Due to their illegal status, workers do not have many choices of reputable workplaces; in some unfortunate cases, they are even led and enticed into illegal jobs.
"So, just to earn money, they have to do illegal work. Everyone thinks that they go to work to earn money, no one wants to fall into such a situation. However, from the beginning, some people borrowed money to go, the pressure to earn money then forced them to do unwanted jobs...", Mr. Son shared more.
Many people think that working to earn money to support their family is hard work and hardship, so they do not realize that it is illegal work. Emotionally, it can be sympathetic, but legally, it can cause serious consequences for them.

According to Mr. Le Long Son, for those who have big dreams of building a long-term career, choosing the path of working illegally from the beginning is a mistake. Because if they are unlucky and are discovered by the local authorities, it is all over.
"To get rich, build a sustainable career, and become successful at 40-50 years old, you must build a foundation from the age of 20-30, not with money but with a clear background, full qualifications, good skills, lots of experience, high reputation...", Mr. Son shared.
Even if they work illegally and are not detected, they still have to accept living under someone else's identity, making it difficult to integrate into society. They have to use fake documents to work, get married, have children, study, go to the hospital, etc.
Even if the above acts are successful, the cost of living of workers is still higher than that of those who go abroad to work legally. At that time, they have more need to work more to earn more money, which easily leads to having to do bad things.
"They always live in fear, not knowing when they will be discovered. If this continues for a long time, it will affect their psychology, and raising children will not be good. Living today, not knowing what tomorrow will bring," said Mr. Son.
Even because their identity is not public, in many countries, they cannot use bank accounts, only keep cash, or have to deposit somewhere, the ability to protect the money they earn is very low.
Mr. Son shared his experience: "Such a life is just a series of days of spending, not working, saving, and preparing for a long-term future career...".
Heavy fines for illegal workers
According to experts, to limit the situation of illegal labor abroad, it is necessary to implement 3 synchronous solutions: raising awareness among people; preventing those who provide services to send people abroad to work "illegally"; and having policies to encourage businesses to provide good legal services.
The first thing that needs to be done and implemented continuously, nationwide in many forms, is to communicate the right messages so that people understand the program of sending workers to work abroad legally, limiting people who want to work "illegally".
It is necessary to help workers understand that working abroad is not just for simple money but must aim at long-term goals such as: accumulating skills, foreign languages, working style and being able to develop their careers when returning.

Second, while workers’ awareness has not changed in time and there is still a need to work abroad illegally, state management agencies need to have sanctions and legal tools to prevent those who provide this service. When suffering great damage due to the above violations, those who provide this service will gradually reduce.
Finally, according to experts, there should be a policy of priority, supporting businesses that do well in the service of sending workers abroad to work legally, and restricting businesses that do poorly. This will help this service market to be transparent, develop in a positive direction, workers will benefit and "turn their backs" on illegal labor services.
Accordingly, the management agency builds a scale and scoring system, ranking businesses providing services to send workers to work abroad. The scale can be based on criteria such as: Business reputation; business size; rate of violations by workers such as absconding, breaking the law, etc.

Enough tricks to cheat
The Department of Overseas Labor Management, Ministry of Labor, War Invalids and Social Affairs (MOLISA), has just advised workers to be careful with fraudulent tricks to send them to work abroad.
According to this Department, recently there have been many organizations and individuals who do not have the function of sending workers to work abroad but have used websites (www.nhatban24h.vn; www.xuatkhaulaodong-24h.com...) to advertise this service.
The above websites post information about recruitment orders for workers to work in many countries. When workers register, they will be introduced to businesses that are not licensed to provide this service. Some people set up websites that are similar to those of licensed businesses to scam people.

The subjects use social media accounts (Facebook, Zalo) to post images of seeing off workers at the airport, the process of workers working abroad... to create prestige.
When workers contact, the subjects send fake documents to gain trust so that workers transfer money, pay fees, etc. When the deadline comes and workers are not allowed to leave the country, the above accounts and phone numbers will be locked or blocked.
Mr. Dang Si Dung, Deputy Director of the Department of Overseas Labor Management, recommends that workers should carefully research relevant information before deciding to work abroad. According to him, workers should do the following 4 things to avoid being scammed.
Firstly, proactively seek information on policies and legal regulations on Vietnamese workers working abroad under contracts; information on job opportunities abroad for industries, occupations, and jobs; requirements for workers regarding skills, foreign language proficiency, work experience, etc. and expenses that must be paid according to legal regulations.
Second, those who want to work abroad need to directly contact a business that has a license to operate a service of sending workers to work abroad issued by the Ministry of Labor, Invalids and Social Affairs. The list of these businesses is publicly posted on the website of the Department of Overseas Labor Management (www.dolab.gov.vn).

Third, employees need to contact the labor agency and local authorities where they reside to learn more about information related to businesses sending workers to work abroad, and support policies of the State and local authorities for employees working abroad.
