The Department of Registration commits to verify and strictly handle violations (if any) and comprehensively rectify activities at registration centers.
The Vietnam Register said that recently it has received many complaints from people and businesses via social networks, hotlines and petitions about negative and harassing behaviors at a number of motor vehicle inspection centers across the country.
Vehicle inspectors cause difficulties and harassment for people
The feedback shows that some inspectors and professional staff have shown a lack of service standards, causing difficulties and harassment in the process of receiving and processing inspection records. In particular, there is a situation of refusing to inspect oversized and overloaded vehicles; not affixing inspection stickers; or intentionally not accepting first-time inspection exemption records for new vehicles, even though they are qualified.
According to the feedback, at inspection centers 38-04D and 37-06D, inspectors continuously "report errors", causing difficulties for vehicle owners and forcing vehicles to be brought to designated garages to be able to pass inspection.
At center 38-01D, staff required the car owner to purchase additional civil liability insurance even though the car was still under insurance, otherwise it would not be inspected.
Centers such as 29-01S, 50-04V, 61-12D, 83-01V were reported by people for their disrespectful service attitude, causing anger to customers.
At center 60-04D, there are signs of selling inspection stamps to liquidation car shops for profit.
Center 83-01V is accused of colluding with "brokers": vehicles are only inspected after going through an intermediary. The "brokers" receive money and then contact the staff internally to make the vehicle "qualified". Worryingly, there is a phenomenon of expired vehicles being "magically" modified by attaching different license plates and skipping the step of checking the chassis and engine numbers.
The Vietnam Register affirms that the above-mentioned acts not only violate the law but also erode the trust of people and businesses in the registration system, causing negative impacts on the entire industry. The Department pledges to verify and strictly handle violations (if any) and comprehensively rectify activities at registration centers.
It is strictly forbidden to arbitrarily and arbitrarily make requests contrary to regulations.
In order to strictly implement legal regulations and improve the quality of motor vehicle inspection services, the Vietnam Register has just requested inspection facilities nationwide to urgently review and rectify the service attitude of inspection staff and professional staff - the cause of frustration for people and businesses in recent times.
Accordingly, inspection facilities need to strengthen training on professional ethics, behavioral culture and communication skills for all staff. Inspection activities must be viewed as providing public services, in which the satisfaction of people and businesses is the most important measure.
Any arbitrary or unauthorised actions that set requirements contrary to the regulations in the inspection process are strictly prohibited. Violations, if detected, will be strictly handled according to the law.
To facilitate people and businesses, the Registry also requires registration facilities to diversify inspection registration forms, including online registration via application, registration by phone, direct registration at the center (can issue a queue number) or through other suitable methods, to save time and reduce the burden on units.
The inspection sticker must be applied in accordance with the regulations in Circular 47/2024/TT-BGTVT, based on the specific vehicle type.
Regarding the form of inspection outside the inspection facility, there are currently only 94 centers fully equipped and qualified to implement. The Department requires the remaining inspection facilities to urgently invest in equipment, especially speed measuring devices, to promptly meet the requirements of mobile inspection when requested by people and businesses.
In addition, the Department also cited the document of the Ministry of Construction sent to the People's Committees of provinces and cities on March 26, requesting coordination to support inspection facilities in preparing the ground, especially the brake test track, to serve effective inspection. The Department of Inspection emphasized: inspection facilities need to proactively coordinate with transport associations, businesses, vehicle owners and relevant agencies to implement inspection outside the station, especially for oversized and overloaded vehicles.
