The Minister of Transport has just signed a decision approving the adjustment of the Dai Ngai Bridge Construction Investment Project on National Highway 60 in the provinces of Tra Vinh and Soc Trang.
Accordingly, the Project's implementation schedule is adjusted from 2022, basically completed in 2027, and put into synchronous operation of the entire project in 2028.
Other contents of the Dai Ngai Bridge Construction Investment Project on National Highway 60 in Tra Vinh and Soc Trang provinces will remain unchanged according to Decision No. 1703/QD-BGTVT dated December 23, 2022 of the Minister of Transport.
The Ministry of Transport requires Project Management Board 85 to seriously learn from experience in determining the project implementation progress, ensuring it is consistent with actual implementation conditions; inspect and review the project implementation sequence, procedures, and process, and implement the next steps in compliance with current regulations; strictly manage project cost items, ensuring that the total approved investment does not exceed.
According to Decision No. 1703/QD-BGTVT, the Dai Ngai Bridge Construction Investment Project on National Highway 60 in Tra Vinh and Soc Trang provinces has its starting point intersecting with National Highway 54, in Hung Hoa commune, Tieu Can district, Tra Vinh province; its ending point intersecting with Nam Song Hau National Highway, in Long Duc commune, Long Phu district, Soc Trang province.
The total length of the Project is about 15.14 km, divided into 2 main construction parts: Dai Ngai 1 cable-stayed bridge; Dai Ngai 2 bridge, route and constructions on the route.
The project has a total investment value of 7,962,148 billion VND, invested from the State budget, the implementation period is from 2022 to 2026.
Currently, the Dai Ngai 2 bridge section, the route and the works on the route have completed the technical design work, selected the contractor and are being deployed simultaneously on site, the completion progress according to the signed Contract is December 2025.
For the Dai Ngai 1 bridge project, due to its technical characteristics (cable-stayed bridge with a main span of 450 m, composite steel girder structure, bored piles with a large length of about 120 m), the survey, technical design, and cost estimate work must be carried out carefully, wind tunnel testing must be organized abroad (because domestic laboratories cannot perform this), requiring more time than normal technical design packages and is expected to be completed by July 2024.
In addition, due to the specific geological conditions, structural characteristics and construction conditions, according to the report of the Technical Design Consultant, the construction time of the main cable-stayed bridge of Dai Ngai 1 Bridge (the project's progress critical path) will take about 42 months, equivalent to the construction time of the main cable-stayed bridge as stated in the approved Feasibility Study Report, similar to the construction time of large-span cable-stayed bridge projects that have been and are being built in Vietnam.
For the above reasons, the completion time of Dai Ngai 1 Bridge must be adjusted to 2027, and the entire project must be completed and put into operation in 2028.
Project Management Board 85 said that the extension of the project implementation time does not affect the investment objectives, scale, design solutions, capital sources, does not increase the total investment and other contents in the decision approving the project investment policy.
