Chairman of Quang Nam Provincial People's Committee Le Van Dung has just requested the Standing Committee of the District Party Committee and the People's Committees of Thang Binh, Hiep Duc, and Phuoc Son districts to focus on directing relevant agencies, units, and localities to urgently coordinate and resolve recommendations and proposals of Project Management Board 4 (Vietnam Road Administration) on the Project to Improve and Upgrade National Highway 14E (section through Thang Binh, Hiep Duc, Phuoc Son districts, Quang Nam province); to completely resolve the "leopard skin" situation, handing over non-continuous land plots to ensure conditions for investors to direct the completion of the roadbed and asphalt concrete pavement.
In particular, Mr. Dung requested the Standing Committee of the District Party Committee and the People's Committee of Thang Binh District to focus, resolutely, organize propaganda and mobilization in many appropriate forms, promptly hand over the land area of the railway overpass to ensure conditions for starting construction according to the direction of the Standing Committee of the Provincial Party Committee and the Provincial People's Committee. "In the process of implementation, if there are any difficulties, problems, or issues, promptly report to relevant departments and branches for coordination, guidance on resolution according to authority or advise the Provincial People's Committee to direct resolution", Mr. Dung directed.
The head of the Quang Nam provincial government requested the Department of Natural Resources and Environment to preside over and coordinate with relevant departments and branches to organize on-site inspections, provide guidance on resolving and removing difficulties and obstacles for localities in the work of compensation, site clearance and resettlement of the project according to their authority; promptly advise and propose to the Provincial People's Committee to direct the resolution of difficulties and problems arising during the implementation process.
At the same time, this agency is responsible for promptly reviewing and approving adjustments to cadastral maps and guiding localities to carry out relevant records and procedures to resolve the case of the households of Ms. Dang Thi Thu Ha and Mr. Hong Dung overlapping the boundary of Que Minh commune, Que Son district with Binh Lanh commune, Thang Binh district.
The Chairman of the Provincial People's Committee also requested Quang Nam Electricity Company, Quang Nam Telecommunications, and Viettel Quang Nam to urgently organize the relocation of the entire power system and telecommunications cables to hand over the site, not to affect the construction of the National Highway 14E Renovation and Upgrade Project; complete the handover of the entire site before November 30, 2024.
Quang Nam Water Supply and Drainage Joint Stock Company urgently coordinates and organizes the relocation of the affected clean water system in Thang Binh district to hand over the site before November 31, 2024, without affecting the construction of the National Highway 14E Renovation and Upgrade Project.
Project Management Board 4 actively coordinates with localities and related units in the process of implementing compensation and site clearance; at the same time, directs construction units to arrange adequate means, equipment, and human resources to promptly organize and complete each item and section of the project to ensure traffic safety and environmental sanitation; and minimize negative impacts on people's lives and activities.
