consolidation, improvement of qualifications and organizational capacity of the diplomatic sector (including Vietnamese representative agencies abroad); solutions to strengthen the prevention and fight against corruption and negativity in diplomatic activities.

Concluding the question-and-answer session, Vice Chairman of the National Assembly Nguyen Khac Dinh stated that after a day of working enthusiastically, urgently, seriously with a high spirit and responsibility, the question-and-answer session of the 15th National Assembly Standing Committee attracted widespread attention and interest from the people and voters nationwide, completed all the planned program content and achieved the set requirements.

The National Assembly Standing Committee and National Assembly deputies highly appreciated the question and answer session; at the same time, they acknowledged the solutions and commitments of the Minister of Finance and the Minister of Foreign Affairs as well as the opinions of relevant ministries and branches at the question and answer session.
The National Assembly Standing Committee requested the Government, the Ministry of Finance, the Ministry of Foreign Affairs and relevant ministries and branches to focus on implementing a number of key tasks and solutions, creating strong changes in state management in the questioned areas.
In particular, in the financial sector, continue to perfect the legal system and organize the synchronous implementation of all sectors. Perfect the measures to organize state management, clearly define the responsibilities of the Government, each ministry, branch, locality, both specialized management ministries and general management ministries, and at the same time promote the principle of coordination in implementation. Regarding the field of diplomacy, Vice Chairman of the National Assembly Nguyen Khac Dinh requested the Government, the Minister of Foreign Affairs, ministers and heads of relevant sectors to fully absorb the opinions of delegates, and resolutely direct the implementation of proposed solutions to overcome existing shortcomings and limitations, focusing on a number of issues regarding: Implementation of bilateral and multilateral agreements and commitments, support for localities and businesses; international integration and linkage; cultural diplomacy, tourism development, visa exemption policy; work with overseas Vietnamese and citizen protection; and organization of the diplomatic apparatus.
Vice Chairman of the National Assembly Nguyen Khac Dinh stated that the results of this question-and-answer session showed that many existing and pressing issues in society were brought to the National Assembly forum for discussion, helping to discover shortcomings and limitations in the law enforcement process as well as enhancing the responsibility of Ministers in finding solutions to overcome shortcomings and limitations, contributing to promoting the effective implementation of the Party's guidelines and policies and the State's policies and laws.
