With a perfect quality score of 100/100, Ho Chi Minh City wants to extend the pilot of 5 electric bus routes.

Reporting to the Ho Chi Minh City People's Committee, the Department of Transport said that the D4 electric bus route (Vinhomes Grand Park - Saigon Bus Station) is the first pilot subsidized bus route using electric energy to be put into operation from March 9, 2022.

The D4 bus route is equipped with good facilities to serve passengers and the results of the passenger satisfaction survey, quarterly evaluation are all above 89 - 95 points (100 points scale). According to the service quality assessment criteria of the Public Transport Management Center (GTCC), the D4 electric bus route is being evaluated as completing its tasks well with a score of 100/100 points.

To date, the average passenger volume in 2022 reached 22.5 passengers/trip and in the first 6 months of 2023, the average reached 27.6 passengers/trip. Transport volume has continuously increased, from an average of 14.1 passengers/trip to 28.7 passengers/trip (June 2023). Average ticket revenue per trip increased from VND 80,900 to VND 154,000. However, this revenue only accounts for about 20.9% of operating costs (calculated according to the unit price of vehicles using CNG).

According to the Department of Transport, the D4 electric bus route is part of the subsidized bus route system, with a unique route, nearly 70% of which operates on routes that are not yet served by buses, connecting many important passenger attractions. In addition, it also helps reduce the number of personal vehicles on the road, contributing to reducing congestion, traffic accidents and especially reducing emissions that pollute the environment.

During the past period of operation, although passenger volume has grown steadily, this route still faces many difficulties such as: the impact of the Covid-19 epidemic, the progress of infrastructure construction, the charging station is not timely, and is prolonged...

On the other hand, the pilot policy of organizing public passenger transport by electric buses of the City People's Committee allows ordering with the unit price of CNG vehicles, the subsidy/cost ratio is 44.1% during the 24-month pilot period. This ratio is built on the basis of statistics of the average subsidy rate in 10 years (from 2009 - 2019) of the subsidized bus system.

Currently, according to statistics from the Traffic Management Center, the average subsidy/cost ratio of the entire system from 2020 to 2023 is 63.7%. It can be seen that the current subsidy ratio of route D4 is low compared to the average of the entire system.

In June and July, the Department of Transport held meetings with representatives of a number of relevant departments. Most of them acknowledged the difficulties and impacts of the pandemic on public passenger transport activities and agreed on the need to adjust the subsidy rate to promptly resolve difficulties for electric buses.

From the above analysis, the Ho Chi Minh City Department of Transport recommends that the City People's Committee allow the continued application of the method of ordering the supply of subsidized public passenger transport services by bus in the area for 5 electric bus routes during the pilot period.

At the same time, apply the rate of 64.8% according to the fixed unit price issued by the city in 2019 for CNG vehicles of group 4 (cost 24,224 VND/km). The pilot implementation period is from January 1, 2023 to December 31, 2025.

In case the City People's Committee issues technical and economic norms and unit prices for electric buses during the pilot period, the new unit prices will apply during the remaining pilot period.

Specifically, if the newly issued unit price is lower than the temporarily applied unit price for CNG buses of group 4, the difference in subsidy funds will be recovered from January 1, 2023 until the issuance of the new unit price. In case the new unit price is higher than the temporarily applied unit price, the temporary unit price will be applied during the pilot period.
