Cutting tax administrative procedures, creating room for sustainable growth

According to the Government's orientation, 2025 is an important milestone when ministries and branches must cut and simplify at least 30% of unnecessary business investment conditions; reduce 30% of processing time and administrative procedure compliance costs.

On the afternoon of April 21, in Hanoi , the Tax Department held a workshop to collect opinions on plans to reduce and simplify tax administrative procedures.

Administrative procedure reform - inevitable trend

Speaking at the workshop, Mr. Dang Ngoc Minh - Deputy Director of the Tax Department said that in the context of the country promoting comprehensive innovation, the organization of the State administrative apparatus has been arranged in a streamlined, professional, effective and efficient direction, administrative procedure reform is not only an inevitable requirement, but also an urgent demand from practice, contributing to creating a favorable investment and business environment, promoting economic recovery and development.
He said: “It is necessary to minimize the need for taxpayers to declare information multiple times because the databases of the Tax Department and other State management agencies are available and connected. The Tax Department identifies administrative procedure reform as a key, continuous and urgent political task, aiming to remove obstacles for people and businesses, thereby creating room for sustainable growth.”

In recent years, implementing the Government's direction in Resolution No. 68/NQ-CP dated May 12, 2020, the Tax Department has proactively reviewed, evaluated and synchronously deployed many reform solutions. Specifically, it has published 304 tax administrative procedures on the Electronic Information Portal and integrated 177/182 online level 3 and 4 administrative procedures onto the National Public Service Portal.

From 2020 to present, the General Department of Taxation before the merger (now the Tax Department) has submitted to the Ministry of Finance to issue 16 decisions, newly announce and amend 273 administrative procedures and abolish 133 administrative procedures.

Currently, the tax administrative procedure set includes 219 procedures implemented at the Department, Branch and Tax Team levels. Of these, 134 procedures have been provided as full-process online public services, reaching a rate of 61.2%. In addition, 105 tax procedures (equivalent to 48% of the total number of administrative procedures) have been integrated into the National Public Service Portal.

Mr. Dang Ngoc Minh emphasized: “The above results demonstrate the high determination of the Tax sector in shifting from the mindset of “administrative management” to “service”, with the consistent motto: ‘Taking people and businesses as the center’”.

Need to be consistent and focused

However, administrative procedure reform requires synchronous, systematic and responsible participation. Implementing the Prime Minister's Official Dispatch No. 22/CD-TTg dated March 9, 2025 and Resolution No. 66/NQ-CP dated March 26, 2025 of the Government on the Program to reduce and simplify administrative procedures related to production and business activities in 2025 and 2026, the Tax Department identified this as a top priority task, requiring drastic, focused and key actions.
According to Mr. Nguyen Huu Hung, Deputy Chief of the Tax Department Office, the Tax sector has conducted a comprehensive review of 219 tax administrative procedures and plans to propose plans to reduce and simplify tax administrative procedures. Accordingly, the sector has reduced and simplified administrative procedures based on the application of information technology, reusing digitized information and data.

At the same time, the industry needs to focus on many tasks, such as upgrading 100% of eligible tax administrative procedures to the level of full-process online public services, integrating with the Ministry of Finance's electronic information portal to upload to the national public service portal, connecting with national database systems, specialized database systems and electronic connectivity.

With the awareness of the trend of tax administrative reform taking place globally, Deputy Director of the Tax Department Dang Ngoc Minh said that the Tax Department really needs the companionship and comments and sharing from management agencies, experts, businesses and people in order to bring substance and efficiency to its work.

In the coming time, the Tax Department will continue to synchronously and resolutely implement the task of reducing and simplifying tax administrative procedures according to the direction of the Government and the Ministry of Finance. Accordingly, it will continue to review and comprehensively evaluate current administrative procedures in the tax sector to identify administrative procedures that can be reduced and simplified in terms of dossier components, processing procedures, and processing time.

In 2025, the Tax sector aims to reduce and simplify administrative procedures related to production and business activities, ensuring the abolition of at least 30% of unnecessary investment and business conditions; reducing at least 30% of administrative procedure processing time and 30% of administrative procedure compliance costs. In 2026, the administrative procedure processing time and administrative procedure compliance costs will be reduced by 50% and 50% compared to 2024; 100% of business reporting regimes will be performed electronically; 100% of eligible administrative procedures will be performed online throughout the entire process.
