Thanks to that, the socio-economic development situation in the first 9 months of 2023, especially in the third quarter, continued to have a positive trend, with many areas achieving good results, each month higher than the previous month, each quarter higher than the previous quarter; creating conditions for achieving higher results in the final months of the year.

The macro economy continues to be stable, inflation is controlled, growth is promoted, and major balances are ensured. GDP in the second quarter is estimated to increase by 5.33% over the same period last year, with an average GDP increase of 4.24% in the first 9 months; In the first 9 months, the average CPI increased by 3.16%; average inflation increased by 4.49% over the same period in 2022. State budget revenue in the first 9 months reached over 1.22 million billion VND, equivalent to 75.5% of the estimate under the condition of implementing tax, fee, and charge deferral, exemption and reduction. Public debt, government debt, and state budget deficit are well controlled. Import and export of goods reached 497.66 billion USD, down 11% over the same period last year.

The agricultural sector continues to develop steadily, being a bright spot and a solid support for the economy in difficult times. The added value of the agricultural sector is 3.42%; However, the industrial and construction sectors face many difficulties and challenges in the context of declining global demand. The added value of the entire industrial sector is 1.65% compared to the same period last year, the lowest increase in the same period in the period 2011-2023.

Development investment continues to achieve positive results, an important driving force for economic growth. The average disbursed capital for public investment plans in the first 9 months of 2023 reached 40 trillion VND/month. There are 8 ministries, central agencies and 27 localities with high disbursement rates, reaching over 55% of the plan assigned by the Prime Minister. The business development situation is increasingly positive, with over 116,000 newly established enterprises in the first 9 months, an increase of 3.1% over the same period in 2022. The number of enterprises withdrawing from the market is over 135,000 enterprises, an increase of 19.9% over the same period.

Cultural and social fields are focused on; social security is ensured; epidemics are controlled; people's lives are improved; The political and social situation is stable; national defense and security are maintained; social order and safety are basically guaranteed.
