Ending investment policy for 5 slow-progressing wind power projects in Quang Tri

At the meeting, the Department of Industry and Trade of Quang Tri province said that up to now, 20 wind power projects with a total capacity of 742.2 MW have been put into power generation and commercial operation; another project has just completed construction and is completing procedures for early operation. At the same time, there are 10 other projects with a total capacity of 394 MW that have been approved by competent authorities for investment policy and are in the implementation phase. However, of these, 6 projects are behind schedule, including: LIG Huong Hoa 2 - 48MW, TNC Quang Tri 1 - 50MW and TNC Quang Tri 2 - 50MW, Huong Linh 5 - 30MW, Huong Hiep 2 - 30MW and Huong Hiep 3 - 30MW.

According to the Department of Industry and Trade, these projects were decided on investment policy and approved by the People's Committee of Quang Tri province since 2021, and then the progress was adjusted. However, some investors have repeatedly requested to extend the progress but so far it is still more than 36 months behind, typically: Huong Linh 5 - 30MW, Huong Hiep 2 - 30MW and Huong Hiep 3 - 30MW. Notably, since being granted the policy, the above 3 project owners have not yet implemented the project according to the registered schedule.

Speaking at the meeting, acting Chairman of the Provincial People's Committee Ha Sy Dong affirmed that according to the Power Plan VIII, the wind power capacity allocated to Quang Tri by 2030 is 1,800 MW, and after adjustment, the province will be supplemented with an additional 560 MW. To ensure the completion of this target, the province is determined to put into operation the full allocated capacity.

Recently, although many investors have made efforts to implement wind power projects, there are still projects that are behind schedule, continuously extended but not completed as planned, affecting the investment environment of the province.

For 5 projects including: TNC Quang Tri 1 - 50MW and TNC Quang Tri 2 - 50MW, Huong Linh 5 - 30MW, Huong Hiep 2 - 30MW and Huong Hiep 3 - 30MW, the acting Chairman of the Provincial People's Committee requested the Department of Finance and the Economic Zone Management Board to carry out procedures to terminate the investment policy in accordance with legal regulations.

For LIG Huong Hoa 2 Wind Power Plant - 48MW, the investor must urgently report the roadmap and specific plan so that the departments can grasp the implementation progress, and have a clear commitment to the province to have a basis for guidance and handling difficulties and problems.
