No later than August 20, the plan to add water from the Red River to the To Lich River via Vo Chi Cong Street will be finalized.

The Office of the City People's Committee has just issued Notice No. 140/TB-VP on the conclusions and directions of Chairman of the City People's Committee Tran Sy Thanh at the meeting to listen to the report on the renovation of To Lich River and the embellishment of the area on both sides of To Lich River.

Accordingly, Chairman of the City People's Committee Tran Sy Thanh assigned the Departments of Agriculture and Environment, Construction; People's Committees of relevant districts to continue implementing tasks and solutions to improve the environment, ensure the landscape of the area on both sides of the river according to the direction of the City People's Committee in Notices No. 10/TB-VP dated January 8, 2025 and No. 40/TB-VP dated February 5, 2025; report and propose the City People's Committee to consider and resolve issues beyond its authority.

The Department of Construction, People's Committees of relevant districts and towns coordinate with the City's Project Management Board for Investment in Construction of Technical Infrastructure and Agriculture in completing documents, promptly handing over the site for the construction of wastewater collection pipelines at the discharge gates (about 56 additional discharge gates) of the Yen Xa wastewater treatment system project under construction; to complete construction in August 2025.

Assign the Department of Construction to preside over and coordinate with the City's Management Board of Investment Projects for Construction of Technical Infrastructure and Agriculture to study the plan to supplement water from the Red River to the To Lich River along Vo Chi Cong Street according to the direction of the City People's Committee in Notice No. 40/TB-VP dated February 5, 2025 of the City People's Committee Office.

"Based on the optimal plan that has been studied, the Department of Construction shall preside over and coordinate with relevant units to organize a workshop to solicit opinions from organizations, experts, and scientists interested in the plan to add water to the To Lich River to exchange and receive opinions, complete the plan, report to the City People's Committee for consideration, direction, and public announcement on the mass media, to be completed before August 20, 2025" - Chairman of the City People's Committee Tran Sy Thanh emphasized.

In addition, the head of the city government also assigned the Department of Construction to coordinate with the unit that proposed the design plan to renovate To Lich River (Sun Group Joint Stock Company) at the meeting on February 28, 2025 to further clarify the investment plan, renovate To Lich River, investment method (socialization, BT or public investment), and report the implementation results to the City People's Committee.

Regarding the renovation of the To Lich riverside area in Cau Giay district: the People's Committee of Cau Giay district shall coordinate with the Department of Home Affairs to obtain more information on the arrangement of administrative units in the district. On that basis, the People's Committee of Cau Giay district shall, based on its assigned functions, tasks and authority, review, propose, renovate and renovate the area on both sides of the river to ensure convenience and succession.
