Caring for, protecting, and creating conditions for children to live in a truly safe environment and develop comprehensively is the responsibility of all levels of government, sectors, and society as a whole. Caring for children means nurturing and cultivating the future generations of the nation.

As a locality that performs well in the care and protection of children in Quynh Phu district, Quynh Hong commune seriously implements the directives from higher levels on the protection, care, and education of children every year.

Mr. Nguyen Huy Hoa, a civil servant in the labor, war invalids, and social affairs department of Quynh Hong commune, said: "The entire commune has 2,755 children, of which 11 are in special circumstances. Recognizing that caring for children is an important task and responsibility of the entire political system, the locality regularly promotes propaganda, education, and mobilization of officials and people to effectively implement the Party's guidelines and policies, and the State's laws related to children. On International Children's Day, the commune organizes gift-giving for all children attending preschool and those in difficult circumstances. During the Mid-Autumn Festival, the commune directs departments, agencies, and organizations to organize Mid-Autumn celebrations for the children. During the summer, summer activities are organized, creating a healthy environment for children to play and develop. Thanks to the effective work in protecting, caring for, and educating children, in recent years, Quynh Hong commune has not experienced any accidents, injuries, drownings, or child abuse."

Not only in Quynh Hong but also in many localities throughout Quynh Phu district, the work of protecting, caring for, and educating children is being done well.

According to Ms. Pham Thi Thuy Mui, Deputy Head of the Labor, War Invalids and Social Affairs Department of Quynh Phu District: To create a favorable environment and conditions for children to be cared for, educated, and to play, ensuring their basic rights and living in a safe environment, the Labor, War Invalids and Social Affairs Department has advised the District People's Committee to issue many documents directing departments, agencies, mass organizations, and localities to effectively implement programs for children, with particular attention to caring for and protecting children in extremely difficult circumstances. The theme of the 2023 Action Month for Children is "Joining hands to minimize harm to children," and Quynh Phu District will organize many practical activities, including visiting, encouraging, and giving gifts to children in extremely difficult circumstances in some communes, and children receiving treatment at Quynh Phu General Hospital and Phu Duc General Hospital.

Quynh Hong commune (Quynh Phu district) consistently pays attention to the protection, care, and education of children.

SOS Children's Village Thai Binh is a loving home for orphaned children and children in particularly difficult circumstances. Mr. Nguyen Van Tan, Director of the Village, shared: 100% of the children living at the Village receive excellent care in terms of nutrition, health, mental activities, and skill development. The Village always creates conditions for children to develop well physically, intellectually, and spiritually; focusing on building a substitute family environment, ensuring that every child has a real home like other children in society. Every year, the Village proactively develops plans and organizes cultural and spiritual activities, establishes children's clubs, equips them with life skills, sports , and environmental improvement activities. These clubs operate regularly and effectively.

According to data from the Department of Labor, War Invalids and Social Affairs, the province currently has over 439,000 children, including 5,485 children in special circumstances. In the past, the Department has advised the Provincial People's Committee to effectively direct the implementation of child welfare work; closely coordinated with departments, agencies, districts, and cities to organize cultural, artistic, and sports activities for children; conducted training activities to equip children with knowledge and skills to prevent accidents, injuries, drowning, and child abuse; and implemented models to ensure child safety. In preparation for this year's Action Month for Children, the Department of Labor, War Invalids and Social Affairs advised the Provincial People's Committee to issue Plan No. 62/KH-UBND, dated April 28, 2023, focusing on activities for children.

Mr. Bui Van Huan, Deputy Director of the Department, said: "We are stepping up communication activities and training on the implementation of children's rights and child protection. This includes focusing on disseminating the 2016 Children's Law; Directive No. 18/CT-TTg, dated May 16, 2017, of the Prime Minister on strengthening measures to prevent and combat violence and abuse against children; and policies on child protection and care. In addition, we are organizing activities to mobilize resources and receive donations to the children's protection fund to care for children in general and children in special and difficult circumstances in particular."

With the attention and involvement of all levels of government, sectors, and society as a whole, children will be able to live in a safe, healthy environment with conditions for comprehensive development.
