At the working session between the Provincial People's Committee and the Department of Natural Resources and Environment (DONRE) on the operation situation and solutions to improve the effectiveness and efficiency of the unit this afternoon, July 30, Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong directed: Strengthening the application of digital technology, rectifying the spirit and working attitude of civil servants and public employees to ensure quality, efficiency and shorten the time to handle administrative procedures in the land sector.

Reporting at the meeting, Director of the Land Registration Office Nguyen Van An said that the Land Registration Office is under the Department of Natural Resources and Environment of Quang Tri, currently has 4 specialized departments and 9 affiliated branches with 221 officials and employees. Based on the assigned tasks, since its establishment (March 2016) up to now, the unit has carried out the work of registering and granting certificates of land use rights (QSD), house ownership rights and other assets attached to land, timely registering land for 438,419 cases; the annual land statistics and periodic inventories are carried out promptly, ensuring quality and completing on schedule.

Up to now, the unit has updated and adjusted land changes into records and cadastral maps for 332,133 cases; deployed centralized map management using the shared software Tortoise SVN for 9 districts, towns and cities; 96 communes and wards with 874,382 land plots have completed cadastral databases on Vilis software. From 2020 to present, the Land Registration Office has participated in the VILG project and deployed the operation of land databases using the VBDLIS system by updating cadastral databases for 1,117,754 land plots, establishing 709,170 electronic cadastral books...

At the same time, the Land Registration Office always does a good job of providing information, archiving, and developing technology in land management; completing the tasks of coordinating with agencies, units, and localities in measuring, preparing records for granting land use right certificates; measuring, placing landmarks, and creating cadastral maps to serve land recovery and land allocation in site clearance for key projects... Despite many difficulties in operating under the financial autonomy mechanism, since its establishment, the Land Registration Office has paid more than 29 billion VND to the state budget.
At the meeting, the representative of the Office of Land Registration proposed that the Provincial People's Committee consider, agree in principle and allocate sufficient funds for the unit to repair its headquarters; propose to allocate funds to purchase two new 7-seat cars and pickup trucks for professional work; pay attention to allocating resources to provide additional facilities and equipment for branches.
Regarding the software for operating the database and processing records in handling administrative procedures, it is recommended that the Provincial People's Committee direct relevant units to promptly deploy two electronic one-stop software and VBDLIS. Regarding about 17,000 land use right certificates that have not yet been returned to land users, the Land Registration Office recommends that the Provincial People's Committee direct localities and relevant units to promptly review and classify them to promptly return certificates to eligible subjects.
Concluding the working session, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong requested the Land Registration Office to closely follow the content, legal documents, programs and plans of all levels to effectively perform its functions and tasks. In particular, special attention should be paid to activities serving compensation, resettlement support, and site clearance at key projects of the province and the country; enhancing the application of digital technology, improving the working spirit and attitude of civil servants and public employees to ensure quality, efficiency and shorten the time to handle administrative procedures in the land sector.
For the Department of Natural Resources and Environment, it is necessary to strengthen inspection, examination, and advice on strict handling of violations in land leasing, land use purpose conversion, land use right certificate issuance, land division, land subdivision and sale...; review the coordination regulations between levels, sectors, and localities to advise the Provincial People's Committee on solutions to handle difficulties and obstacles in performing tasks in the land sector.
Regarding the recommendations and proposals, the Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong requested the Office of Land Registration to promptly develop a project to repair the headquarters at the center of the unit and submit it to the Provincial People's Committee for consideration and inclusion in the implementation roadmap for the period 2026-2030; agree and approve the policy of allocating capital to purchase specialized cars for work; assign the Department of Natural Resources and Environment to develop a coordination plan to advise the Provincial People's Committee to direct inter-sectoral units to promptly connect and allow an extension of the payment period for delayed land use right certificates.
