Dong Bao, Quang Vinh commune is one of the leading villages in building a new-style rural area (NTMKM) in Quang Dien district. As the head of Dong Bao village, Mr. Nguyen Van Chuyen, together with the Party Committee, Party cell, Fatherland Front, and mass organizations of the village, has propagated and mobilized people to promote the spirit of solidarity and unity, join hands and contribute to building the village into a NTMKM village.

Mr. Chuyen said: “I am preparing documents for the Party organization to consider and admit me to the Party. Although I am not yet a Party member, thanks to the trust of the people, I was elected to the position of village chief. My point of view is that all things, big or small, when I am determined to do them, the people will support me."

After 6 years of implementing the NTMKM construction, Dong Bao village mobilized nearly 30 billion VND to invest in building nearly 5km of concrete roads in the whole village; installing lighting systems on 14 village roads; renovating the cultural house, building a new football field, installing additional sports equipment... to serve the entertainment and sports needs of the people in the whole village.

The team of Party cell secretaries, village chiefs, and group leaders are always active and enthusiastic about the common good and the people to work, and are highly trusted by the people because they have successfully fulfilled their "mission" before the Party Committee, local government and people. If the village chief, group leader, and head of the village Front work committee are Party members, their role and position before the Party Committee, local government and people will be further enhanced.

“As a party member, I personally participate in village party cell meetings; meet and work with the commune leaders assigned to be in charge of the village. Therefore, it is very convenient for me to present, make recommendations, and propose the opinions of the villagers to the leaders of the Party Committee and local authorities, in order to resolve issues that the villagers are concerned about... ”, Mr. Duong Quoc Danh, Head of Tay Hai village, Quang Ngan commune, shared.

Ready for new requirements and tasks

Quang Dien district is implementing the policy of rearranging commune-level administrative units to meet the requirements and tasks in the new situation. Despite many difficulties, the team of Party cell secretaries, village chiefs, group leaders, and heads of village front work committees in communes and towns of Quang Dien district are still cheerful and mentally ready for the new requirements and tasks.

“Despite the turmoil and changes, we always strive to fulfill our responsibilities to the Party cell, village Party cell, commune Party Committee and the Fatherland Front, organizations, especially to the people...”, Mr. Le Ngoc Quat, Secretary of the Party Cell of Uat Mau Residential Group, Sia town shared.

Mr. Le Van Khuyen, Head of the Organization Board of the Quang Dien District Party Committee, said: Implementing the model of Party cell secretary who is also the head of the Village and Residential Area Front Committee in places with conditions in the district, we encountered many difficulties. The reason is that most of the village and residential area leaders who are not Party members are over 60 years old; some have not graduated from junior high school, so they are not eligible to join the Party... On the other hand, the allowance regime for village and residential area leaders has been raised, so some people who are not Party members do not want to retire, do not want to be arranged to take on other jobs.

Faced with these difficulties, the Quang Dien District Party Committee has directed the Party committees and authorities of communes and towns to regularly review, grasp, and classify the quality of the team of village chiefs and residential group leaders to have solutions to overcome them. For those who are not yet Party members but meet the requirements and have the desire to strive to join the Party, a plan will be made to train and admit them to the Party; for those who do not meet the requirements, they will be gradually replaced to suit the actual situation in the locality.

“In the coming time, despite changes in the political system at the grassroots level in Quang Dien district, the team of Party cell secretaries, village chiefs, group leaders, heads of village and residential area front working committees will always play an important role; contributing greatly to building solidarity, guiding and mobilizing people to implement the Party's policies, the State's policies and laws, and those of local Party committees and authorities; maintaining the bridge between the Party's will and the people's hearts at the grassroots level,” emphasized Mr. Le Van Khuyen.

Quang Dien currently has 11 Party cell secretaries who are also village chiefs; 18 deputy Party cell secretaries who are also village chiefs and heads of residential group leaders; 11 Party cell secretaries who are also heads of the Village and Residential Group Front Working Committee; 8 deputy Party cell secretaries who are also heads of the Village and Residential Group Front Working Committee; 49 village chiefs and residential group leaders who are Party members; 51 heads of the Village and Residential Group Front Working Committees who are Party members.
