Thua Thien Hue: Approval of investment in social housing project in Phong Dien district
On June 21, the People's Committee of Thua Thien Hue province issued a decision approving the investment policy of the Social Housing project in Phong Hien commune, Phong Dien district, Thua Thien Hue province.
Accordingly, the project is implemented in the form of selecting investors through bidding. The project is implemented in Phong Hien commune, Phong Dien district, Thua Thien Hue province with the goal of investing in the construction of new social housing for sale, lease, and lease-purchase for officials, civil servants, public employees, workers, and beneficiaries of social housing policies and meeting the conditions of housing, residence, income, and workers. At the same time, gradually completing the technical infrastructure and social infrastructure system for Phong Dien urban area in the future.

In terms of scale, the project has an expected land use area of 26.17 hectares. The designed capacity is about 1,680 low-rise social housing lots. In terms of structure, the project has a maximum social housing land area of 117,600 m2. The maximum social housing construction area is 99,960 m2. The maximum housing construction floor area is 199,920 m2.
The service product provided is low-rise social housing with 1,680 units. The population is about 7,000 people. The project has a total investment of 1,430.3 billion VND. Of which, the preliminary cost of project implementation is 1,416 billion VND, the cost of compensation for site clearance is 14.29 billion VND.
According to the People's Committee of Thua Thien Hue province, after selecting an investor to implement the project (through bidding), the selected investor must ensure capital to implement the project, in which the investor's capital contribution must ensure at least 15% of the total project investment capital.
Regarding the implementation progress, the project is divided into 2 phases: Phase 1, complete investment in the synchronous technical infrastructure system of the entire project and low-rise adjacent social housing projects with an expected number of 1,088 units at the location of OXH Lot 1 to OXH 30 (according to the symbols in the approved detailed subdivision planning map). Implementation period is 60 months, from the date of the decision on land allocation, land lease, and permission to change land use purpose.
Phase 2: Complete investment in low-rise social housing projects with 592 units, located at Lot OXH 31 to OXH 45 (according to the symbols in the approved detailed subdivision planning map). Implementation time is not more than 48 months from the date of construction permit issuance for phase 2.
In the decision approving the investment policy, the People's Committee of Thua Thien Hue province assigned the Department of Planning and Investment to be the party inviting interest. Organize the preparation and submission for approval of the invitation for interest documents; announce the invitation for interest, organize the evaluation of the documents, submit to the Provincial People's Committee for consideration, approve the invitation for interest results and organize the selection of investors in accordance with regulations.
It is known that in the housing development program of Thua Thien Hue province until 2030, the housing development plan for the period 2021-2025 and the years 2022, 2023, Thua Thien Hue plans to allocate 372.37 hectares of land to develop social housing projects until 2025, and by 2030, it will be 400.4 hectares.
