Attending the conference were members of the Provincial Party Standing Committee, Vice Chairman of the People's Council, Vice Chairman of the People's Committee, Deputy Head of the Provincial National Assembly Delegation; representatives of the Central Propaganda Department; leaders of provincial departments, agencies, branches and mass organizations; leaders of districts, towns and cities.

Speaking at the opening of the conference, comrade Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: Thoroughly grasping the viewpoint "Culture must be placed on par with economy, politics, and society" and the meaning and importance of Resolution No. 33-NQ/TW of the Party Central Committee, Conclusion No. 76-KL/TW dated June 4, 2020 of the Politburo on continuing to implement Resolution No. 33-NQ/TW of the Party Central Committee (11th tenure) on building and developing Vietnamese culture and people to meet the requirements of sustainable national development, in recent years, the Provincial Party Committee has always paid attention to leading and directing the implementation of the Resolution to ensure seriousness, creativity, and effectiveness.

With the motto "Maximizing the human factor; people are the center, the subject, the main resource and the goal of development", in recent times, along with promoting cultural development, all levels and sectors in the province have focused on caring for and building Thanh Hoa people to develop comprehensively, increasingly perfecting standards and always aiming for the values ​​of truth - goodness - beauty.

The results achieved in the cultural field have brought about positive impacts, in which people play the main role, becoming the resource and endogenous strength, contributing to promoting the socio-economic development of the province with very proud achievements.

Chairman of the Provincial People's Committee Do Minh Tuan affirmed: The summary conference is an opportunity to comprehensively evaluate the results of 10 years of implementing Resolution No. 33-NQ/TW of the Central Executive Committee (11th tenure) throughout the Provincial Party Committee.

The Chairman of the Provincial People's Committee requested the delegates to uphold their sense of responsibility, promote their intelligence, focus on discussing the issues raised in the draft report; analyze and evaluate the current situation, point out the limitations, weaknesses and causes, draw lessons in leadership, direction, and implementation at each level, each sector, and each unit. From there, propose realistic and highly feasible directions, tasks and solutions to continue to successfully carry out the task of building and developing Vietnamese culture and people to meet the requirements of sustainable national development, associated with the effective implementation of Resolution No. 17-NQ/TU dated July 4, 2024 of the Provincial Party Committee on continuing to build and develop Thanh Hoa culture and people in the new period.

Presenting the report summarizing 10 years of implementing Resolution No. 33-NQ/TW dated June 9, 2014 of the Central Executive Committee of the Party (11th tenure) on building and developing Vietnamese culture and people to meet the requirements of sustainable national development", Comrade Dao Xuan Yen, member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department, stated: Implementing Resolution No. 33-NQ/TW, the Provincial Party Committee's Standing Committee issued a plan and organized a conference to study, disseminate and implement the Resolution to key cadres of the province. Party committees at all levels developed plans and action programs suitable for the locality, associated with the implementation of resolutions, directives and conclusions of the Central Committee on culture, literature and arts. 98% of cadres and party members participated in studying and disseminating the Resolution.

To specify the content of the Resolution, the Provincial Party Standing Committee has issued documents to lead, direct and organize the unified implementation throughout the province. The inspection and supervision of the implementation of Resolution No. 33-NQ/TW has been included in the annual inspection and supervision plan by the Standing Committees of Party Committees at all levels, in conjunction with inspection and supervision activities in the cultural and social fields. The work of organizing annual periodic assessments, 5-year reviews, and 10-year reviews has been organized by Party Committees, the Fatherland Front and socio-political organizations in accordance with the practical situation, in conjunction with commendation and rewards for outstanding collectives and individuals in implementing the Resolution.

Over the past 10 years, Thanh Hoa province has achieved many positive results in implementing the 6 tasks and 4 solutions set forth in the Resolution. The awareness of the Party Committee, government, cadres, party members and people about the position, significance and importance of culture and people has become more and more comprehensive. The system of cultural heritages has been preserved, conserved and promoted. The system of cultural institutions serving life and human development has received attention and investment and improvement. The cultural and sports movement has increasingly developed, the cultural and spiritual life of the people has been significantly improved. Literary and artistic activities, press and publishing have been innovated, improving quality and efficiency. New values ​​of culture and people in the period of industrialization, modernization and international integration have been selectively absorbed... The results of building and developing culture and people have made important contributions to the cause of building and developing the province in recent years.

At the same time, draw 4 valuable lessons:

Firstly, strengthen the leadership of Party committees at all levels, improve the effectiveness and efficiency of government management, mobilize the entire political system and all classes of people in implementing Resolution No. 33-NQ/TW on the basis of fully understanding the meaning, role and effect of culture and people on development.

Second, properly handle the relationship between economic development and cultural development; mobilize investment resources for cultural causes, considering culture as the goal and driving force of the socio-economic development process. Have mechanisms and policies to promote and attract social resources to build and develop culture and people.

Third, pay attention to building, training and using a team of cultural cadres at all levels to meet task requirements; build a team of artists, intellectuals and good experts in a number of important fields of culture, literature and art.

Fourth, improve the quality and effectiveness of inspection and supervision work; do a good job of summarizing and concluding practical experiences, on that basis, propose tasks and solutions suitable for localities and units in each period; promptly commend and replicate typical examples, criticize negative and uncultured phenomena.
