On the afternoon of September 27, a leader of the Dak Lak Provincial People's Committee said that he had directed a review of the number of teachers who had to return preferential allowances, and at the same time asked for the opinion of the Provincial Party Committee Standing Committee to resolve this issue.
Fluctuating because of "debt" of preferential allowances
According to this person, at the beginning of the 2024-2025 school year, many localities in Dak Lak province requested to collect preferential allowances for a series of teachers because they taught in places that were no longer in mountainous, island, remote and isolated areas according to the provisions of Decision No. 861 dated June 4, 2021 of the Prime Minister.
Teachers suddenly became "debtors" because according to Decision 861, the places where they taught before were "mountainous and island areas", but from June 2021 are no longer "region 3".
There are teachers who have received preferential allowances since mid-2021 and are now forced to return them, worried about where to get the money from while their salaries are limited.
Ms. Tran Thi Thom, a teacher at Nguyen Binh Khiem Secondary School (Ea K'pam Commune, Cu M'gar District, Dak Lak), said that in her commune, there are teachers who are being charged from 30 to 80 million VND in arrears.
"If we collect the arrears in a short period of time, it will greatly affect the lives and teaching of the teaching staff.
We suddenly became debtors, so we had to both teach and worry about paying off the debt from our salaries," Ms. Thom explained.
According to Ms. Thom, many teachers were shocked because the District People's Committee issued a document to collect the excess expenditure for 38 months (from June 2021 to August 2024).
Thus, the amount of money each teacher "owes" the district is up to tens of millions of dong.
Similarly, Ms. PTT, a primary school teacher in Phuoc An town (Krong Pak district, Dak Lak), said that the district also issued a document requesting the withdrawal of preferential allowances, for a period of more than 1 year. Each month, she will be charged more than 2.6 million VND.
"We are willing to comply with the policies and regulations of the law, but we hope that the competent authorities will consider and extend the collection period by the time the teachers have received the preferential allowance so that the teachers can work with peace of mind and stabilize their lives," Ms. T. proposed.

Regarding this issue, Mr. Le Ngoc Vinh - Deputy Head of the Dak Lak Province Ethnic Minorities Committee - said that according to Decision 861, the entire Dak Lak province has only 130 communes in ethnic minority and mountainous areas, of which 54 communes are in area III (also known as extremely disadvantaged communes), 71 communes are in area II and 5 communes are in area I.
Accordingly, 54 communes are no longer in the "particularly difficult areas".
According to Mr. Vinh, immediately after Decision 861 took effect, the province deployed it to districts, communes, villages, and hamlets. "It is unclear why some localities still pay preferential allowances to teachers in violation of regulations, leading to the need to revoke them now," said Mr. Vinh.
Mr. Vo Van Canh - Vice Chairman of Dak Lak Provincial People's Committee - said that the Provincial People's Committee is currently asking for opinions from the Provincial Party Committee Standing Committee and central ministries and branches on the issue of collecting preferential allowances for teachers.
"Regarding the recovery plan, the Provincial People's Committee will carefully calculate. Legally, it must be collected, but how it is collected must also take into account the lives of teachers. When there is a conclusion, we will provide full information," said Mr. Canh.

A town spent 5.6 billion VND more on preferential allowances.
Previously, Dak Lak Provincial Inspectorate discovered that Buon Ho town (Dak Lak) paid preferential allowances to teachers from June 2021 to July 2024 not in accordance with instructions.
In Buon Ho town alone, the incorrect payment was more than 5.6 billion VND.
Dak Lak Provincial Inspectorate proposed that the Chairman of the Provincial People's Committee approve the policy of conducting a thematic inspection on the payment of preferential allowances for teachers in the 2021-2024 period to have a direction for handling advice.
In addition to Buon Ho town, some districts such as Krong Pak, M'Drak, Cu M'gar, and Krong Nang also requested localities and educational institutions to temporarily stop paying preferential allowances.
Thereby, reviewing communes that are no longer in "zone 3" from June 2021 to August 2024, the organization will collect the wrongly spent preferential allowances.
