I don't know since when the story of vehicles violating speed limits has become so popular. It is easy to see vehicles carrying passengers and goods going over the speed limit. And of course, once violated, they will be punished by the authorities. Not only that, the level of punishment for violations of the Road Traffic Law in general and speeding violations in particular are getting heavier and more severe. However, why is the situation of speeding violations by vehicles not only not decreasing but increasing like this?
One example is that recently, through extracting data from journey monitoring devices on transport business vehicles, the city's Department of Transport provided startling numbers. In April 2023 alone, Da Nang city had 57 vehicles on the "black list" of speeding violations. Notably, among these, there was a vehicle that violated up to 149 times in one month. The remaining violations were less, ranging from 6 to nearly 140 times. These are numbers extracted from journey monitoring devices mounted on the vehicles themselves during traffic.
Once violated, the driver will be severely punished according to the regulations, with an amount equal to many months of the driver’s salary. Furthermore, after such speeding violations, the driver will be “suspended from the wheel”, which means unemployment for a certain period of time. So why do drivers still “turn a blind eye” to such violations?
In fact, this is not a new story, even too old, it has been named and shamed over the years at meetings and conferences on traffic safety nationwide, not just in Da Nang. And the reason is still: Bus drivers always face constant pressure on time. According to current regulations at bus stations, whether the vehicle has enough passengers or not, it must leave the station at the scheduled time. However, a fairly common situation is that departing buses are often very empty, so when leaving the station, the driver has to roam around the road to pick up more passengers. This causes the vehicles to lose a lot of time. To make up for this time and to get to the station to drop off passengers on time, drivers have to speed up on deserted roads, regardless of the danger to passengers, road users, and speeding violations.
Meanwhile, truck drivers have to try to drive as fast as possible to increase trips and income. These are subjective mistakes that are considered chronic diseases of drivers, but there are many cases where drivers accidentally violate the law due to the current traffic infrastructure system. Traffic signs are obscured by trees, construction works, and even traffic signs that have fallen or are damaged... When having to travel on the road at night, in foggy or rainy weather, drivers can only control their speed based on... experience. Businesses and transport associations have spoken out about this situation, but in reality, there are still many shortcomings in overcoming it.
When participating in traffic, drivers must obey the law, especially speed regulations. This is a prerequisite not only to ensure traffic safety but also to protect people's lives and property. Therefore, to completely cure this chronic disease, first of all, drivers, vehicle owners, and businesses must raise awareness of complying with the Road Traffic Law. Violations will be strictly handled, even having their licenses suspended or their business licenses revoked.
In addition, it is necessary for the authorities to review the current sign system, promptly repair damaged signs, and ensure convenient visibility for drivers. In addition, for fixed bus routes, the issuance of business licenses should be considered based on actual needs, avoiding the situation of oversupply leading to the situation of buses leaving the station always being "starved of passengers". At the same time, it is necessary to complete the public bus system to perform well the function of transporting passengers to stations and pick-up points conveniently, avoiding the situation of passengers not entering the station but catching buses along the way.
In particular, regularly check the installation and operation of journey monitoring devices on vehicles, ensuring that these devices are always in good working condition, providing full information when the driver is operating the vehicle; increase the installation of traffic camera systems on the roads to deter as well as provide full images of the driver's violating vehicles for the authorities to punish.
Only by correctly diagnosing the cause can we prescribe a cure for the current speeding epidemic. Relying solely on data extraction and traffic police supervision will make it difficult to completely cure this chronic disease.
