In addition to the requirement to report to competent authorities on synchronous handling of issues arising in practice, Mr. Hung emphasized that the Central Committee's conclusion also clearly stated the requirement to research and continue to reorganize administrative units, reduce administrative levels to suit reality, expand development space and strengthen local resources.
"Recently, the Central Committee not only approved the new organizational structure but also set out very high requirements and tasks," Mr. Hung said, emphasizing that the implementation of Resolution 18 is only the first step, and there are still many tasks to be implemented this year and in the next term.
According to Mr. Hung, after the new apparatus comes into operation, functional agencies such as the Central Organizing Committee, the Ministry of Home Affairs, the Government Party Committee, and the National Assembly Party Committee must conduct a general review and assessment to see if the new apparatus is operating smoothly.
At the same time, the Head of the Central Organizing Committee emphasized the need to review the staffing from the central to local levels in conjunction with the new functions and tasks of agencies and organizations.
In addition, the Party Committee and heads of units need to evaluate the capacity and qualifications of the staff in relation to job positions, as a basis for reviewing the payroll to make new decisions on payroll.
According to the Head of the Central Organizing Committee, the Party Committee of the Vietnam Fatherland Front must lead and direct the continued study of the internal apparatus of mass organizations and central and local press agencies.
"Recently, many localities have done a very good job of merging news agencies with television stations and we must continue to do so, it cannot end here," Mr. Hung said.
For example, the Head of the Organizing Committee raised the issue that the police force will soon cease its district police activities, and the activities of the People's Procuracy and the court must also be studied and reported to the competent authority, in order to reorganize the activities of these agencies, and must be implemented this year.
Another task he emphasized was to review, perfect, amend and supplement regulations on recruitment, use, evaluation and treatment of cadres to suit the requirements and tasks in the new situation.
In addition, it is necessary to continue reviewing and arranging administrative units, and studying to improve the effectiveness of socio-political organizations and mass associations assigned by the Party and State.
"The recent step is just the first step. There are still many tasks this year and after the Party Congress to complete the overall model of the political system as soon as possible, helping the apparatus operate effectively, efficiently, and effectively, serving the requirements of national development in the new situation," the Head of the Central Organizing Committee emphasized.
