TPO - According to the Ministry of Education and Training , the high school graduation exam from 2025 onwards will be completely reformed compared to previous years. Candidates will take four subjects: Literature, Mathematics, and two elective subjects, over three exam sessions. Notably, the Literature exam may use materials outside of the textbook, putting an end to speculation about the exam questions.
The Literature exam questions were not in the textbook.
Students in the 12th grade during the 2024-2025 school year will be the first to take the high school graduation exam under the new method.
Accordingly, each candidate will take four subjects: Mathematics, Literature, and two elective subjects from the following: Foreign Language, History, Physics, Chemistry, Biology, Geography, Economics and Law Education, Informatics, and Technology. Literature will be in essay format, while the remaining subjects will be in multiple-choice format.
In the first year of the exam reform, the exam has many new features, including content that closely follows the 2018 General Education Program, which the next graduating class of 12th graders will have been studying for three years from grades 10-12.

In particular, the Literature exam, under the new curriculum, may include materials entirely outside of the textbook. This will require students to answer questions based on completely new material, thus ending speculation about exam questions and preventing students from focusing solely on certain topics.
To help high school students and teachers visualize the exam format for next year's high school graduation exam, the Ministry of Education and Training has also announced the exam structure for each subject. In addition to the familiar four-answer format where students choose one, the Ministry has added new formats including true/false and short answer.
In the 2024 high school graduation exam, some subjects included questions that closely resembled those in the following year's exam, allowing students to familiarize themselves with the format.
For next year's exam, the Ministry of Education and Training will continue to be the unit responsible for setting the questions and issuing guidelines for provinces and cities to organize the exam. The entire country will hold a unified exam at the same time as stipulated by the Ministry of Education and Training.
Conduct an early survey of candidates' preferences.
Recently, at the 2024 Conference of Department Directors, the Ministry of Education and Training announced that the high school graduation exam from 2025 onwards will be held over two days with three exam sessions: one session for Literature, one for Mathematics, and one for two elective subjects.
According to Mr. Huynh Van Chuong, Director of the Quality Management Department (Ministry of Education and Training), in preparation for the exam question setting process starting from the new year, which aims for an open approach and leverages the collective intelligence of the entire sector, the Ministry of Education and Training has invited domestic and international experts to train thousands of teachers and lecturers nationwide on the procedures, techniques, and methods for building exam question banks.
Based on the results of that training, the Departments of Education and Training are currently instructing teachers to develop exam questions according to the new exam format structure, to be used as a source for building exam question banks starting in 2025.
In August, the Ministry of Education and Training will implement the evaluation and review of exam questions developed by local units. This will contribute to improving the quality of exam question development and the question bank created by teachers in localities, as well as promoting the collective intelligence of the entire sector in building an open-ended question bank. The Ministry is also implementing the necessary procedures to develop a software system to serve the high school graduation exam from 2025.
According to Mr. Chuong, in preparation for next year's exam, the question libraries will be "open," with questions drawn from teachers nationwide.
After developing the exam questions, the Ministry of Education and Training will conduct large-scale testing in provinces and cities and select the best, processed questions to include in a standardized question bank. This question library/bank will serve as the basis for developing exam questions for subsequent years.
Based on the subjects announced in the 2025 high school graduation exam plan and the 2018 general education program, there will be up to 36 optional subject combinations.
To ensure optimal exam room arrangements and minimize candidate movement, the Ministry of Education and Training requires localities to conduct surveys of candidates' subject registration preferences as early as December and develop exam room plans and conduct trial runs. Afterward, they can propose a plan for exam location arrangement that ensures candidates taking the same elective subject combination will be seated in the same exam room.
Based on the subjects announced in the 2025 high school graduation exam plan and the 2018 general education program, there will be up to 36 optional subject combinations. The Ministry of Education and Training has determined that this will be a major challenge for the arrangement and organization of the exam next year.
