Providing healthcare, material support, and mental well-being for children in special circumstances always receives the joint efforts and contributions of all levels of government, local authorities, and philanthropists inside and outside the province.
Recently, the Association for the Support of Disabled People and Orphans (NKT-TMC) of the province, along with benefactors, organized a visit and presented gifts to the family of two siblings, Dinh Khac Khoi (6 years old) and Dinh Thi Yen Nhi (2 years old), in area 4A, Ha Phong ward, Ha Long city. Khoi and Nhi's family currently lives in a small house previously built by benefactors.
Khoi and Nhi's father, Dinh Khac Hung (37 years old), lost both legs in an accident, and their mother, Truong Thi Duong, is ill and unemployed. Although the family is no longer classified as poor, they are still considered to be in difficult circumstances. Every day, Khoi and Nhi's father sells lottery tickets on a homemade three-wheeled motorbike. The family's income, including government subsidies, is about 3 million VND per month. This amount is barely enough to support four people (including food and education expenses).
Given the circumstances of Khoi and Nhi's family, the Provincial Association for the Protection of People with Disabilities and Disadvantaged Children has mobilized the Provincial Investment Promotion and Support Board to sponsor the two children with 12 million VND (6 million VND/child) for the 2023-2024 school year.
Deeply moved by the kindness of the benefactors, Mr. Dinh Khac Hung said: "I thank the Provincial Association for the Protection of People with Disabilities and Disadvantaged Children, the local government, and the benefactors for their care and support for my family. I will overcome all difficulties and strive to raise my children well, provide them with a full education, and help them become useful members of society in the future."
Many children like Khoi and Nhi still need support. According to data from the Provincial People's Committee, Quang Ninh has nearly 360,000 children under 16 years old, including 144,887 children under 6 years old; 3,214 children are in special circumstances, and 12,885 children are at high risk of falling into special circumstances. In recent years, thanks to the attention of the province and its departments, agencies, localities, businesses, and philanthropists, children in the province have received comprehensive care and support.
For children in special circumstances, the province has issued many specific policies and directed the coordination and mobilization of social resources to provide better material and spiritual support and care. In 2022, the entire province assisted 10,415 children in special circumstances with congenital heart surgery, rehabilitation, and orthopedic restoration; they also received bicycles, scholarships, books, and school supplies.
Following the directives of the Provincial People's Committee, in 2023, all levels, sectors, and localities in the province continued to visit, encourage, and assist children with special circumstances. The Provincial Association for the Protection of People with Disabilities and Disadvantaged Children, in coordination with the Department of Labor, War Invalids and Social Affairs and the Provincial Communication Center, launched the "Joining Hands for People with Disabilities and Disadvantaged Children in Quang Ninh Province" campaign, receiving over 8 billion VND from hundreds of agencies, units, local governments, organizations, and individuals inside and outside the province.
In response to the 2023 Action Month for Children with the theme "Joining hands to minimize harm to children," the Provincial Association for the Protection of People with Disabilities and Orphans, in coordination with agencies, units, and philanthropists, organized visits, assistance, and sponsorship for children with special circumstances. By June 10th, the Provincial Association for the Protection of People with Disabilities and Orphans had sponsored 382 children with a total amount exceeding 420 million VND. This included awarding over 90 million VND to 82 disabled and orphaned students who overcame difficulties to excel in their studies; donating 87 bicycles worth 143 million VND; providing sponsorship money to 7 orphaned children and children living in households with disabled members worth 42 million VND; and visiting and giving gifts to 6 public and private institutions with orphaned and disabled children worth 42.5 million VND...
Mr. Lanh The Vinh, Chairman of the Provincial Association for the Support of Children with Disabilities and Disadvantaged Children, said: It is expected that by the end of June, the Provincial Association for the Support of Children with Disabilities and Disadvantaged Children will coordinate activities to assist approximately 600 children with special circumstances in the province with a total amount of 950 million VND. Caring for and assisting children with special circumstances requires the joint efforts of the entire political system. In the coming time, we will connect with philanthropists to help and sponsor children with special circumstances in various ways.
