Reduce and simplify administrative procedures related to production and business

The Government has just issued a resolution approving the program to reduce and simplify administrative procedures (AP) related to production and business activities in 2025 and 2026. The goal of the program is to inherit the results achieved by Resolution No. 68 dated May 12, 2020 of the Government promulgating the program to reduce and simplify regulations related to business activities in the period of 2020 - 2025, continuing to focus on reviewing, reducing and simplifying APs and investment and business conditions.

Limit the situation of late processing of records

In recent times, Binh Thuan province has focused on directing the synchronous and drastic implementation of activities and tasks on administrative procedure control. At the same time, it has implemented the directives of the Government and central ministries and branches to implement many solutions to reform administrative procedures, creating favorable conditions for businesses and people to carry out investment, production and business activities. Accordingly, the province has issued regulations on piloting the interconnection of groups of administrative procedures in the fields of environment, construction, investment, establishment and operation of enterprises, business households and a number of conditional business lines and occupations in the province. The process of resolving the group of interconnected administrative procedures is shortened compared to when organizations and individuals perform each individual administrative procedure, helping to save time and costs for individuals and organizations, limiting the situation of late file settlement. In particular, after being announced, the administrative procedures have been promptly and fully updated into the national database system on administrative procedures.

In addition, agencies and organizations continue to maintain the reception, settlement and return of administrative procedure results to organizations and individuals through the Provincial Public Administration Center and the one-stop shop at the district and commune levels. The implementation of the one-stop shop and interconnected one-stop shop mechanism in handling administrative procedures has gradually overcome the situation of delay, pushing, avoiding, reducing inconvenience, negativity and harassment in the process of handling work for organizations and individuals. The majority of files of organizations and individuals are considered and resolved before the deadline and on time. Along with improving the quality of handling administrative procedures under the one-stop shop and interconnected one-stop shop mechanism, the province has focused on promoting the implementation of administrative procedures in the electronic environment to help people and businesses perform services anytime, anywhere, on different devices. At the same time, the province also promoted the digitization of records, documents, and results of administrative procedure settlement, which were focused on implementation. The province's administrative procedure settlement information system was upgraded, developing the function of digitizing records and results of administrative procedure settlement on the Administrative Procedure Settlement Information System, developing electronic data of organizations and individuals integrated on the National Public Service Portal and reusing them in the process of handling administrative procedure records.

Continue to cut and simplify administrative procedures

Regarding production and business activities, in the coming time, the Government requires the Provincial People's Committee to reduce and simplify administrative procedures prescribed in documents of the People's Council and People's Committee. Accordingly, it synthesizes and compiles a list of administrative procedures related to production and business activities, reduces and simplifies administrative procedures based on technology application, data reuse, reduces and simplifies administrative procedures associated with the arrangement and streamlining of the apparatus, promotes decentralization and delegation of authority in the implementation of administrative procedures, reduces and simplifies investment and business conditions and transfers some activities or licensing procedures to enterprises and social organizations. Reducing and simplifying internal administrative procedures includes internal administrative procedures between state administrative agencies and internal administrative procedures within each state administrative agency. The Government also requires ministries and ministerial-level agencies to urgently complete the implementation of plans to reduce and simplify internal administrative procedures in accordance with the roadmap approved by competent authorities, and to fully announce and publicize internal administrative procedures between state administrative agencies on the National Database on Administrative Procedures. Provincial People's Committees shall implement administrative procedures under their jurisdiction. Digitize 100% of records and results of administrative procedure settlement, complete the construction, upgrading and development of national databases and specialized databases to ensure correct, sufficient, clean, live data, connection and data sharing to serve the implementation of administrative procedures and the provision of public services.

Complete and upgrade the National Public Service Portal, the Information Systems for handling administrative procedures at the ministerial and provincial levels, ensuring the development of the National Public Service Portal on the National Data Center to become a single window, providing centralized online public services of the country. Develop internal processes and electronic processes for administrative procedures to ensure the reception and return of administrative procedure results regardless of administrative boundaries within the provincial level at all one-stop departments within the provincial level. At the same time, organize and complete the one-stop department in the direction of implementing administrative procedures regardless of administrative boundaries within the provincial level and gradually expand to the national scope...
