
According to the assessment, besides the achieved results, the work of civil status and certification in the province still has shortcomings and limitations such as: there are still cases of children whose births have not been registered; death registration records for the deceased are not implemented strictly; cases of civil status correction do not have sufficient basis according to the provisions of law.
In addition, there are cases of certifying signatures in documents with contents on household registration, contracts, transactions, certifying signatures in power of attorney that are not eligible for signature certification; procedures for certifying contracts and transactions are not guaranteed according to the provisions of law, and certification fees are collected in violation of regulations.
Some sectors have abused certified copies in receiving and handling administrative procedures, causing inconvenience and expense for people, leading to overload for agencies and units performing certification, waste for society, not in accordance with the direction of the Prime Minister in Directive No. 17/CT-TTg dated June 20, 2014.
Faced with the above situation, the Chairman of the Provincial People's Committee requested the heads of departments, branches and chairmen of the People's Committees of districts, towns and cities to continue to disseminate, thoroughly understand and strictly implement the law on civil status and certification in appropriate forms. Departments and branches continue to thoroughly understand Directive No. 17/CT-TTg of the Prime Minister on a number of measures to rectify the abuse of the requirement to submit certified copies of documents and papers when carrying out administrative procedures.
Departments and branches direct their subordinate organizations and individuals to accept copies of documents when receiving applications and requesting the submission of copies of documents, and to request the presentation of the originals for comparison. They are not allowed to request the submission of certified copies or copies from the original, except in cases where legal documents stipulate that certified copies or copies from the original must be submitted.
